Union minister of state for communication and information technology, Sachin Pilot, Union Minister for renewable energy Dr, Farooq Abdullah and Jammu and Kashmir Chief Minister Omar Abdullah at the inauguration of the floating post office in the Dal Lake in Srinagar on Monday.
There is a plan to add banking facilities in post offices at a cost of Rs. 19,000 crores'
Faced with the challenge posed by the Information Technology revolution, the Ministry of Communications plans to have integrated postal services in two years.
Speaking to The Hindu, Union Minister of State for Communications Sachin Pilot said a good amount of work had been done in this direction but it would take his department two years to complete the task and “keep our thread with the people alive.”
Mr. Pilot disagreed with the view that with the internet revolution spreading, the postal services were losing clientele. “We have not closed a single post office and their relevance is not lost. But we have to integrate that with other services like banking, insurance and other day-to-day needs of the people,” he said. India today had 1,55,000 post offices with 5,80,000 employees.
Mr. Pilot said IT had progressed very well with 2.6 million getting jobs in the sector. He said his department had moved a proposal to add banking facilities in post offices at a cost of about Rs. 19,000 crores. “This would prove a turnaround in reviving the post offices and making them viable delivering centers,” he said adding that computerization and internet connectivity of all the post offices was another remarkable initiative in the offing.
The Minister said the Speed Post Service had grown popular. “There is 20 to 30 per cent growth in this service every year,” he added.
Floating post office
Mr. Pilot, who was on a three-day visit to Kashmir, inaugurated a computer programme in Kashmiri language at the DOAEEC Centre. Similar programmes will be launched in Dogri and Gojri languages. He also inaugurated a floating post office in the Dal Lake. This project is being revived after many years. “Similar post offices will be revived in Pahalgam and Gulmarg,” he said.
Telephone facility
Mr. Pilot said he had ordered that 300 digital satellite phones be made available in border areas where the people did not have access to mobile phones. Only the BSNL was offering telephone facility in remote areas. “In Kargil, we are the only service provider,” he said adding, “our objective is not to earn profit but to give facilities to people.”
With 1,700 post offices in Jammu and Kashmir, the Ministry was in the process of computerizing all the post offices and work was going on in full gear. “Geographically, we are the largest stake holder in the State and we will not fail the people,” he said.
On lifting the ban on pre-paid SMS, Mr. Pilot said it was the subject of law enforcement agencies. “We are working with the MHA on this and trying to find a solution, which also should not jeopardize the security of the State. But I am hopeful of a solution,” he said.

The undersigned is directed to refer to this office SB Order No.26/89 issued vide letter No. 2- 3/86-SB dated 27.4.1989, SB Order No.43/89 dated 12.9.1989, SB Order No. 26/90 dated 4.05.1990, SB Order No. 17/2004 dated 8.10.2001, SB Order No. 5/2005 issued vide letter no. 113-1/2003- SB(APT) dated 28.3.2005, D.O. letter of even number dated 26.2.2010 from DDG(FS) to all Heads of circles and SB Order No. 10/2011 dated 21.6.2011 on the subject.
2. Based on the inputs received from the circles, it was observed that out of the staff working in the POSB/SC related branches in the post offices, the percentage of staff passed SB Aptitude test is very low and in some circles the test has either been not held from many years or not regularly held. In view of this, the pattern and syllabus of the aptitude test has been reviewed in this office and it has been decided to revise the whole pattern as well as syllabus of this test which is very important from the operational point of view of the POSB/SC. Min. of Finance is also time and again pointing out the high percentage of irregularities being committed by the postal staff which is resulting in financial loss to the Government as well as in some cases to the customers and increase in court cases/public grievances.
3. Revised Syllabus, pattern, eligibility criteria, procedure for setting up of paper/venue and further reporting to this division are attached as enclosure. Test will be held twice in a calendar year i.e in the month of February and August and candidates who have completed one year service on 30th June or 31st December of the year in which the test is conducted shall be eligible to appear.
4. It is requested that necessary action may be taken immediately to circulate the new syllabus as well as eligibility criteria so that next SB Aptitude may be held in February 2012.

Eligibility Criteria:- All Postal Assistants who have completed one year’s service on 30th June or 31st December of the year in which test is conducted shall be eligible to appear. Test will be conducted twice in a calendar year i.e in the month of February and August. Candidates who have completed one year’s service as on 31st December shall be eligible for appearing in the test to be held in February and those who have completed one year’s service as on 30th June shall be eligible for appearing in the test to be held in August. There will be no restriction on number of times a candidate can appear.Setting up of paper and venue:- Test will be conducted by the circle. Date, time and venue will be decided at circle level and circulated at least 30 days before the scheduled date. Setting up of paper will be done at the level of Postal Training Centre. Chief Postmaster General of the circle shall decide the name of Postal Training Centre from which the Paper will be got set. A blank line is required to be provided after 4 options in each question to mention the Rule in support of the answer. Evaluation of the papers shall also be got done from the same PTC. Result will be declared by the circle. Successful candidates shall be posted in the branches pertaining to POSB/SC in post offices/divisional offices/regional offices and circle office. If surplus candidates qualified, a list of such candidates may be prepared in the preference of marks obtained in the test and they shall be posted in the SB/SC branches as and when required.


