180-day Maternity Leave for Govt staff must: House panel

NEW DELHI: There are no uniform rules for female employees in government departments and organizations and they are treated by varying yardsticks when it comes to essential benefits like maternity and child care leave (CCL). 


Dismayed after finding that maternity leave can vary from 90 to 135 days, a parliamentary panel has suggested that all government departments and organizations should ensure 180 days of leave for their women employees. 


The panel found many organizations grant 90, 85 or 135 days of maternity leave. It has said child care leave (CCL) of 730 days must be granted with pay to women employees across the board in government.


The committee was also distressed by the low presence of women employees in government organizations. "It is disheartening to observe that it is significantly low...10.04% as per the 2012 census of central government employees," the panel said. The representation is particularly poor in semi-urban and rural areas. 


The standing committee on law, personnel and public grievances on the 'status of women in government employment and in public sector undertakings' was unhappy that while a majority of the organizations do grant CCL, but they do so without pay. 



For example, Mahanandi Coalfields Ltd gives CCL to female employees working as executives but not for non-executive category. In Cochin Shipyard Ltd, CCL is not granted since there is no specific direction from the department of public enterprises. 


The policy has been discontinued in Mormugao Port Trust even though CCL benefits have been extended to all civilian female industrial employees in government since September, 2008. But many women employees hesitate to avail the leave, if granted without pay. 


Introduction of "flexible timings" for female employees, especially young mothers, so that organizations can retain talent has been mooted by the committee headed by Congress MP Shantaram Naik as the panel found household responsibilities as a major reason for attrition among women employees. 


The government has been asked to explore the policy on "staggered working hours" or "work at home" for female employees. The panel was informed that the recommendation of Sixth Pay Commission regarding staggered working hours was not accepted by the government. 


Single women should be given postings closest to their hometown or places of their choice, the panel said. "It should be mandatorily ensured," it said, adding that this "pertinent factor" should be kept in mind during allocation of postings by department heads. 


The provision for giving same station posting to couples may be given statutory backing, the panel recommended as it found the instruction is not always adhered to. 


Women employees who travel beyond office hours should be provided with security and propertransport by the employer in order to ensure their safety, the committee said. 


The panel also noted that action taken on complaints of sexual harassment at workplace is "not satisfactory". It felt merely transferring a delinquent employee to a different branch or station is inadequate and strict disciplinary action is needed. "The punishment has to be deterrent for prospective offenders," the panel said.

Govt to hike Dearness Allowance by 10%; benefit 80 lakh Employees & Pensioners

Ahead of festival season, central government will this month announce a hike in dearness allowance to 90% from existing 80%, benefiting about 50 lakh central employees and 30 lakh pensioners. 

According to official source, dearness allowance hike will be 10% and would be effective from July 1, this year. 

The sources further said the exact amount of dearness allowance, as a proportion of basic pay, works out to over 90% after factoring in the revised all India Consumer Price Index for Industrial Workers (CPI-IW) for June. 

According to revised data released on August 30, retail inflation for factory workers for June stood at 11.63%, higher than provisional estimate of 11.06% for the month released on July 31. 

Sources said that since the revised estimate for the month of June is available, the finance ministry would soon prepare a proposal for the purpose for seeking Union Cabinet nod. 

They further said the proposal will be moved this month. There would be a double digit hike in DA after about three years. It was last in September, 2010, that the government had announced a hike of 10% to be given with effect from July 1, 2010. 

DA was hiked to 80% from 72% in April, 2013, effective from January 1, this year. 

As per the practice, the government uses CPI-IW data for past 12 month or a year to arrive at a number for the purpose of any DA hike. Thus, the retail inflation for industrial workers between July, 2012 to June 2013 will be used to take a final decision.

1. P. Sathasivam on 29 June 2013 was appointed as the next Chief Justice of India after he justified the Collegiums System of appointment of Judges. 33. The rupee fell by a whopping 71 paise to hit a new life-time low of 57 rupees 77 paise on 9 June 2013. The fall comes after the persistent dollar demand from importers and banks amid the US currency gaining overseas. The rupee which resumed lower at 57 rupees 18 paise against dollar as against the last weekend's level of 57 rupees 6 paise per dollars, dropped further to an all-time low of 57 rupees 77 paise per dollar. This crosses its life-time closing low level of 57 rupees 32 paise touched in June-end 2012.
34. The United States of America on 5 June 2013 exempted India and eight other countries from sanctions for importing oil from Iran. India, China, Malaysia, South Korea, Singapore, South Africa, Sri Lanka, Turkey, and Taiwan have qualified for an exception to sanctions under America's Iran Sanctions Act.

37. The Union Government of India on 5 June 2013 hiked the import duty on gold from 6 percent to 8 percent. The hike is aimed towards curbing the import of gold. Import of gold is mainly responsible for the rise in Current Account Deficit (CAD) and impacts the foreign exchange reserves of the country as well as the value of rupee.

