AMENDMENTS TO INDIAN POST OFFICE ACT SOON
Paving way for over 1.5 lakh post offices to offer banking and insurance services, especially in the hinterland, the government will soon make amendments to 'The Indian Post Office Act, 1898'
"The draft amendment bill to make necessary changes in 'The Indian Post Office Act, 1898' has been circulated by the Department of Post for enabling post offices to enter banking and insurance sector," a source privy to the development said.
This will also pave the way for the DoP to offer ATM services and debit cards to its customers.

1. The signature campaign would continue upto 20th November 2011 but at the same time the units shall be directed by each participating organisation to intimate the number of signatures obtained upto 15th November to CHQs of the respective Federations.
The signatures obtained shall be submitted on 25th November 2011.
Memorandum addressed to the Prime Minister shall be signed by the leaders of all participating organisations in the Steering Committee and Members of Parliament and dignitaries and the same shall be submitted to Speaker, Lok Sabha with a forwarding letter with a request to transmit it to the PM for consideration of the Parliament.
2. Each station has to communicate the number of participants in the March to Parliament by 15th November 2011.
The organisations present in the meeting stated their mobilisation for the March as below:
1. AIDEF - --- 5000
2. CONFEDERATION ---- 10000
3. BSNLEU ---- 3000
4. AIRF ----- 10000
5. AISGEF ----- 50000
Also, 3000 pensioners are expected to join the March to Parliament.

9. Delhi based leaders of the participating organisations will meet on 19th November 2011 at 12 noon at AIRF office. Local leaders of all participating organisations shall be invited to the meeting.
10. The Steering Committee shall meet at 5 pm on 24th November 2011 at AIRF office.

Subject- Rates of Dearness Allowance applicable w.e.f. 01.07.2011 to the employees of Central Government and Central Autonomous Bodies continuing to draw their pay in the pre-revised scale as per 5th CPC.
The undersigned is directed to refer to this Departments O.M. of even No. dated 31st March, 2011 revising the Dearness Allowance w.e.f. 1.1.2011 in respect of employees of Central Government and Autonomous Bodies who continue to draw their pay and allowances in the pre-revised scales of pay as per 5th Central Pay Commission.
2. No. 1/1/2008-IC dated 13th November, 2009 w.e.f. 1.1.2006 to grant revised Grade Pay of Rs. 4600 in lieu of Rs. 4200 to those who were in pre-revised pay scale of Rs.6500-10500.

Consequent upon grant of another installment of Dearness allowance , with effect from 1st July, 2011 to the Central Government Employees vide Government of India , Ministry of Finance , Department of Expenditure, OM No. 1(14)/2011-E-II(B) dated 3rd October,2011, the Gramin Dak Sevaks(GSD) have also become entitled to the payment of dearness allowance on basic TRCA at the revised rate with effect from 01.07.2011. It has, therefore, been decided that the dearness allowance payable to the Gramin Dak Sevaks shall be enhances from the existing rate 51% to 58% on the basic Time Related Continuity Allowance with effect from the 1st July, 2011.
2. The additional installment of dearness allowance payable under this order, shall be paid in cash to all Gramin Dak Sevaks. The payment of arrears of dearness allowance for the months of July to September, 2011, shall not be made before the date of disbursement of TRCA for the month of September, 2011.
3. The expenditure on this account shall be debited to the Head" Salaries" the relevant head of account and should be met from the sanctioned grant.
4. This issues with the concurrence of Integrated Wing vide their Dairy No. 123/FA/II/CS dated 18th October, 2011.

