The powerful earthquake hit the Sikkim and other parts jolted on Sunday 18.9.2011 cause heavy damages to buildings and roads besides heavy causalities. We mourn to the lives lost in the disaster
The following is the report received from the Divisional Secretary, Sikkim about the damages caused to postal and its employees. However there is no human loss of the postal family. Many of our GDS comrades lost their properties and homes. If the Circle Union or Divisional Union proposes any relief to the victims of earthquake, let us join with them. We place our deep sympathy to our brethren who lost their belongings in this national disaster.Let us render our moral and monetary assistance to the affected after receiving the formal announcement from the Circle/divisional Union

This is to inform you that large numbers of minor damages have occurred due to the earthquake on 18th Sept, 2011 the details of which are given below:
Postman room, Training centre, Staff canteen, Speed Post Centre, SBCO Branch, Account Branch are having minor damages and the Postal Staff Quarters of RajBhawan is also in miserable condition.
As per reliable sources Chungthang SO has also been damaged. But there is no telephonic conversation with the SPM as the lines are all out of order in North Sikkim.
As per report given by the SPM, Mangan SO the office has been damaged and also several houses of GDS were damaged.

Constitution of Internal committee to review the various Allowances to be sanctioned
An internal Committee has been constituted by the Directorate to review the allowances available in the Department under the chairmanship of Sri. Santosh Gauriar, Chief PMG, M. P. Circle, Sri. V. P. Singh, DDG Establishment, Sri. B. Selvakumar PMG Agra, Sri. D. Manoj, G.M. Finance Maharashtra Circle will be the members. Sri. S. V. Rao ADG (Establishment) will functions as ADG (Member Secretary)
1) The allowances, which are to be examined by the Committee, are as under:

(a) Grant of Special Allowance to all Group 'A' & Group 'B' officers working in Circle offices and Regional offices irrespective of their designation.

(b) Grant of Travelling Allowance and Daily Allowance to Mail overseers instead of Nigh Halt Allowance.

(c) Revival of Cash Handling Allowance to Postmen.

(d) Removal of distance criteria for grant of Cycle Maintenance Allowance (CMA) to Postmen.

(e) Revision of Cash Allowance to SPMs in the absence of Treasurers.

(f) Upward revision of Conveyance Allowance to PRIs (P)

(g) Grant of Road Mileage Allowance to staff entrusted with the work of clearance of cheques.

(h) Grant of Fixed Conveyance Allowance to Marketing Executives.

(i) Enhancement of Split Duty Allowance.

(j) Grant of Special Allowance to unqualified accounts irrespective of financial up gradation granted under TBOP/BCR/MACP

(k) Special Allowance to PO & RMS accountants on grant of financial up gradation under MACPs.
(l) Grant of Treasury Allowance to those officials who are given financial up gradation under MACP

2) The terms of reference of the Committee will be to examine and give specific recommendation on each allowance indicated above with a view that:
i) Any upward revision is required in the current scenario in the allowances.
ii) Whether the already discontinued allowances or allowances not being paid to specific cadre are needed to be restored or allowed.

3) The Committee will submit its report within three months.