Suspension orders, charge sheets should be disclosed under RTI Act : CIC

New Delhi, Aug 21 : Suspension orders and charge sheets issued to government officials should be disclosed under the RTI as these are not personal information, the Central Information Commission has held.
The transparency panel held that charge sheets and suspension orders are issued as part of public activity and cannot qualify as personal information, hence should be disclosed to RTI applicants.
The case relates to an RTI application filed by Jayalaxmi who sought to know the names of Syndicate Bank officials who are on suspension and those against whom charge sheets have been served.
The bank rejected the information saying that there is no public interest involved in the application, it is of third party information and further, it would impede the process of investigation and departmental enquiry.
During the appeal hearing, the CIC said all relationships usually have an element of trust, but all of them cannot be classified as fiduciary.
Information Commissioner Shailesh Gandhi said an important characteristic for the relationship to qualify as a fiduciary relationship is that the information provider gives the information for using it for the benefit of the one who is providing the information.
"The information like names, designation and branch of the employees/officers working in Karnataka state who are under suspension from the services of the bank and further who are issued with charge sheet as on date has not been provided by the officers to Syndicate Bank and hence it cannot be said to held in a fiduciary capacity,"Information Commissioner Shailesh Gandhi said.

MGNREGA Payments Through Post Offices

The Minister of State for Communication and Information Technology, Shri Sachin Pilot today informed Lok Sabha in written reply to a question that the scheme of payment wages under MGNREGA through post offices is operational in 19 Postal Circles ( 26 states and 5 UTs ) of the country ( except Delhi, J & K and Tamilnadu Postal Circles (Tamilnadu and Puducherry).

2,19,53,808 SB accounts and 2,72,42,715 zero-balance accounts have been opened in Post Offices for payment of wages under MGNREGA. Department gets remuneration for live SB account from Ministry of Finance. The rate applicable for the year 2011-12 is Rs. 142.76 per account per year. However, Ministry of Finance is not giving any remuneration for zero-balance accounts.

LGO EXAMINATION MODEL PAPER








































































































































The Modified ACP Scheme is based on 'Grade Pay Hierarchy' - a VERY INFORMATIVE ARTICLE


Generally we all know that the word ‘Hierarchy’ means ‘an arrangement of items’. The same word plays an important role among the government employees. An employee who gets promoted from lower pay-scale to higher pay-scale as a result of promotion, the formation of pay structure is called ‘Promotional Hierarchy’.
It is very normal that each and every central government employee is eager to get a promotion in his service. The advancement of an employee from one grade to another grade is called promotion. That pattern of pay structure for promotion, which gives one grade to another grade with pay range is called ‘Promotional Hierarchy’.
In every central government departments, various staff are working together, but their pay differs. Promotion is provided on the basis of their own promotional hierarchy of category of post. Hierarchy is not common for all employees. It maintained ‘Basic Pay Structure’ for every category of post in every departments. Even though, the same category of employees working in different departments, they may have also different promotional hierarchy.
Initially in 2008, 6th CPC had recommended the new Grade Pay structure for all Central Government employees, this formation also called ‘Hierarchy of Grade Pay’. This Grade Pay Hierarchy is common for all employees, but ‘Promotional Hierarchy’ will differ to each category. In 5th CPC, the order in pay structure was 3050, 3200, 4000, 4500, 5000, 5500, 6500.., but all the employees didn’t get promotion in this order. Every department has different pattern of pay structure for promotion. This is known as ‘Promotional Hierarchy’.
Erstwhile ACP Scheme was based on ‘Promotional Hierarchy’.
The Modified ACP Scheme is based on ‘Grade Pay Hierarchy’.
An employee getting promotion as per his ‘Promotional Hierarchy’, whereas an employee getting MACP upgradation as per ‘Grade Pay Hierarchy’. The Grade Pay has created many anomalies within a single cadre. Hence, all the Trade Unions and Federations summarily rejected and insisted that grade pay of the next promotional post to be granted under the new MACP Scheme instead of granting next higher grade pay in the revised grade pay hierarchy. One more alternative also given by staff side in MACP Core meeting held on 25.2.2010 that the first two MACPs after 10 and 20 years should be to the next promotional post as per the hierarchy of respective department as under the erstwhile ACP scheme and thereafter the third MACP in the next grade pay of the revised pay band and grade pay.
Finally, Dopt has ordered to send the necessary information in respect of specific categories of employees where the MACPs is less advantageous that the erstwhile ACPS. It is based on the discussion with the Staff Side in 3rd meeting of the Joint Committee of MACP Scheme held on 15.03.2011. It identified more in some departments like Railways, Defence, Urban development, Home affairs and Postal.