Sr Postmaster Grade Exam - Eligibility conditions
On announcement of Examination schedule (LDCE) for selection to the Senior Postmaster Grade, many of our members are asking to clarify the eligibility conditions to appear for the said Examination. As per the Recruitment rules framed, only Inspector Posts with 6 years of regular service are eligible to appear for the Sr Postmaster Examination. Inspectors who have completed 6 years regular service in IP cadre as on 01-01-2011 are eligible to appear for the LDCE scheduled to be held on 31-12-2011. ASPs are not eligible to appear for the Examination.
An extract of the Senior Postmaster (Group B Gazetted) Recruitment Rules, 2010, dated 9th September, 2010 is furnished here under for the information of the members.
VI. 25% of vacancies in the grade of Sr. Postmaster will be filled up by promotion of Postmaster Gr. India Post's ATM plans hit RBI hurdle
India Post's plan to set up automated teller machines (ATMs) in its post offices may fail to impress the banking regulator.
India Post is in talks with the Reserve Bank of India (RBI) to set up ATMs. However, since according to norms, only banks are allowed to set up ATMs, the central bank is not in favour of allowing India Post to set up ATMs. According to sources in the banking industry, if India Post set up ATMs, they should fall under the RBI's purview for regulation purposes.
India Post has proposed to set up a subsidiary, Post Bank of India, for providing banking facilities. It has also identified nearly 1,000 post offices, out of its 1.5 lakh post offices, where the ATMs would be initially set up.
The sources said though RBI is uncomfortable with the idea of India Post setting up ATMs, it is yet to formally communicate its apprehensions to the department of post.
To increase efficiency and profitability, the department of post had planned to introduce banking solutions and set up ATMs and debit cards for its customers. It also plans to introduce core banking solution by 2012, and has initiated the process of modernising information technology (IT) during the current financial year. The cost of the IT modernisation project is estimated at around Rs 2,000 crore, which includes an integrated, modular software solution, covering postal operations, banking and insurance services.
The department of post also has plans to tie up with banks to help its customers use their India Post debit cards at ATM machines. It has also submitted a plan to the finance ministry for approval. The department aims to offer banking services through India Post in unbanked rural areas that lack formal financing facilities.
India Post already offers financial services, including post office savings schemes, postal life insurance, pension payments and money transfer services.

The undersigned is directed to say that after issue of new procedure for payment of amount of Savings Bank/Certificates in the name of deceased depositor/holders circulated vide SB Order No.25/2010 dated 24.12.2010, this office was receiving many references from the field units regarding attestation of Annexure-II and III by the Notary Public. The matter was referred to Min..of Finance, Department of Economic Affairs for clarification.
2. Min. of Finance (DEA) has now clarified that the matter was referred to Min. of Law and Justice who opined that Annexure-II and III may be attested either by Oath Commissioner or by Notary Public. Therefore, it is requested that necessary amendment may be made in these forms accordingly. Amendment to the forms notified by Min. of Finance in respect of PPF and Sr. Citizen Savings Scheme will be made by the ministry shortly.
3. It is requested that this clarification may be circulated to all all field units and all deceased claim cases kept pending for this reason should be settled urgently.
4. This issues with the approval of DDG(FS).

Kindly recall the discussion we had with you in the MNOP Committee meeting held on 10.10.2011
As already pointed out by us the minutes of the last meeting do not correctly reflect the view points expressed by the staff side representatives. We have neither agreed with the concept of new sorting hubs for speed post operations nor appreciated the concept for network redesign for first class mails. Our request for change of administrative control of all speed post hubs to RMS Superintendents and also our apprehension regarding closure/merger of sorting offices, especially in the metro/big cities in the wake of implementation of L1, L2 concept was also not included in the minutes. We are rather disappointed to note that inspite of our repeated request the Mckinsey consultancy’s full recommendations are not made available to us.
Regarding the discussion held on 10.10.2011, we had examined in detail all the pros and cons of the suggestions and assurances given by the administration in the meeting. We did not find any reason to change the stand taken by us as regards to implementation of first class mails hub i.e., L1 & L2. We have unanimously decided to oppose the implementation of the L1, L2 on the following counts.
1. It will definitely cause delay to the public mails as compared to the position prevailing now. We are not against improving the quality of the mail operations but it should not be at the cost of efficiency of the Postal Services.
2. Whatever may be the assurances given by the administration, the implementation of L1, L2 concept will result in closure/merger of sorting offices and divisions in the metros in the near future and at other stations at later date.
3. There will be large scale dislocation of staff and their carrier prospects will be adversely affected.
4. We further strongly feel that the international experience in the postal sector, after implementation of such recommendations, have proved disastrous and we don’t want that to happen in India Post by implementing the Mail Network Optimisation Project recommended by Mckinsey.
Finally we once against request you to desist from implementing the MNOP for first class mails i.e. L1, L2