Strike Demands Current Position

1)Cadre Review Committee: - The first sitting of cadre review committee will be held on 29.9.2011 at Directorate. We are updating our proposal and suggestions if any can be sent before 29.09.2011
2) Filling up of vacancies for 2011: - When the Directorate called for vacancy position, it is alarmingly felt that still there are many vacancies for the earlier years left unfilled up. The Directorate sought for information from all circles to furnish all the current & previous unfilled vacancies in all cadres and also to mention the oldest vacancy still unfilled up - On receipt of particulars, process similar to last recruitment will be conducted at Directorate before December 2011 to fill up all the remaining vacancies.
All our Branch/Divisional Secretaries are requested to verify the establishment sanction actual staff strength available and calculate the actual vacancies of their divisions and to intimate the same to circle union immediately so that the circle union can pursue at circle level ensuring that no post is left unfilled up.Unless Branch/Divisional Secretaries act vigilantly, nothing is probable to come out from the issue of shortage of staff.
3) HSG I Recruitment Rules: - UPSC has not approved yet the HSG-I Recruitment Rules. It raised objections that the number of Posts in feeder cadre HSG-II and HSG-I is similar and to reduce the number of HSG I posts to the ratio of at least 2:1. The Department replied about the justification and functional requirements. It is expected that the recruitment rules will be released from UPSC within a fortnight or maximum a month.
In the revised HSG-I Recruitment Rules, all HSG-I posts including the posts which are now reserved for IPO line are being brought under general line. DOPT informed that after the approval of the Recruitment Rules for HSG-I, the conditions of minimum service in HSG II( 5 years) will be relaxed as before considering the requirements of the department.
4) Filling up of Postmaster Grade III Posts: - According to the scheme, Postmaster Grade-III posts will be carved out only when the posts are filled up. As such, technically there is no Postmaster Grade III post in existence. After the finalization of HSG I Recruitment Rules and offered regular promotion to the present adhoc HSG I official and others, option will be called for among them whether they will opt for Postmaster Grade III. The posts will be filled up at first with the HSG-I officials opted for the cadre and the remaining Postmaster Grade III posts will be declared for promotion under the channel of Postmaster's cadre. After the creation of Grade III, the Department assured to consider the one time relaxation to fill up all the unfilled up Grade II & Grade III posts by relaxing the minimum service conditions required.
5) Filling up of Postmaster Grade I unfilled up posts: - We placed a demand to consider the remaining candidates in the selection list of Postmaster Grade I exam for filling up the vacancies caused due to declination by some candidates after declaring the results. This was agreed. All circles will be addressed soon to ascertain the number of officials declined. We are expecting orders shortly.
6) Gradation List: - This is one of the major problems prevailing in all circles. All circles have been addressed to compile Gradation list of all cadres at once. All divisional Secretaries should follow up the same since this is most important document now to determine the promotional aspects of the employees.
7) Tenure posting in Single handed offices: - Despite strong objection from vigilance section of the Directorate, as assured during discussions on the strike charters, the Department is issuing orders for reposting officials to sub offices if the officials have not come out with any cases in preceding 10 years. Orders are expected to be released shortly.
8) Allowing P. H. candidates to IPO Exam: -The Department has formalized the reservation for promotion in I.P cadre for P. H. candidates and forwarded the file to Ministry of social Welfare for formal approval. This will definitely become a boost to the physically challenged Postal Assistants.
9) Doubling the Treasury Allowance: - A specific clarification about Treasury Allowance to Treasurer is under issue.
10) Problems of Casual Labourers: - An internal committee headed by the Chief PMG, Assam has been constituted to study the problems of casual labourers like regularization, alternate method of appointments for subsequent requirements, Pay related issues as per the Sixth CPC etc. The first preliminary sitting is expected to be held at Kolkata on 19.09.2011. DDG (P) & DDG (Establishment) are the other members. DDG (PCC) will be the member (Secretary). In respect of application of Sixth CPC wages to casual labourers, it is being delayed due to non receipt of information from five circles. They have been reminded by the Directorate.

