(d) to meet the cost of annual medical tests or medical checkups of the member, his spouse and dependent children.

SEVEN TAX-EFFICIENT FINANCIAL SERVICES IN THE POST OFFICE



When was the last time you visited a post office branch? It's been over a decade that the e-mail replaced the written word, so there's no need to buy stamps, envelopes or inland letters. Besides, thousands of private couriers have mushroomed in the past 15-20 years, giving stiff competition to speed post & parcel. But you should because the bouquet of services offered by India Post has some very interesting and cost-effective products. ET Wealth looks at the financial services that can be availed of at a post office branch and how these compare with similar products from other organisations.
The interest your balance earns in a regular savings account with a bank is taxable. But if you open a savings account in a post office, the interest is tax-free. If you maintain an average balance of Rs 50,000 in your bank account, you would earn roughly Rs 2,000 as interest income in a year. In the highest tax bracket, the taxman will shave off 30% (or Rs 600) from this income, leaving you with only Rs 1,400. However, if it is a postal savings bank account, the interest earned is tax-free. There is, of course, a ceiling of Rs 3,500 per account on this exemption in a year. In case of joint accounts, the ceiling is higher at Rs 7,000 a year. But this is a reasonable limit because very few people would keep more than Rs 1 lakh in their savings account.
There are other benefits of opening a postal savings account. You don't have to lock up Rs 5,000-10,000 in maintaining an average quarterly balance. The post office does not mind if you have emptied out your account as long as you leave Rs 500 as balance. This low-ticket convenience works in case of recurring deposits as well. If you open a recurring deposit with a bank, the minimum monthly deposit is Rs 500. In the post office, the monthly contribution can be as low as Rs 10, making it an ideal option to start your child on the savings habit. The 7.5% interest is compounded quarterly and compares well with what banks offer. The only hitch is that the post office deposit is for a minimum of five years. However, you can withdraw 50% of the balance after one year.
Even so, the very mention of the post office conjures images of a stodgy organisation with long queues and obdurate babus filling up pass books manually. That's true to a certain extent, but things are fast changing. India Post is working on a core banking solutions project that will offer state-of-the-art facilities to customers, including ATMs, Net banking, debit cards and e-payment services. AS Prasad, deputy director-general (financial services), told ET Wealth that by the end of the year, account holders will be able to access their accounts at any ATM across the country ( India Post's AS Prasad on how it to transform into a dominant financial services player ).
Life insurance is the lynchpin of a financial plan. The post office offers life insurance, but it is open only to employees of the Central and state governments, public sector undertakings and semi-government organisations. In October 2010, the Insurance Regulatory and Development Authority allowed the post office to sell insurance policies of private companies. It was a tremendous opportunity for both the insurance industry as well as India Post. The industry suddenly had access to India's largest distribution network of 1.55 lakh offices while India Post could stand to earn good commission from selling insurance policies. However, the proposal has not taken off because the India Post does not want to push policies of other companies and instead wants to focus on its own Postal Life Insurance. The Rural Postal Life Insurance can be bought by any citizen of India provided he is residing in a rural area, which is any location outside the limits of a municipality. India Post has sold 1 crore RPLI policies since they were launched in 1995. But almost 40% of these are micro insurance policies where the life cover is less than Rs 25,000. That's just enough to take care of a middle-class urban family for about a month.
The India Post is also a distributor of the New Pension Scheme. You can open an NPS account at designated post office branches. In fact, with very few agents interested in selling the low-cost scheme because of the niggardly commission it offers, the post office has become the biggest seller of the NPS. It has opened almost 20,000 voluntary accounts till now, which is almost a third of the total voluntary Tier I NPS. The scheme is available at nearly 800 post office branches across the country. Incidentally, the India Post has stopped selling mutual funds after the entry load was removed in August 2009. Says Prasad: "If Sebi brings the upfront selling commission of 2.25% back, we would sign a memorandum of understanding to sell mutual funds again."
Want to invest in gold? The yellow metal is set to soar higher as uncertainty returns to the capital markets and inflation goes through the roof. You can buy 24-carat gold coins at the post office. The coins are available in three sizes: 500 mg, 1.5 g and 8 g. Don't worry about the purity issues. These coins have been imported from Switzerland and have the backing of the World Gold Council. There is no price advantage if you buy from the post office or from a bank or jeweller.At the post office, you can transfer money in the most cost-effective manner. It is an agent for a range of money transfer services, including wire transfers and international money orders. It issues travellers' cheques and offers 22 foreign currencies to those travelling abroad. It also offers prepaid forex cards in seven currencies, demand drafts in 11 currencies and wire transfer in 13 currencies. What's more, you can apply for your passport through the post office.