Kindly recall the discussion we had with you in the MNOP Committee meeting held on 10.10.2011
As already pointed out by us the minutes of the last meeting do not correctly reflect the view points expressed by the staff side representatives. We have neither agreed with the concept of new sorting hubs for speed post operations nor appreciated the concept for network redesign for first class mails. Our request for change of administrative control of all speed post hubs to RMS Superintendents and also our apprehension regarding closure/merger of sorting offices, especially in the metro/big cities in the wake of implementation of L1, L2 concept was also not included in the minutes. We are rather disappointed to note that inspite of our repeated request the Mckinsey consultancy’s full recommendations are not made available to us.
Regarding the discussion held on 10.10.2011, we had examined in detail all the pros and cons of the suggestions and assurances given by the administration in the meeting. We did not find any reason to change the stand taken by us as regards to implementation of first class mails hub i.e., L1 & L2. We have unanimously decided to oppose the implementation of the L1, L2 on the following counts.
1. It will definitely cause delay to the public mails as compared to the position prevailing now. We are not against improving the quality of the mail operations but it should not be at the cost of efficiency of the Postal Services.
2. Whatever may be the assurances given by the administration, the implementation of L1, L2 concept will result in closure/merger of sorting offices and divisions in the metros in the near future and at other stations at later date.
3. There will be large scale dislocation of staff and their carrier prospects will be adversely affected.
4. We further strongly feel that the international experience in the postal sector, after implementation of such recommendations, have proved disastrous and we don’t want that to happen in India Post by implementing the Mail Network Optimisation Project recommended by Mckinsey.
Finally we once against request you to desist from implementing the MNOP for first class mails i.e. L1, L2

Updated Version of Centralized Pension Grievance Redressal and Monitoring System for Better Services to The Pensioners
The Department of Pension and Pensioners’ Welfare has been implementing a web based Mission Mode Project namely “Pensioners’ Portal” under the National e-Governance Plan since March, 2007. Under the same the Department has Centralized Pension Grievance Redressal and Monitoring System (CPENGRAMS) vide which the pension related grievances of various Ministries are forwarded to the respective Ministries/Department for early redressal.
The Department of Pension & Pensioners’ Welfare with the help of NIC has developed an updated version of CPENGRAMS, which is based on integration of the data base of Centralized Public Grievances Redressal and Monitoring System (CPGRAMS), under the administrative control of Department of AR&PG and the CPENGRAMS, administered by Department of Pension and Pensioners’ Welfare. Under the updated version the pension related grievances will be combined with other grievances and therefore receipt from multiple sources will not be there for the Ministries/Departments. This will also facilitate disposal of grievances for all Ministries/Departments who can now log on to CPGRAMS and look into the pension grievances. Earlier they had to log on to CPENGRAMS & CPGRAMS separately.

Subject: Appointment of Inquiry Officers (IOs) and Presenting Officer (POs) in disciplinary cases.
The Government had constituted a Group of Ministers (GoM) on 6th January, 2011 with the approval of the Prime Minister to consider measures that can be taken by the Government to tackle corruption. One of the terms of reference (ToR) of the GoM was to consider and advise on 'Fast tracking of all cases of public servants accused of corruption ". The GoM, while considering this ToR also considered certain important recommendations of the Hota Committee (Committee of Experts to review ¡he procedure of Disciplinary/Vigilance Inquiries and recommend measures for their expeditious disposal) and recommended that Departments/Ministries should primarily use serving officers as IOs & POs and that in important cases, they may request CVC to appoint their CDI as IO. The GoM has also recommended that the CVC may also maintain a panel of IOs/POs from amongst retired officers, whose services can also be utilized by various Ministries/Departments.
The above recommendations of the OM have been accepted by the Government and accordingly all Ministries/Departments are advised to use serving officers as IOs & POs and in important cases, request the CVC to appoint their CDI as IO. They may also, in appropriate cases, utilize the services of IOs/POs who would be available on the panel to be maintained by CVC, in consultation with CVC.