Our CHQ is sending a proposals to the said committee on all issues and also to restore charge allowance to Postmasters as existed prior to introduction of TBOP and also to restore MPCM allowance to counter Assistants. Our letter will be published in the Bhartiya Post.
12) Departmental Council (JCM): - it was intimated to hold the Departmental Council (JCM) in the month of October 2011. The last date for submission of subjects has been fixed as 28.09.2011. If any specific issue is to be taken up, the Divisional/Branch/Circle secretaries are at liberty to e-mail the issues before 25.09.2011 to CHQ.
13) Dropping of Confirmation exam: - It is under process. Orders will be expedited.
14) Revised Recruitment rules for Postal Assistants: - As per the RR 2002, there are 49 categories eligible to appear the LGO exam and most of the categories are not in existence. Hence the process of eliminating such categories is under progress. Thereafter it will be finalized by including the agreed demands of thrown open the unfilled vacancies of LGO to GDS without any mark condition. The deletion of confirmation examination is included in the revised R. R.
15) Permission to opt for General line from Accounts line: - We demanded that the options obtained at the time of TBOP become obsolete and the option exercised only at the time of regular promotion to LSG accounts shall be taken into account. This has been accepted by the Department and orders issued.
16) Training Allowance to WCTU instructors: - Proposals for creation of regular trainers will be taken up. Revision of training allowance to instructors is training centre & introduction of training allowance to regular trainers appointed in WCTU is under consideration.
17) Revision of honorarium for Departmental Exam: - The file is under process. The allowance, as it is told, will be doubled.
18) Counting of past services to RTP: - The CHQ has written one more letter department to implement the decision of Mumbai CAT decision to all the similarly situated persons. This will be discussed further with the Secretary in the ensuing Department Council Meeting.
19) Counting of Special Allowance for pay fixation - Case of PO & RMS Accountants: - We are demanding for implementation of Karnataka High court judgment and not to file SLP. This is being pursued.
20) Irregular attachment of unoccupied staff quarters as post attached quarters: - Today the relevant rulings of 1929 & others were towed handed. It is assured to cause necessary orders at the earliest.
21) Training to Postmaster Grade I: - All Training Centres have been instructed to finalise the Grade I training before 15.1.2012. The Training Centre have accordingly allotted seats to the circles.

Tearful farewell to our beloved Comrade N. Chandramouli Group-D, Gudur HO passed away

With profound sorrow we convey the sad and sudden demise of Com. N. Chandrmouli, Group-D Gudur HO on 16.09.11 at his native place Akkampet. He served in GDS cadre for 30 years and promoted to Group-D status on 29.04.2001. He is a staunch follower and strong member of NFPE. As you are aware the Pooja Festival (Dussehra) is celebrated all over India in the month of October. Every year Bonus for Central Govt. Employees is declared by the Govt. well before the commencement of Pooja Festival.

I request you to take necessary action to ensure grant of PLB to Postal Employees also before the Pooja Festival. The following issues which are agitating the minds of the Postal Employees may be considered favourably while declaring the Bonus for the year 2010-2011.

(a) The undeclared cap of 60 days imposed by the nodal ministry may be got removed and eligible Bonus granted.

(b) The enhanced monthly salary ceiling of Rs.3,500/- may be made applicable to Gramin Dak Sevaks also. In this regard the judicial pronouncements of various CATs may be referred.

(c) Casual Labourers and GDS may be granted Bonus as per the amended statutory Bonus Act.

Grant of family pension to the eligible members of the family of a pensioner-regarding.
Sub: The undersigned is directed to refer to this Department's earlier office memoranda No. 1/17/86-P&PW(E), dated 29th August , 1986, 25th January, 1991 and 18th February, 1993 and 1/28/04-P&PW(E) dated 31st March, 2009 and 2nd July,2010 regarding grant of family pension to the eligible members of the family of an employee/pensioner reported missing and whose whereabouts are not known.
2. As per this Department's O.M. Dt. 29.8.1986 , subject to fulfillment of certain conditions, the family pension can be granted to the family of an employee reported missing and whose whereabouts are not known after a period of one year reckoned from the date of filling the FIR with the police authorities. Subsequently, it was clarified vide this Department's O.M. dated 25th January 1991,that the Department of Pension & Pensioners Welfare's O.M. dated 29th August, 1986, would be applicable in the case of missing pensioners mutatis mutandis. It was further clarified vide this Department's O.M. No.1/17/86-P&PW(E) , dated 28.02.1993 that family pension to the eligible family member of an employee reported missing, would accrue from the date of lodging the FIR of expiry of leave in the case of and employee who had disappeared , whichever is later.
3. While providing that the family pension to the family of the missing employee/pensioner may be sanctioned after a period of six months from the date of registration of an FIR with the police vide this Department's O.M. dated 2nd July, 2010, it was also made clear that the earlier instructions did not make any distinction between the government servant and the pensioners and cover both of them for the purpose of grant of family pension. However, doubts have been raised by some quarters to the effect as to whether family pension will accrue from the date of lodging the FIR in the case of missing pensioners as well.
4. The matter has been considered in this Department in consultation with Department of Expenditure, Ministry of Finance. It is hereby clarified that as the previous instructions did not make any distinction between the Government servant and the pensioner the family pension of the family of a missing pensioner would accrue with effect from the date of lodging the FIR or from the date immediately succeeding the day till pension had been last paid to the pensioner, whichever is later. Accordingly, arrears in past cases would also be admissible.
5. This issues with the concurrence of Ministry of Finance, Department of Expenditure vide their U.O. No. 263/EV/2011, dated 12.09.2011.