One of the Service Unions has brought to the notice of this office that there is inordinate delay in payment of benefits due to certain Grameen Dak Sewaks who were discharged from the service on completion of 65 years of age. The delay is said to be due to non-collection of requisite forms from such of the GDSs, well in advance to their date of discharge.
Therefore, I am directed to request you to instruct the Divisions under your control to initiate action to collect the forms, documents required for processing the proposals for payment of Gratuity etc., before due date of discharge and ensure prompt submission to the sanctioning authority to ensure timely payment.

The management of the Maruti Suzuki plant at Manesar in Haryana has dismissed 11 workers for demanding the right to form a trade Union. All the 2000 workers of this plant are on strike since 4th June, demanding immediate reinstatement of all the dismissed workers and also the right to form a trade union. BSNLEU condemns the high handedness of the Maruti Suzuki management and demands reinstatement of the workers, with the right to form trade Union. BSNLEU expresses it’s solidarity with the striking workers.

MAIL OPERATIONS BEING REVAMPED AND TRANSFORMED IN PHASED MANNER

Mail Operations being Revamped and Transformed in Phased Manner The meeting of the Consultative Committee attached to the Ministry of Communications and Information Technology was held here today to discuss the Mail Network Optimization Project of Department of Posts. In his opening remarks Shri Kapil Sibal, Minister for Communications and Information Technology said that Department of Posts decided to revamp mail operations in line with the international best practices and include a project in the 11th Five Year Plan for consolidation and optimization of the existing mail network. The completion of project would result in improved mail related services to the public.

The need for optimization of the mail network was felt to address the problems of fragmented mail network, functional duplicity, change in mail profile, development in air and road transport, customer demands and induction of technology.

The project seeks to improve the quality of mail operations by Optimization and consolidation of mail operation network across the country.

Greater standardization of processes followed in mail operations.

Identification, evaluation and implementation of appropriate technology in mail processes.

Optimization of mail delivery processes.

Effective performance management mechanism through Key Performance Indicators (KPIs).

In the first phase Speed post and International mail have been covered but project would cover all kind of mail in phased manner. Under the redesigned Speed Post Operational network, 89 Sorting hubs and 68 Intra- Circle hubs across the country have been created taking into account factors such as volume of mail, distance between Post Office and proposed hub, transmission options etc.

Members of the committee who attended the meeting emphasized the need and importance of post offices in the life of rural population and young generation and urged to open new post offices in view of greater need and public demand.

Pendency of a case against Pensioner-CAT allows Pension

Pension and increments of a public servant cannot be withheld only on the basis a pending criminal case against him unless he is convicted, the apex administrative tribunal has held.
"It is amply clear that only on the basis of the case pending against the applicant (Primary SchoolHead Master Lakhi Ram), pension cannot be withheld under Central Civil Services (CCS Pension) Rules, 1972," a two-member bench of Central Administrative Tribunal headed by Justice Meera Chhibber said.
The bench also favoured releasing gratuity during the pendency of criminal case but with an earlier judgement of the CAT ruling against it, the bench referred the question on the gratuityissue to a larger bench."Gratuity cannot be withheld under rules of CCS Pension Rules. Otherwise also as per the provision (of) Payment of Gratuity Act, 1972, gratuity cannot be withheld," it said.