One of the terms of reference (ToR) of the GoM was to consider and advise on "Fast tracking of all cases of public servants accused of corruption '. The GoM, while considering this (T0R) also considered certain important recommendations of the Hota Committee (Committee of Experts to review the procedure of Disciplinary/Vigilance Inquiries and recommended measures for their expeditious disposal) and decided that second stage consultation with CVC in disciplinary matters may be dispensed with. However, in those cases where consultation with UPSC is not required as per extant rules/instructions, the second stage consultation with CVC should continue.
The above recommendation of the GoM has been accepted by the Government with the approval of the Prime Minister. All Ministries/Departments are, therefore, advised to strictly adhere to the new procedure with immediate effect.
The Central Vigilance Commission has been separately requested to amend its Vigilance Manual and other relevant instructions accordingly.

The Ministries/Departments may, where appropriate, consider setting up of a monitoring cell to review and monitor the progress of all pending Disciplinary Inquiries on a day-to-day basis, with a view to ensuring their timely conclusion.

Government's apathy to Small Savings Schemes

The Government wants to borrow more in the second-half of this financial year. Thus, fiscal slippage has come to the centre stage along with the discussions on controlling inflation. Spiraling and unabatedly continuing inflation is a concern. But fiscal indiscipline will very much exacerbate inflation.
Finance ministry pushes for increase in PPF, Post office Rates:
NEW DELHI: Faced with a cash crunch, the finance ministry is moving a proposal to increase interest rates on small savings schemes such as Public Provident Fund and post office deposits but politics may play spoilsport.
Official sources told TOI that finance minister Pranab Mukherjee will decide on the proposal over the next few days as small savings instruments have lost out to bank deposits that earn higher interest. As a result, the government has been forced to borrow Rs 53,000 crore more from the market by issuing bonds, a move that can increase interest rates further and also upset budgetary calculations.
If Mukherjee approves an increase in interest rates on small savings, your PPF will fetch you at least 8.2%, instead of 8% now, while senior citizens can hope to earn around 9%. In addition, individuals will be permitted to park Rs 1 lakh in PPF accounts instead of Rs 70,000 at present. Similarly, post office deposits will fetch 50-70 basis points higher (100 basis points = one percentage point).
But politics over two schemes are holding back a green light from the finance minister. Sources said the finance ministry has received several representations from individuals urging not to abolish the Kisan Vikas Patra (KVP), while nearly 5 lakh agents have opposed the move to cut the commission on Mahila Pradhan Kshetriya Bachat Yojana (MPKBY) to 1% from 4%.