DECLARATION OF NATIONAL CONVENTION OF WORKERS HELD ON 07th SEPTEMBER-2011 AT MAVALAQNKER HALL – NEW DELHI


The National Convention of Workers being held on 7th September 2011 at Mavalanker Hall, New Delhi noted with serious concern that despite several rounds of all in united protests by the entire trade union movement of the country, the Govt. has remained totally unresponsive to major concerns of the working people.

Practically no step has been taken by the Govt. to address the basic demands of the workers being pressed through joint memorandum by the Central Trade Unions to honourable Prime Minister and the Lok Sabha Speaker and various other joint countrywide programmes.

Rather, aggressive moves are being taken to further aggravate the rise in prices through frequent hike in prices of petrol, Diesel, LPG and Kerosene. Disinvestment of shares of Public Sector Units is being actively pushed through by the Govt. to facilitate phased privatization of the highly profit-making PSUs. Existing labour rights including right to form union and to social security and pension are being sought to be curbed through various legislative and administrative moves. Mass scale contractorisation of the regular work is continuing in all the workplaces including in PSUs and Govt. establishments. Contract workers are not being paid in most of the places even the statutory minimum wages which is very low to meet the basic requirements for a human living.

The National Convention also expresses its serious concern over the flaring up of rampant corruption all around and huge black-money-generation in the economy and seeks to draw the attention of the Govt. to the widespread popular discontent and disgust over the issue of corruption demanding concrete legislative and administrative measures and change in the economic policy regime to eradicate and prevent corruption and bring back the black money stashed abroad.

The National Convention calls upon the working people of the country to further widen the unity achieved through united struggle and launch united protest against the unresponsive approach of the Govt through intensified countrywide struggles.

While reiterating the five point demands formulated jointly by the Central Trade Unions and Federations for 1) concrete measures to contain price rise 2) concrete measures for linkage of employment protection with the concession/incentive package offered to the entrepreneurs, 3) Strict enforcement of all basic labour laws without any exception or exemption and stringent punitive measures for violation of labour laws, 4) universal social security cover tor the unorganized sector workers without any restriction and creation of a NCEUS and Parliamentary Standing Committee on Labour and 5) Stoppage of disinvestment in central and state PSUs, the National Convention of Workers also demands immediate action by the Govt of India to ensure:-

 No Contractorisation of work of permanent/perennial nature and till then payment of wages and benefits to the contract workers at the same rate as available to the regular workers of the industry/establishment

 Amendment of Minimum Wages Act to ensure universal coverage irrespective of the schedules and fixation of statutory minimum wage at not less than Rs.10,000/- per month with indexation.

 Remove all ceilings on payment and eligibility of Bonus, Provident Fund; Increase the quantum of gratuity.

 Assured Pension for all

 Compulsory registration of trade unions within a period of 45 days and immediate ratification of the ILO Conventions nos 87 and 98

To pres the above demands and to prepare for higher level of united action, the National Convention decides to hold Countrywide multiple forms of action such as SATYAGRAH/JAIL BHARO, MASS SQUATTING etc. in all the state capitals and industrial centres on 8th NOVEMBER 2011.