Nirmal Singh, Circle Secretary, AIPEDEU, Orissa Circle met the Chief Postmaster General, Orissa Circle with appeal for early settlement of the legitimate demands raised by the Circle Secretaries of RMS, Unions. ( Com. R C Mishra, Circle Secretary, AIPEU, Gr.-C could not accompany due to his absence on medical ground ) Thereafter, Com. R N Dhal and Com. H K Mohanty, Circle Secretaries of AI RMS & MMS EU, Group-C and Mail Guard & MTS respectively were invited by the Chief PMG at about 6 PM. Shyamala Gopinath Committee report on administration of National Small Savings Fund-Changes going to be occured in Small Savings at a glance

Consequent to the recommendation of the Thirteenth Finance Commission for comprehensive reforms in overall administration of National Small Savings Fund (NSSF), this committee was constituted by Ministry of Finance vide its Order No. 5-2/2010-NS-II dated 8th July, 2010 to recommend on the reforms required in NSSF.

The Committee‘s recommendations on the rationalization of instruments of small savings are as under:

Savings Account Deposits

The Reddy Committee (2001) had recommended that as long as the rate of inflation is more than 3.5 per cent, the rate of interest on postal savings deposits may continue to be 3.5 per cent. Incidentally, the rate of interest on postal savings deposits had been aligned with the savings deposit rate of commercial banks since March 2003. The Reserve Bank has since increased the savings bank deposit interest rate from 3.5 per cent to 4.0 per cent, effective May 3, 2011 since the spread between the bank savings deposit and term deposit rates had widened significantly. The Committee is of the view that the postal savings deposit rate may be similarly raised by 50 bps to keep it in alignment with bank savings deposit rate. Further, the Reserve Bank has advised scheduled commercial banks to pay interest on savings bank accounts on a daily product basis with effect from April 1, 2010. The Committee is of the view that the Government may consider applying the same formula for the calculation of the interest on savings deposits of post offices once the post offices are fully computerised. On the issue of relaxation/removal of the ceiling, the Committee considered the following two options: if the ceiling has to be removed, the interest income may not be exempt from income tax under Section 10 of IT Act. Alternatively, if the income tax exemption is to continue, the current ceiling may be retained. Taking into account the above considerations and the need for harmonisation with the DTC code removing most tax exemptions, the Committee favours the first option.NSSF

5 Year Recurring Deposit Scheme

To improve the liquidity of the scheme which is needed more by the smaller savers, the Committee is in favour of a reduction in the lock-in period of the scheme from 3 years to 1 year. The penalty on premature withdrawal could be fixed at 1% lower rate of interest than time deposits of comparable maturity. The rate of interest could be benchmarked with G-sec yields of 5 year maturity as was recommended by the Reddy Committee. The 4 per cent commission payable to agents makes it an agent driven scheme. Financial literacy programmes should promote postal savings instruments and the commission should be progressively reduced to 1 per cent over a period of up to three years (by a minimum of 100 bps each year).

Time deposits (of 1, 2, 3 and 5 year maturity)

The postal time deposits, designed to promote thrift, may not enjoy similar liquidity as bank deposits. However, the liquidity of postal time deposits could be improved keeping in view the interest of the small savers. Accordingly, if withdrawn within 6-12 months, the Committee recommends that savings bank deposit rate may be paid (as against nil at present). If deposits are withdrawn prematurely after 1 year, a 1 per cent lower rate of interest than time deposits of comparable maturity may be offered.

Monthly Income Scheme (MIS)

Keeping in view the higher interest rate (inclusive of 5% maturity bonus) on MIS vis-à-vis market rates, the Committee recommends that the bonus should be abolished and the effective rate of interest be aligned with the market rate. Further, the Committee favours retaining the present ceiling on MIS as it would adequately serve the interests of the small savers. The Committee also favours a reduction in the maturity of MIS to five years with the rate of interest benchmarked to 5 year G-secs.