Clarification regarding CGHS rates applicable for in-patients

Regarding CGHS rates applicable in the empanelled hospitals in various cities, the Department of Health and Family Welfare has issued an Office Memorandum [No.S.11011/23/2009-CGHS D.II/Hospital Cell (Part IX)] on 30th September, 2011. The order has been published on its website of http://msotransparent.nic.in/cghsnew/index.aspThe Deapartment has clarified in an earlier order [No.W.11011/23/2009-CGHS D.II/Hospital Cell (Part I) dated 11th April 2011] that “the treatment of casualty OPD shall be treated as treatment under emergency and credit facility shall be extended to the CGHS beneficiaries. However, routine OPD consultation shall not be considered a medical emergency” and also “NABL Accreditation is not prescribed for imaging centres and therefore, list of rates prescribed NABL centres shall be applicable for Imaging Centres”.
Continuing in the order, “Empanelled hospitals, Diagnostic Labs and Imaging Centres shall send hospital bills (Credit bills) in respect of Pensioners, ex-MPs, Freedom Fighters, etc., to CGHS through UTI-TSL, where as hospital bills (credit bills) in respect of serving employees of Ministry of Health & Family Welfare shall be sent manually to the officer in the Ministry of Health & Family Welfare or Dte.GHS, CGHS or other organisations under the Ministry of Health & Family Welfare, who referred the beneficiary for treatment, as the case may be”.
Similarly, one of the main clairfication of the latest order is that “for any day care procedure requiring short admission – a few hours to one day – accommodation charge for one day as per entitlement shall be applicable”.
Moreover “If CGHS rate is not available for any procedure / investigation / category (say super-speciality) in any CGHS covered city, the CGHS rate notified for such procedure / investigation / category for the nearest CGHS city or the rate notified under CGHS, Delhi, whichever is lower shall be applicable as CGHS rate for such procedure / investigation / category for that city”.
And also clarified that “Since NABL Accreditation for in-house laboratories of hospitals has been made optional, rates prescribed for NABL Accredited laboratories shall be applicable for the in-house laboratories of hospitals, for the investigations under taken for in-patients”.

Examination for promotion to the cadre of Sr Postmaster
Department of Posts has issued notification for Limited Departmental competitive Examination for promotion to the cadre of Senior Postmaster (Gazetted) which will be held on 31.12.2011. The cut off date for eligibility to appear for the examination is 01.01.2011. The last date for receipt of application on plain paper from willing candidates at DO/RO/CO is 15.10.2011.

D.A. Orders Issued by Ministry of Finance
Subject:- Payment of Dearness Allowance to Central Government Employees - Revised Rates effective from 1.7.2011.

The undersigned is directed to refer to this Ministry's Office Memorandum No.1(2)/2011-E-II(B) dated 24th March, 2011 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced form the existing rate of 51% to 58% with effect from 1st July, 2011.
2. The provisions contained in paras 3, 4 and 5 of this Ministry's O.M. No.1(3)/2008-E-II (B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.
3. The additional instalment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.
4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Audit General of India.

The undersigned is directed to refer to this Ministry's Office Memorandum No.1(2)/2011-E-II(B) dated 24th March, 2011 on the subject mentioned above and to say that the President is pleased to decide that the Dearness Allowance payable to Central Government employees shall be enhanced form the existing rate of 51% to 58% with effect from 1st July, 2011.
2. The provisions contained in paras 3, 4 and 5 of this Ministry's O.M. No.1(3)/2008-E-II (B) dated 29th August, 2008 shall continue to be applicable while regulating Dearness Allowance under these orders.
3. The additional instalment of Dearness Allowance payable under these orders shall be paid in cash to all Central Government employees.
4. These orders shall also apply to the civilian employees paid from the Defence Services Estimates and the expenditure will be chargeable to the relevant head of the Defence Services Estimates. In regard to Armed Forces personnel and Railway employees separate orders will be issued by the Ministry of Defence and Ministry of Railways, respectively.
5. In so far as the persons serving in the Indian Audit and Accounts Department are concerned, these orders issue after consultation with the Comptroller and Audit General of India.

MINUTES OF THE MEETING ON MNOP
In accordance with the instructions issued vide Directorate memo No.08/9/2011-SR dated 12.7.11, the Committee constituted to look into issues relating to Mail Network Optimization Project met on 27.09.11. The meeting was attended by the following:

(iii) Shri Rishikesh, Director (Mail Management)
(iv) Shri M. Krishnan, Secretary General (NFPE)