The National Convention also calls upon all the trade unions and workers and employees in general irrespective of affiliations to hold state wise and industry wise conventions to make the above programme a total success and prepare for countrywide GENERAL STRIKE as early as possible in the next phase.

AMENDMENT IN ANTI-CORRUPTION ACT, 1988

The property of corrupt public servant is confiscated under the provisions of Criminal Law (Amendment) Ordinance, 1944 and Prevention of Money Laundering Act, 2002. However, to make the Prevention of Corruption Act, 1988 self contained and comprehensive the Government is considering incorporating the provisions for confiscation/forfeiture of property of corrupt public servants in the Prevention of Corruption Act, 1988.

On 8th June, 2011, the media had reported that the Hon'ble Supreme Court has sought amendment to the Prevention of Corruption Act, 1988. These observations were reportedly made by the Supreme Court while dismissing an appeal filed by an Assistant Commissioner, Central Excise, against his conviction. However, the formal order passed by the Hon'ble Supreme Court on 8.6.2011 in the case, i.e. Criminal Appeal No. 945 of 2006 (Sat Paul vs. State of West Bengal & Anr.) does not contain any such observations.

A Committee headed by the Chairman, CBDT has been constituted to examine ways to strengthen laws to curb generation of black money in India, its illegal transfer abroad and its recovery. The Committee shall examine the existing legal and administrative framework to deal with the menace of generation of black money through illegal means including inter-alia (i) declaring wealth generated illegally as national asset; (ii) enacting/amending laws to confiscate and recover such assets; and (iii) providing for exemplary punishment against its perpetrators. The Committee is required to consult all stakeholders and submit its report within a period of six months.

As per information provided by the CBI, it has not unearthed any case wherein benami properties of more than Rs.100 Crore have been unearthed against any officer in any case.

This information was given by Minister of State in the Ministry of Personnel, Public Grievances and Pensions and the Prime Minister's Office, Shri V. Naraynasamy in written reply to a question in the Lok Sabha today.

LATEST NEWS FROM HEAD QUARTERS

A delegation of leaders of NFPE comprising Com.R.N.Parashar Asstt. Secretary General NFPE, Com. Giri Raj Singh, General Secretary, R-III Union and Com.I.S. Dabas General Secretary P-IV Union met Shri V.P.Singh DDG (Estt) and discussed the issue of wage revision of casual labourers, part time and contingent employees, who assured to settle the issue as early as possible by bestowing his personal attention.

MODIFICATIONS IN PPF SCHEME = NEWS

Modification in PPF Scheme : Deposit Limit Raised from Rs. 70,000 to Rs. One Lac while Rate of Interest on Advances Against Deposits in PPF Scheme Raised from 1% to 2 Percentage Points

The Committee on Comprehensive Review of National Small Savings Fund (NSSF) headed by Deputy Governor, RBI has recommended revision of certain provisions of PPF Scheme, 1968 and benchmarking of interest rates on various small savings schemes with the secondary market yields on Central Government securities of comparable maturities with suitable spread.

The Committee has recommended increasing the deposit limit under PPF Scheme from existing Rs. 70,000 to Rs. 1 lakh per annum and fixing of rate of interest on advances against deposits in PPF scheme at 2 percentage points as against the prevailing interest rate on such advances at 1%.

The Committee has further recommended benchmarking interest rate on small saving schemes to interest rate on Government securities of similar maturities with a positive spread of 25 basis points on all schemes except for 50 basis points for 10 year NSC and 100 basis point for Senior citizens Savings Scheme. Recommendations of the Committee have been referred to State Governments and concerned Ministries/ Departments of Central Government for their comments.

This information was given by the Minister of State for Finance Shri Namo Narain Meena in a written reply to a question raised in Rajya Sabha today.

OFFICE MEMORANDUM

Subject: Revision of Stitching Charges.