Senior Citizens’ Savings Scheme (SCSS)

The Committee is of the view that SCSS is serving a useful goal as an instrument of social security. At the same time, the bank dominated intermediation of savings under SCSS appears to reflect the rural-urban distribution of the savers under this scheme. As a higher mark-up of 100 basis points over 5-year G-sec security (as against 25-50 basis points proposed for other schemes) is recommended, the Committee is currently not in favour of an upward revision in the investment ceiling, presently fixed at `15 lakh and deemed adequate, keeping in view the fiscal implications.

Public Provident Fund (PPF)

The Committee considered the suggestion of the Department of Posts and some of he State Governments of an increase in the annual investment limit on PPF to `1lakh from the current ceiling of `70,000 to coincide with the ceiling on Section 80C of the I.T. Act. The Committee noted that in the past, the investment limit on PPF used to be usually revised in tandem with that of the exemption ceiling for Section 80C. In the last instance, however, notwithstanding the upward revision of Section 80C from `70,000 to `1 lakh, the investment limit under PPF was not raised. Keeping in view the tenor of PPF and the need to reduce the ALM mismatch of NSSF, the Committee recommends an upward revision in the investment limit to `1 lakh. The Committee is, however, aware that the current provisions permitting premature withdrawal/taking advance against deposits is not in sync with the objectives of the scheme. More importantly, it is not considered practicable to monitor the end use of the funds withdrawn prematurely. Keeping in view the above considerations, the Committee, therefore, recommends that the rate of interest on advances against deposits may be fixed at 2 percentage points higher than the prevailing interest rate on PPF (as against 1 per cent at present).

Savings Certificates

The Committee noted the observations made on savings certificates, viz., KVP and NSC by the Rakesh Mohan Committee that both these instruments are quite expensive in terms of the effective cost to the Government and should be discontinued. The Committee is, however, of the view that while KVP may be discontinued as it is prone to misuse being a bearer-like instrument, NSC could continue with the following modifications: (i) Two NSC instruments would be available with maturities of 5 years and 10 years; (ii) The interest rates would be benchmarked to 5 year and 10 year government securities; and (iii) income tax exemption under section 80C on accrued interest would not be available. Since income tax exemption under section 80C on deposits under NSC would be available, NSC may not be encashed before maturity. Review and Recommendation on Commission paid to Agents
The Committee therefore recommends that under PPF, the commission should be abolished. Under PPF, 90% of the transactions are happening through banks and for banks commission is not payable for any other scheme of theirs. The Committee feels that 4% commission under MPKBY is very high and is affecting the viability of NSSF. The Committee recognises that the RD scheme requires considerable effort on part of agents in mobilising monthly deposits. However, 4% commission is distortionary and expensive. The committee recommends that this should be brought down to 1% in a phased manner in a period of three years with a 1% reduction every year. Under SAS, while the commission for senior citizen saving scehme is 0.5%, it is 1% on other scheme. The Committee recommends that while commission should be abolished on Senior Citizen Saving Scheme, on other schemes, it should be brought down to 0.5%.
Although most of the State Governments have already abolished the commission being paid by them, some states are still paying commission to agents in their state. This creates distortion in operation of the scheme and needs to be discouraged, as recommended by 13th FC. In order to ensure that the State Governments do not give any extra incentive to the Agents, the Committee recommends that the incentive paid to the State Government may be reduced from the incentive payable by the Central Government to the Agents.

Postmaster Grade I Examination Postponed in Kerala Circle

The Limited Departmental Competitive Examinations for promotion to the cadre of Postmaster Grade I scheduled to be held on 12th June 2011, has been indefinitely postponed, for Kerala Circle, due to some court cases.