2. The terms of reference of the Committee were as follows:-
"The Committee will review the mail arrangement made as sequel to creation of Speed Post Hubs which, as represented by Staff Side, are causing delay as compared to the position prevailing earlier. The committee will also review the formation of L-1 and L-II in regard to First Class Mail".
3. Member (Operations) apprised the representatives of the staff side on the initiatives taken as part of Mail Network Optimization Project to improve the quality of Speed Post operations. She also stated that improvement in quality of mail related services was the key objective of the project, and hence, the staff side should fully cooperate with the administration in this endeavour. She further informed that cases relating to delay and back-routing of mail in certain areas have been reviewed and necessary action is being taken. For this purpose, mail arrangements have already been revised in case of HP, Haryana, Punjab, UP, Uttarakhand and AP Circles. Cases relating to other Circles are also being examined.
4. It was informed that instances of delay and back-routing of mail relating to Speed Post operations brought to the notice by the staff side are being looked into and necessary action is being taken for revision in existing mail arrangements wherever necessary. The staff side was also requested to give concrete suggestions on any particular area where improvement is needed. These suggestions would be sent by the staff side within a week. The staff side also agreed with the concept of new sorting hubs for Speed Post operations and opined that at best, a few more intra-Circle Speed Post hubs might be required to strengthen the operational network.
5. The features of performance monitoring tool, such as Key Performance Indicators (KPIs) website and analysis of performance of the Circles through video conference were explained in detail to the staff side. The staff side appreciated the efforts made in this area.
6. Member (Operations) informed that implementation of the network redesign concept for First and Second Class mail was equally crucial. The proposed network redesign seeks to minimize fragmentation in the processing of mail across the existing network, streamline processes followed in the mail offices, provide new tools and equipments for use in mail offices and put in place a technology-enabled environment for mail operations.
7. The staff side demanded copies of the reports submitted by the Consultants on restructuring of Speed Post and First Class mail network. It was agreed that relevant sections of the reports pertaining to operational restructuring would be provided to the staff side.
8. The staff side agreed and appreciated the concept for network redesign for First Class mail. However, they expressed their apprehensions about transfers of the staff concerned in near future. They requested that an assurance may be given that the staff concerned will not be transferred for a specific period.
9. It was decided that the Committee would again meet on 10.10.11 to discuss issues relating to improvement in Speed Post operations based on the suggestions received from the staff side and the Heads of Circles, if any, and implementation of the network redesign concept for First and Second class mail.

It has been ordered vide Postal Directorate vide letter No. 60/11/2011-SPB-I dated 16.-9.2011 that the PA/SA LGO candidates selected through departmental examination will be imparted a brief in-house training of two week, pending regular Institutional Induction Training at Postal Training Centres. It has been further stated that the two week's training shall be finalized by the Heads of the Circles in consultation with the Training Division.
2. In respect of direct recruit PAs/SAs, para (5) of Postal Directorate letter No. 60-9/2010-SPB-I dated 10.11.2010 had stated that" pending their training by chalking out the course as far as posting orders and commence their in-house training by chalking out the course as far as possible based on the PTC syllabus depending on the resources available with them". Accordingly, direct recruit PAs/SAs were imparted in-house training at Circle level before they were deputed to PTCs. It, is therefore, requested that the PA/SA LGO candidates selected through departmental examination may also be imparted in-house training of two weeks similar to the one done in respect of direct recruit PAs/SAs.

I am directed to refer to the Chief Postmaster General, Maharashtra Circle's D.O. letter No. STA/28-4(1)/11-121 dated 09.08.2011and Chief Postmaster General UP Circle's D.O. No. Rectt./M-12/Trg./2010/6 dated 30.05.2011wherein they have suggested that the candidates who are to be promoted on the basis of LGO examination may be allowed to be promoted pending their training.
2. The matter has been examined in the Directorate .In view of the acute shortage of PSs/SAs and likely hood of delay in imparting training to officials to be promoted on the basis of LGO examination, it has been decided by the competent authority that a brief training of two weeks shall be imparted by the Circles to the said officials. The two week's training shall be finalized by the Heads of the Circles in consultation with Deputy Director General (Training). Pending their training, Circles are advised to issue their promotion and posting orders and commence their in-house training by chalking out the course as far as possible based on the PTC syllabus depending on the resources available with the respective Circles. All such officials may be deputed for training as soon as the seats become available in the PTCs. The in house training to be imparted to the candidates by the Circles in no way may be treated as substitute for the formal training to be imparted by PTCs unless it is so vouched by Training Wings/PCTs. Till they are trained by PTCs, they may not be detailed on sensitive seats nor deputed to man the counters. For instance, the Circles may utilize their services in back office under effective supervision and in turn the already trained PAs/SAs may be deputed on the counters.