The undersigned is directed to say that based on a demand raised by the Staff Side, in National Council (JCM), the question of revising the Stitching Charges of Uniforms, supplied to Common Categories of employees (Multi-Tasking Staff - erstwhile Group 'D' posts of Peon, Daftry, Jamadar, Junior Gestetner Operator, Frash, Chowkidar, Safaiwala, Mali etc. and Staff Car Drivers, Dispatch Riders etc.) in the Central Secretariat and its Attached and Subordinate Offices, has been examined in consultation with the Ministry of Finance. Consequently, it has been decided to enhance the rates of stitching charges, with effect from 1^st April, 2011 thereby modifying the earlier instructions issued vide this Ministry's O.M. No. 14/3/2006-JCA dated 28" September, 2006.

2. The revised rates of stitching charges, with effect from lst April, 2011, will be as under:-

Summer

3. It may please be noted that the reimbursement of Stitching Charges at the-prescribed rates should be done only after the stitched uniforms are produced and are duly stamped, with indelible ink, at an appropriate place on the wrong side of the stitched dress, for identification. A proper record and procedure should be evolved to ensure that the employees produce the stitched uniforms within a reasonable period (say one month) after the cloth is supplied to them.

4. This issues with the concurrence of Department of Expenditure vide ID No. 5(1)/E.I1 (A)/2009 dated 08.04.201 1.

What is Dengue ? . A Health Issue

What is Dengue?
Dengue is a serious viral disease transmitted by the bite of the mosquito, Aedes aegypti.
Dengue occurs in two forms: dengue fever and dengue haemorrhagic fever.
Dengue fever is a severe, flu-like illness that affects older children and adults but rarely causes death.
Dengue hemorrhagic fever (DHF) is a second more severe form, in which bleeding and occasionally shock occur, leading to death; it is most serious in children.
Persons suspected of having dengue fever or DHF must see a doctor at once.
Dengue haemorrhagic fever is a deadly disease and early diagnosis and treatment can save lives. Unless proper treatment is given promptly, the patient may go into shock and die.

Prevent mosquito bites
People can protect themselves from mosquito bites by using any of the following means-

Mosquito coils and electric vapour mats -Slow burning mosquito coils or electric vapour mats are effective in the rainy season, just after sunrise and/or in the afternoon hours before sunset, when dengue mosquitoes bite.
Mosquito nets -Nets placed over sleeping places can protect small children and others who may rest during the day. The effectiveness of such nets can be improved by treating them with permethrin (a pyrethroid insecticide) . Curtains (cloth or bamboo) can also be treated with insecticide and hung at windows or doorways, to repel or kill mosquitoes.
Repellents -Mosquito repellents can be applied to exposed parts of the body where mosquitoes bite. Care should be taken in using repellents on small children and the elderly.

Screens -Screens on windows and doorways are effective protection against the entry of mosquitoes in homes.
Protection of people sick with dengue -Mosquitoes become infected when they bite people who are sick with dengue. Mosquito nets and mosquito coils will effectively prevent mosquitoes from biting sick people and help stop the spread of dengue.

Chennai Corporation to use Postal staff service (TN)

The Chennai Corporation is planning to use the services of the Department of Posts to verify addresses of over 6.41 lakh property tax assessees.
This is part of the measures of the civic body to improve property tax collection.
It has started discussions for making optimum use of the services of the Department of Posts in the days ahead when the challenges pertaining to collection of property tax are likely to mount.
With elections round the corner, the Corporation would have to use tax collectors for election duty. So, the services of the postal employees are likely to be used to create awareness and improve tax collection, said officials of the Corporation.
Address verification by the postal staff would also help the civic body verify the genuineness of the assessees during the city expansion phase.
A few months ago, the Corporation had initiated a process of sending e-post to remind the assessees. Though the property tax collection improved because of the initiative, some of the addresses of assessees were not correct.
The civic body has also planned to ask the assessees to make use of the counters in the zonal and division offices for payment of tax during the period of civic body elections.
After the expansion of the city and local body elections, the Revenue Department would face a challenge in the form of change in zone number of the existing assessees.
The Postal Department's schemes such as e-post would be continued to be used to remind the assessees of the property tax payment even after the elections.
Over 10 per cent of the property tax assessees pay taxes of high value, official said. Even though the civic body focuses more on this segment, the assessees who pay very low value property tax would also be given awareness messages through the postal system.
A major portion of the 5.29 lakh residential property tax assessees in the 10 zones of the city have a property tax demand of low value. Address verification of such assessees may be easier with the help of the extensive network of post offices, according to an official of the civic body.
Collection of property tax from over 1.12 lakh commercial properties in the city is likely to be better with the assistance of the postal network.

