  This is regarding filling up of the posts of Postmen/Mail Guards cadre for the year 2013

2.         Directorate vide letter No.45-13/2013-SPB-I  dated 8-8-2013 has issued detailed instructions regarding filling up of vacancies in PM/MG cadre for the year 2013.

 3.       According to instructions contained in the said Directorate’s letter, examination is to be held to fill up  the vacancies of 2013 as follows: 
            Postman Cadre:-
            1. 50% vacancies from MTS through Limited Departmental Competitive examination
            2. 50% vacancies on the basis of competitive examination through GDS
Mail Guard cadre:-
3        25 % vacancies on promotion from MTS through LDCE.
4..  25% vacancies on the basis of competitive examination through GDS

4        Accordingly, the Examination for filling up the posts of Postmen/Mail Guard by promotion from amongst MTS and Direct Recruitment from amongst GDS for the year 2013  will  now  be  held on              15-12-2013 as per the  schedule given in para 9..  This may be circulated to all concerned immediately.
       The vacancy position for the above examination in respect of each Region is  furnished in  the Annexures.
5.         Pattern and Syllabus

            The pattern and syllabus for the above examination have already been circulated vide this office letter No. RE/1-22/PM/MG/Rectt/2011 dtd 9-8-2012 with which the copies of the following letters have been enclosed.
i)                    Dte Lr. 45-14(i)/2012/SPB I dtd  31-7-2012  (Pattern and syllabus for MTS)
ii)                  Dte. Lr 45-14 (ii)/2012/SPB/dtd  31-7-2012 (Pattern and syllabus for PM/MG
iii)                Dte. Lr. 45-14/2012-SPB I dtd 31-7-2012 (conduct of Examination)
I.                    Total Marks – 100Part 'A' - 25 marks -25 questions on General Knowledge, Reasoning and Analytical Ability - Multiple Choice Questions

Part 'B' - 25 marks -25 questions of Mathematics - Multiple Choice Questions
Part 'C' - (Two segments)
(i)  25 marks- English language- Objective Type/Multiple Choice Questions
(ii) 25 marks –Regional language- Objective Type/Multiple Choice Questions
                                                                                                                                                                                                                                                                                                 
II. DURATION OF EXAMINATION               :               90 minutes
III. QUALIFYING MARKS:
a.            Parts A and B- Minimum 10 marks for OC, 8 marks for SC/ST and  9 marks for OBC* candidates in each part.
b.            Part C (Two segments)- Minimum 10 marks for OC, 8 marks for SC/ST and 9 marks for OBC* candidates in each segment.
c.              40% marks for OC, 33 marks for SC/ST and 37 marks for OBC*  candidates in aggregate.
           
* Note: Not applicable for filling up posts by Limited Departmental Competitive  Examination from MTS as there is no reservation for OBC employees while filling up posts by promotion.

6.         Eligibility Criteria :  The following categories are eligible to take up the Postmen/Mailguard examination 2013

a) MTS
i) MTS of the recruiting unit and neighboring units who have put in three years of regular service in the grade including the service if any put in erstwhile Group ‘D’ on regular basis as on               01-01-2013.
b)  GDS
i)  GDS of the recruiting unit and neighboring units who have worked for at least five years in that capacity as on 01-01-2013.
ii) Age limit shall be 50 years as on 01-01-2013 (relaxable by 3 years for OBC
      and 5years for SC/ST)

Note 1. :-  In respect of vacancies to be filled from MTS on promotion through examination, for Postman / Mail Guard cadre, if there is no vacancy in Postman/MG cadre to be filled from MTS in any Postal/RMS Division, the MTS / GDS working in those Divisions can submit the applications for selection and their cases will be considered for the unfilled vacancies of neighboring Divisions where vacancies are available. Hence, the Divisional Heads of the Divisions where there are no Postman / Mail Guard vacancies should also call for Applications from eligible MTS / GDS for this  examination.
Note : 2:  In respect of Divisions where  vacancies are  earmarked for PH category,  the applications have to be called for from all Sub categories  i.e., OH/VH/HH and in case there are no candidates against identified  sub category the said vacancy  will be considered for the remaining sub categories in the following order i..e, VH/OH/HH
For filling up of the vacancies in Mail Guard cadre , all eligible GDS may be permitted to appear for the examination even though there are no vacancies in the Division as they are eligible for allotment against unfilled Mail Guard vacancies of other Division.