CADRE REVIEW MEETING
CADRE REVIEW MEETING
As scheduled, the meeting on cadre restructuring was held in the Postal Directorate on 28.9.2011 under the chairmanship of Dr. Salim Haque, DDG (P). Sri Alox Saxena, DDG (Tech), Sri Rajkumar, Director, Staff, Ms Kalpana, Director, Establishment, Sri Subash Chander, Director, SR & Legal, & Sri Surendrakumar, ADG (PCC) were present on behalf of the official side. The Staff side represented by Sri K.V.Sridharan, General Secretary, P3, Sri D.Kishanrao, General Secretary, P3 FNPO, Sri Giriraj Singh, General secretary, R3 NFPE, Sri D.Theagarajan, General Secretary,R3 FNPO, Sri Iswar Singh Dabas, General Secretary P4, NFPE and Sri T.N.Rahate, General Secretary,P4, FNPO.
The Chairperson expressed the delay in convening the first sitting and assured that the process shall be completed before 31.10.2011 by having two further continuous sittings. It was categorically mentioned by the official side that the proposals for cadre review shall be based only on functional justification and not merely on the percentage basis. Further, they are not in the opinion to suggest forming many new cadres as it will tantamount against the principle accepted by the Govt after implementing the Sixth Pay Commission.
The staff side presented their proposals in each cadre and also the justification for the need of cadre review. It was decided to redraft the proposals by incorporating the various changes taken place in the recent past. The Staff side assured to submit its revised proposals before 7.10.2011. The views of the Staff side demanded discussions on the draft finalized by the former chairman of the committee on cadre review and place it was well taken note of by the official side.
The Chair person declared that next sitting will be held on 12.10.2011 at 14.30 hrs in the Directorate.

Subject:- Removal of ceiling of maximum balance to be retained in a post office savings account- amendment to Rule-4 of the Post Office Savings Account Rules 1981 regarding.

Sir / Madam,
The undersigned is directed to say that issue of removal of ceiling of Rs.1 lac in single savings account and Rs.2 Lac in Joint Savings Account fixed in the year 2000 was under consideration in the Min. of Finance (DEA). This issue was linked to the benefit of exemption in Income Tax on the interest earned in Post Office Savings Account under Section10(15) (i) of Income Tax Act, 1961 by the CBDT and Min. of Finance (DEA). After sustained efforts on the part of this Directorate, Min. of Finance (DEA) has now amended Rule-4 of the Post Office Savings Account Rules 1981 vide G.S.R.681(E) F.No.2/5/2006-NS-II dated 15.9.2011 (copy enclosed). Some major benefits of this amendment are given below:
(i) From 1.10.2011, there will be no limit for retaining balance in single as well as joint savings account.
(ii) A depositor or depositor(s) can deposit any amount into single as well as joint savings account.
(iii) Maturity value of any savings instrument can be credited into savings account of the depositor standing in the same post office irrespective of the balance in the account.
(i) Any cheque either issued by Postmaster or any other authority irrespective of any amount can be credited into post office savings account irrespective of the balance in the account.
(ii) From the Financial year 2011-12, Interest income of Rs.3500/- in the case of single account and Rs.7000/- in case of Joint account will be exempted from Income Tax. (Section 10(15) (i) of Income Tax Act, 1961 amended vide Notification No. 32/2010 {F.No. 173/13/2011-IT A.I}/S.O.1296(E) dated 03.06.2011)
(iii) It is the duty of the depositor(s) to show the interest income earned from Post Office Savings Account(s) beyond the limit prescribed above in the Income Tax return and pay due Income Tax.
1. It is requested that all field units may be directed to give wide publicity to these changes in the shape of Public Notice and printing of leaflets.
2. This issues with the approval of DDG(FS).