40. Yes Bank became the first lender to hike lending and deposit rates. Others may follow as the RBI move has tightened liquidity in the markets. Yes Bank took this step following the RBI’s decision to keep key policy rates unchanged and cut growth forecast.

44. A new respiratory virus related to SARS (Severe Acute Respiratory Syndrome) has killed 39 people in Saudi Arabia. Scientists have named this respiratory virus as Middle East Respiratory Syndrome (MERS). The new virus is related to the respiratory virus SARS that killed more than 800 people across the world in 2003. It belongs to a family of viruses that most often cause the common cold. SARS emerged in China.
45. India’s Weather Satellite INSAT-3D, carrying advanced weather monitoring payloads, was launched successfully on 26 July 2013 by Ariane-5 (VA214) launch vehicle from Kourou, French Guiana. After a smooth countdown lasting 11 hours and 30 minutes, the Ariane-5 launchvehicle lifted off right on schedule at the opening of the launch windowat 01:24 hours IST today. After a flight of 32 minutes and 48 seconds, INSAT-3D was placed in an elliptical Geosynchronous Transfer Orbit (GTO),very close to the intended one.
46. Poverty Ratio in India declined to 21.9 percent in 2011-12 from 37.2 percent measured in 2004-05 on the basis of the increase in per capita consumption. The Planning Commission of India on 23 July 2013 released its report on the Poverty Estimates for 2011-12. The report was based on the Large Sample Surveys on Household Consumer Expenditure conducted by the National Sample Survey Office (NSSO) of the Ministry of Statistics and Programme Implementation.

54. Reserve Bank of India on 20 July 2013 stated that India’s foreign exchange reserves increased by 21.1 million US dollars to 280.19 billion US dollars, the. The total forex reserves had decreased by 4.48 billion US dollars to 280.16 billion US dollars in the previous reporting week.

The Supreme Court of India on 17 July 2013 refused to reduce the age of juvenile from 18 to 16 years and dismissed a plea that minors involved in heinous crimes should not be protected under the law. A bench headed by Chief Justice Altamas Kabir ruled that interference in the Juvenile Justice Act is not necessary and dismissed a batch of PILs which were filed in the aftermath of the 16 December 2012 brutal gang-rape and murder case in which a minor was also allegedly involved.

73. The Rajya Sabha on 26 August 2013 passed The Marriage Laws (Amendment) Bill, 2010 by voice vote. It seeks to amend the Hindu Marriage Act 1955 and the Special Marriages Act, 1954 which provides for irretrievable breakdown on marriage as a ground for divorce as well as grants women the right to a share in the property of their husbands.

85. The oldest penguin of the world named King Penguin Missy turned 36 years old on 12 August 2013. 36 years old for penguins is equal to 108 years old in humans. King Penguin Missy was brought to Birdland Wildlife Park in Gloucestershire, UK in the year 1982 at the age of 5 years.
86. The first Cyber Forensic Laboratory (CFL) of India was established in Tripura on 11 August 2013. The lab was established at the Tripura High Court and the purpose of the lab is to facilitate information related to court cases. The CFL was inaugurated by Supreme Court judge Justice Madan B. Lokur.
87. Janata Party was merged with the Bharatiya Janata Party (BJP) on 11 August 2013 following a meeting of Janata Party President Subramanian Swamy and BJP President Rajnath Singh. Subramanian Swamy had served as member of the Planning Commission of India.
88. Lahaul and Spiti district of Himachal Pradesh on 10 August 2013 created a national record by organizing a 21 kilometer long Half Marathon at the height of 10050 feet at Keylong. A total of 261 sportsmen from Himachal Pradesh, Jammu and Kashmir, Punjab and Army participated in the event. The event was orgainsed with an aim of providing an exposure and platform at the national level to the youth living at high altitude.
89. Raghuram Govind Rajan, the Chief Economic Adviser was on 6 August 2013, appointed as the Governor of the Reserve Bank of India (RBI) for a time period of three years, i.e., till 2016. He succeeds D. Subbarao who demits the office on 4 September 2013. He will be the 23rd Governor of RBI.
90. Indian Junior Women Hockey team won its first ever Bronze medal in ERGO Hockey Junior World Cup at Monchengladbac, Germany on 4 August 2013. India beat England by 3-2 in a penalty shoot-out. The tournament was played at Mönchengladbach, Germany from 27 July to 4 August 2013. India ended at third position in the tournament.

95. World’s first talking robot Kirobo was successfully sent into space on 4 August 2013 by Japanese Scientists. The robot was sent by H2B rocket from the island of Tanegashima. The rocket carried food, water and other supplies. Kirobo will serve as a companion for Japanese astronauts.
96. Urjit Patel was appointed as theDeputy Governor of theReserve Bank of India on 3 January 2013. Urjit Patel succeeds Subir Gokarn, who handled Monetary Policy in RBI. The three-year term of Subir Gokarn terminated in November 2012 but he was given an extension which ended finally on 31 December 2012.