Pension Payment through smart cards begins - in Tamilnadu

Chief Minister Jayalalithaa inaugurated through videoconferencing from Chennai the distribution of biometric smart cards to old age pension beneficiaries under the Social Security Scheme at Kattumannarkoil near here on Friday.
The Chief Minister observed that the smart card system would enable the payment at the doorsteps through business correspondents of the respective bank branches in the local area.
Collector V.Amuthavalli, who was responding to the videoconferencing programme held near the MLA office at Kattumannarkoil, thanked the Chief Minister for inaugurating the scheme.

Over Ninety Percent Departmental Post Offices Computerised

Shri Sachin Pilot, the Minister of State for Communications and Information Technology informed Rajya Sabha today in written reply to a question that 24015 (94 per cent) Departmental Post Offices out of 25538 Departmental Post Offices have been supplied with computer hardware. Remaining Departmental Post Offices along with Branch Post Offices will be computerized under the Department’s IT Modernisation Project 2012 to be completed by 2012-13 subject to availability of funds and resources. The reply further stated that there is no project proposal of the State Government of Madhya Pradesh pending before the Ministry for computerization of Post Offices. Source :

CONGRATULATIONS TO P3 CIRCLE UNION-TAMIL NADU

After a long legal battle - not one or two – about 47 court cases right from Munsiff court to Supreme Court, the elected office bearers of Tamilnadu circle union assumed charges today as per the orders of the Chief Postmaster General, Tamilnadu circle. Many kudos and heartiest congratulations to Com J.Srivenkatesh, Com. J.Ramamoorthy, and Com A. Veeramani who were elected as Circle President, Circle Secretary and Circle Financial Secretary respectively in the conference held on 9.3.2011 & 10.3.2011 at Kavarapettai. The Circle Conference was conducted by the CHQ itself as per the decisions of the All India Conference, Pune. The 3 ½ year stalemate prevailed in Tamilnadu circle came to an end and we wish the office bearers for their success and trust that they will regain the past glory of the circle within a shortest span of time by their dedicated hard work.

Post Offices to Provide Visa Related Services In Remote Areas

India Post Signs MOU with M/S VFS Global to this Effect India Post has signed a Memorandum of Understanding (MOU) with M/s VFS Global to provide visa related services for different countries through Post Offices. Memorandum of Understanding between India Post and M/s VFS Global was signed here on 30.08.2011 in the presence of Secretary, Department of Posts and senior officers from Department of Posts and VFS Global. The MOU sets out broad understandings and intentions of both the parties to provide visa related services at places where they are not currently available.

Post Office counters will be used for fee collections, providing visa applications forms, dissemination of visa information, biometric enrollment and other visa application process related services. India Post and VFS are also planning to cooperate in utilizing India Post’s courier service, Speed Post for movements of passports to VFS offices and concerned embassies, and their delivery back to the applicants. Both the parties will also explore to provide any other service that India Post may want to provide through VFS global network on mutually accepted terms.

M/s VFS Global is in the business of visa application services and is working with 35 governments across the world with over 450 offices in 50 countries. India Post and VFS realize that there are many areas of mutual interest and synergy between India Post and VFS would benefit the public at large.