India Post has now in tie up MoneyGram Payment Systems Inc, USA to introduce MoneyGram Services in India Post. This is just like Western Union Money Transfer Services, purely an Inward Remittances only not Outward.
This service will be launched by Hon'ble MoC & IT on 29.09.11 at Hotel Taj, Delhi.In 1st Phase, launching in 100 POs. Delhi - 20 / Punjab - 40 / Tamilnadu 40 POs.

MNOP committee meeting is held today (27.9.2011) in the Dak Bhawan. Mrs. Manjula Prashar Member (Operations) and Chairperson of the committee presided. Mrs. Shanthi Nair, Chief PMG, Tamilnadu Circle, Shri Rishikesh, Director, Mails, Com M.Krishnan, Secretary General, NFPE and Sri D. Theagarajan, Secretary General, FNPO attended the meeting which lasted for 4 ½ hours.
Regarding already implemented speed post hubs, it is decided to call for proposals from Chief PMGs seeking necessary further changes in the system such as opening of more intra circle hubs, change of administrative jurisdiction to RMS etc. The Federations shall also submit their circle wise proposals for improvement of the speed post hub system.
Regarding implementation of first class mail hubs (L1, L2 ) , the official side wanted the Staff side to agree to its implementation. They told that existing sorting work in the L2 offices will not be disturbed. Hence, there will not be much change in the existing set up. Barcoding, track and trace in the L1 offices will improve the efficiency and customer satisfaction.
The Staff side vehemently opposed its implementation as it will result in large scale closure of sorting offices and also dislocation of existing staff in addition to avoidable delay in transmission/ delivery of articles. There was no consensus arrived. The item will again be discussed in the meeting proposed to be held on 10.10.2011.

Electronic Reservation Slip (ERS) - The printout in standard specified Performa containing reservation particulars, and instructions for use which cn be used by the passenger along with the relevant authorized Identification, as travel authority for performing the journey.
Virtual Reservation Message (VRM) - A screen-shot of the e-ticket displayed through laptops/palmtops/ Mobile phone is referred as Virtual Reservation Message (VRM).
ERS/VRM along with any one of the eight prescribed ID proofs in original and the indication of the passenger(s)' name(s) in the Reservation Chart will authorize the passenger to travel.

An internal committee headed by the Chief PMG, Assam has been constituted to study the problems of casual labourers like regularization, alternate method of appointments for subsequent requirements, Pay related issues as per the Sixth CPC etc. The first preliminary sitting held at Kolkata on 19.09.2011. DDG (P) & DDG (Establishment) are the other members. DDG (PCC) is the member (Secretary). In respect of application of Sixth CPC wages to casual labourers, it is being delayed due to non receipt of information from some circles. They have been reminded by the Directorate.

Family Planning Allowance to Central Government employees :- Family Planning Allowance, it is one of the severe steps taken by the Central Government to check growing population. At that time incentives were announced to Government employees, those having three children. In the following days it was reduced to two children.
The sterilisation operation which is performed for this is known as tubectomy(for women) and vasectomy(for men). This is a permanent method of family planning, which means once you opt this and undergo this procedure the reversal of the condition is not possible.
Before 5th CPC the Family Planning Allowance was noted as Personal Pay and 6th CPC has recommended that the rates of Family Planning allowances has been doubled. According to the provisions contained in Finance Ministry’s O.M.No. 7(39)/E dated 4th December 1979, O.M.No.6(39)/98-IC.II dated 6th July 1999 and O.M.No.F.No.7(20)/2008-E.III(A) dated 24th September 2008, Central Government employees who undergone sterilisation were entitled to a Special Increment. One would get incentive according to the pay scale-grade, not to be absorbed in future increases in pay. The rate of increment was equal to the amount of the next increment due at the time of grant of the incentive and it remain fixed during the entire service.