            PDivisional Heads/Regional Heads/controlling authorities are requested to  strictly adhere to  the schedule of  activity.
                      
10 Application Format:  The application format is  enclosed .    The controlling authority has to verify the details furnished in the Application submitted by the candidates , thoroughly , with reference to  Name (as entered in the service records) Date of entry into service, Date of birth, category, eligibility criteria, etc with reference to the relevant recruitment rules and service records of the concerned.  

11.       Issue of Admit Cards: To be issued by concerned Divisional Heads within the due date.
   Before issuing Admit Cards it should be ensured that:
i)   The candidate is eligible in all respects to appear for the examination 2013.
ii)  The entries in the applications are verified and found to be correct.
iii) No punishment is current/The GDS is not debarred from taking Departmental Examinations.
iv) No Disciplinary/Vigilance case is current / pending and contemplated against the MTS/GDS.

13.    The Divisional Heads/Controlling authority are requested to intimate the number of applications received to the concerned Regional office latest by  22-11-2013  The Regional office will furnish similar information to this office by 23-11-2013 The Divisions/units of City Region  will furnish the information to this office by  22-11-2013The information is required to facilitate venue for conduct of Examination and to incorporate the same in Hall permits  to be issued by concerned Divisional Heads  The Regional Heads are requested  to nominate the supervising officer to conduct the Examination in respect of their Region.  Based on the number of applications received /Candidates permitted  the Regions will decide the venue and intimate the particulars to Divisions to enable them to incorporate  the particulars  of venue in the Hall permits to be issued by the Divisions.

13.       The Number of candidates (Division wise) who are permitted to appear for the examination  along with other details  may be submitted by the concerned Regional Office, (in the proforma  enclosed ) to this office by 01-12-2013  The information should be emailed  to C.O  on Mail ID adwelfareap@gmail.com. The City region units are also requested to furnish the similar  information  in the proforma enclosed by1-12-2013.

14.       The Applications of the APS candidates should be sent to the concerned Divisions only and not to this office.

15. i)      The question  Part A  will be issued in English and on specific request in Hindi.
      ii)    The question paper Part –B (Mathematics ) will be supplied in Hindi and in  Regional Language   
             (Telugu / Urdu) on  specific request
iii)                 The question paper Part C (II nd Segment)Regional Language will be supplied in Telugu/Urdu on
Specific request.
16.          The Divisional Heads/Controlling Authority should give wide publicity about  the schedule of examination amongst all MTS/GDS immediately including those who are on leave.
                                                          
17.  Vacancy position:
Post man
The Region wise  vacancies shown in the annexure  relates  to :
i)                    50% of the vacancies of the year 2013   to be  earmarked for filling up through examination from MTS to the Cadre of Postman
 ii)         50% vacancies  of the year 2013to be earmarked for filling up  through Examination from GDSs  to    the cadre of Postman.
Mail Guards
i)25% of the vacancies of the year 2013 to be  earmarked for filling up through examination from MTS to the Cadre of Mail Guard .

ii.25% vacancies  of 2013to be earmarked for filling up  through Examination from GDSs  to the cadre of Mail Guard.      
                                                                        
               The vacancies  furnished in the annexure are as per the information furnished by the Regions and Divisions.  The discrepancies noticed if any may please be intimated to this office by the Divisional Heads immediately by return fax under intimation to the concerned Regional Office. 
             
  The  Division wise list of number of Vacancies identified under  5 % Sports Quota & 5% Compassionate quota   is enclosed as annexure  III for information.