Pay commission gains may not come from back date
The windfall government employees receive by way of pay commission award arrears may no longer be forthcoming. The government is examining a proposal to implement pay commission awards prospectively on the lines of finance commission awards, as large arrears throw the finances of both the Centre and states in disarray.
"We are examining the suggestion," a finance ministry official told ET. He, however, added that the final call on the issue would be taken when the next pay commission is constituted. Pay commissions are usually set up at intervals of 10 years. The Sixth Pay Commission, the most recent, gave its recommendations in March 2008. It had proposed pay raises between 20% and 40% for government employees.
The finance ministry had told a parliamentary panel last week that the issue should be deliberated upon as retrospective implementation of pay commission awards has had adverse impact on the finances of the Centre as well as the states, a government official privy to the meeting said. Many state governments had expressed concerns over the issue of arrears. States set up pay commissions for their own employees after the pay commission for the central government employees submits its report.
"While many reforms can and should be contemplated to end this self-inflicted distortion, one action that could be taken immediately is that of making the pay award commence from the date on which the recommendations of future pay commissions are accepted by the government," the 13th Finance Commission had said in its report.
The burden of arrears on the central government from the Sixth Pay Commission award was Rs 28,160 crore on a salary base of Rs 44,360 crore. This was because the recommendations of the panel announced in 2008 were implemented retrospectively from January 1, 2006.
To save itself from a larger fiscal trouble, the Centre disbursed the arrears in two installments: 40% in 2008-09 and 60% in 2009-10. The arrears contributed significantly to the Centre overshooting its target in 2008-09, ending the year with a fiscal deficit of 6% of the gross domestic product (GDP) against the budgeted 2.5%. The fiscal deficit rose to 6.4% of GDP in 2009-10 as pay commission arrears pushed up the expenditure when the government was battling slowdown in revenues.

Unlike the private sector, the government does not give annual salary hikes to its employees. Instead, it gives out dearness allowance twice a year to compensate for the rise in prices. The periodic pay commissions help adjust government salaries to market benchmarks. Most experts find the system flawed, as the performance benchmarks are not included in the salary revisions. The Sixth Pay Commission had recommended a performance related pay for government employees.

Panel suggests 4 per cent interest on Post Office savings deposits

A government committee has suggested raising interest rates on Post Office savings bank deposits to 4 per cent, a suggestion that could benefit lakhs of small depositors.
The Committee on Small Savings also recommended linking returns on other small savings schemes with interest rates on government securities. It has also suggested that Kisan Vikas Patra (KVP) be withdrawn and the annual investment limit for the popular Public Provident Fund (PPF) be raised to Rs.1 lakh from Rs.70,000 at present.
The committee recommended that interest rates for Post Office savings deposits be raised to 4 per cent from 3.5 per cent at present, in line with the Reserve Bank's decision to hike rates on savings bank deposits.
Under the new formula, suggested by the committee headed by RBI Deputy Governor Shyamala Gopinath, small savings schemes would provide better returns to investors. Interest rate for one-year deposit scheme would go up to 6.8 per cent from 6.25 per cent, while returns for the PPF would improve to 8.2 per cent from 8 per cent.
With regard to taxing returns on the small savings schemes, the committee said the issue should be considered by the government while firming up the Direct Taxes Code, which seeks to replace the Income-tax Act, 1961. Noting that the small savings schemes are agent-driven, the committee suggested that the commission on them should be gradually reduced from 4 per cent to 1 per cent. While recommending to raise the interest rate on savings deposits by 50 basis points to 4 per cent, the panel said the Centre should introduce the system of calculation of interest rate on a daily basis on post office schemes as is being done by banks.

Its a welcome suggestion and would benefit greatly to the depositers. Hope that Govt. accepts this at the earliest. However, the proposal to reduce the commission to the agents from 4 to 1 per cent may not go through well with the agent community. Lack of manpower in the post offices and their poor service to the customers would not attract depositers, but for the postal agents. So payment of commision to agents is beneficial than deploying more staff in postoffices.