Measures to Popularize Small Saving Schemes

Central and State Governments take various measures from time to time to promote and popularize small saving schemes through print and electronic media as well as holding seminars, meetings and providing training to the various agencies involved in mobilising deposits under these schemes.

A website of the National Savings Institute under Government on India, Ministry of Finance has also been launched to facilitate interface with the public through wider investors grievances. The website address is nsiindia.gov.in.

The Committee on National Small Savings Fund has observed that 4% commission under Mahila Pradhan Kshetriya Bachat Yojna (MPKBY) is very high and is affecting the viability of National Small Savings Fund (NSSF). The committee has recognized that the Recurring Deposit Scheme requires considerable effort on part of agents in mobilising monthly deposits. However, 4% commission is distortionary and expensive. The Committee has recommended that it should be brought down to 1% in a phased manner in a period of three years with a 1% reduction every year.

Recommendations of the committee have been referred to State Governments and concerned Ministries/Departments of Central Government for their comments.

Regarding payment of interest on delayed payment of gratuity

“In all cases of payment of interest on delayed payment of gratuity attributable to administrative delays action will be taken against officials responsible for such delays which may include recovery of the amount of Interest paid on account of delayed payment of gratuity from the salary of delinquent officers/officials”.

Subject: Regarding payment of interest on delayed payment of gratuity.
A number of proposals are being received from various departments seeking approval for payment of interest on delayed payment of gratuity in respect of retired government servants on account of administrative lapses.
The attention of all the Departments is invited to the provisions laid down in RuIe-68 of CCS (Pension) Rules, 1972 and Government of India’s decisions thereunder. It has been provided that, if the payment of gratuity has been authorized later than the date when its payment becomes due, and it is clearly established that the delay in payment was attributable to administrative lapses, interest shall be paid at such rate as may be prescribed, and in accordance with instructions issued from time to time. In all cases where the payment of interest has been sanctioned by the department with the approval of the competent authority, such department shall fix responsibility and take disciplinary action against the government servant or servants responsible for the delay.

Kindly see the minutes of the meeting of Steering Committee on PFRDA Bill held on 29th Augst 2011, posted in the website.
The Secretariat appeals to every state Committee to take initiative for the successful implementation of the decisions of the steering committee meeting on 29th August 2011 i.e.
1. Formation of joint committee in every station with the units of the participating organisations in the Steering Committee viz. AISGEF, Confederation of Central Govt employees and Workers, AIRF, STFI, AIDEF, NFIR, BSNLEU, AIFUCTO, BCPC & NCCPA.
2. Prepare and mobilise for the Raj Bhawan march on 6th Sept 2011 – under the banner of the joint committee
3. Conducting Conventions where ever not held. The date of the Convention may be intimated to Confederation HQr so that one Secretariat member could be deputed to attend the convention.
4. Start signature campaign – by involving all the membership and through them the people at large.
Every member may be asked to collect signatures from his/her family members and from the people at large in their locality.
The signature campaign in public places like railway stations, hospitals etc may be done under the banner of joint committee of the station.
5. Prepare and mobilise for the March to Parliament on 29th November 2011. The quota for each affiliate is given elsewhere in this circular. The Confederation State Committees has to ensure that the quota given to them be met.
6. Educate the membership on the perils of the PFRDA Bill and prepare them for a two-hour demonstration on the day the bill is taken up for consideration by the Parliament.
Every State Committee may send a detailed report on the steps taken by them on the above decisions.
MARCH TO PARLIAMENT ON 29TH NOVEMEBR 2011
Each of the affiliate of Confederation may mobilise as per the quota given below.
NFPE – 7500, ITEF- 1000, Audit-1000, NFAEEA-500, Civil Accounts-250, Ground Water Board-150, Central Secretariat-100, All other affiliates- 50 each.
The State Committees of Confederation may take necessary steps to co-ordinate at the field level so as to ensure that each affiliate do send personnel as per the quota.
Delhi and nearly by states of Delhi viz Rajasthan, MP, UP, Haryana and Punjab (Chandigarh included) will be given the quotas separately. --