There were about 70 scientists working on a very hectic project. All of them were really frustrated due to the pressure of work and the demands of their boss but everyone was loyal to him and did not think of quitting their job.
One day, one scientist came to his boss and told him, "Sir, I have promised my children that I will take them to the exhibition going on in our township so I want to leave the office at 5:30 pm."
His boss replied, "OK, You're permitted to leave the office early today."
The Scientist started working. He continued his work after lunch. As usual, he got involved to such an extent that he looked at his watch only when he felt he was close to completion. The time was 8.30 PM.
Suddenly he remembered the promise he had made to his children.
He looked for his boss but he was not there. Having told him in the morning himself, he closed everything and left for home. Deep within himself, he was feeling guilty for having disappointed his children. He reached home. The children were not there.
His wife alone was sitting in the hall and reading magazines. The situation was explosive; any talk would boomerang on him. His wife asked him, "Would you like to have coffee or shall I straight away serve dinner if you are hungry?"
The man replied, "If you would like to have coffee, I too will have but what about the children?"
His wife replied, "You don't know? Your boss came here at 5.15 PM and has taken the children to the exhibition."
What had really happened was … The boss who granted him permission was observing him working seriously at 5.00 PM. He thought to himself, this person will not leave the work, but if he has promised his children they should enjoy the visit to exhibition. So he took the lead in taking them to exhibition.
The boss does not have to do it every time. But once it is done, loyalty is established. That is why all the scientists at Thumba continued to work under their boss even though the stress was tremendous.
By the way, can you hazard a guess as to who the boss was?

సుమారు 70 మంది శాస్త్రవేత్తలు ఒక ప్రాజెక్ట్ పని పై ఏకాగ్రతతో పని చేస్తున్నారు. పని వత్తిడి ఎక్కువగా వున్నా బాస్ మాట కాదనలేక వుద్యోగం వదలం ఇష్టం లేక విధులు నిర్వహిస్తున్నారు. ఒక రోజు ఒక సైంటిస్ట్ వారి బాస్ వద్దకు వెళ్లి "సర్, ఈ రోజు మా పిల్లలను ఎక్సిబిషన్ కు తీసుకు వెళతానని ప్రామిస్ చేసాను, కాబట్టి 5.30 ఆఫీసు నుండి వెళ్లి పోవుటకు పర్మిషన్ యివ్వమని " అడిగారు.
బాస్ సరే అన్నారు.
ఆ సైంటిస్ట్ పని మొదలు పెట్టారు. మామూలుగానే పని ముగించి టైం చూసుకోనేప్పటికి 8.30 అయి వున్నది. అప్పుడు అతను పిల్లలకు చేసిన ప్రామిస్ గుర్తుకు వచ్చినది. తప్పు చేసినవాడిలా భాద పడుతూ ఇల్లు చేరుకున్నాడు. యింటి వద్ద పిల్లలు లేరు. భార్య ఒక్కరే వున్నారు. పరిస్థితి ఉద్విగ్నం గా వున్నట్లు భావించాడు. కాఫీ యివ్వమంటారా, లేక ఒకే సారి భోజనం వడ్డించనా అన్నది భార్య. నీకు ఇష్టమైతే కాఫీ యివ్వు అంటూ , పిల్లలు ఎక్కడ అని అడిగారు.
మీకు తెలియదా, సాయంత్రం మీ బాస్ వచ్చి పిల్లలను ఎక్సిబిషన్ కు తీసుకు వెళ్ళారు, అని బదులిచ్చినది.
జరిగినదేమిటంటే - సాయంత్రం 5.00 గంటలకు సైంటిస్ట్ గది లోనికి చూచిన 'బాస్' అతని ఏకాగ్రతకు భంగం కలిగించడం యిష్టం లేక తనే వారి యింటికి వెళ్లి వారి పిల్లలను ఎక్షిబిషన్ కు తీసుకు వెళ్ళడం జరిగినది.
ప్రతి సారి, ప్రతి ఒక్కరికి యిటువంటి సాయం 'బాస్' చేయలేక పోవచ్చు. కాని దీని వలన బాస్ పట్ల నిజాయితి పెరుగుతుంది. కాబట్టే పని వత్తిడి ఎక్కువైనా 'తుంబా' లో ఆ బాస్ క్రింద పని చేయడానికి ఎవ్వరు వెనుకాడరు.
