పోస్ట్ మాన్ , మెయిల్ గార్డ్, ఎం.టి.ఎస్. ఖాళీలకు వ్రాత పరీక్ష ఆయా సంవత్సరములకు విడివిడి గా నిర్వహించ బడును.



గత ఉత్తర్వుల ప్రకారం ఒకే నోటిఫికేషన్ తో 3 సం . ల ఖాళీలకు ఒకే సారి పరీక్ష నిర్వహించబడవలసి యున్నది.


దీని వలన అర్హులైన జి.డి.ఎస్ లకు మూడు సార్లు గా మూడు సంవత్సరముల ఖాళీలకు గాను పరీక్షకు హాజరయ్యే అవకాశము లేదు.

గత ఉత్తర్వులను మార్పు చేస్తూ ఆయా సంవత్సరముల ఖాళీలకు విడివిడి గా పరీక్ష నిర్వహించ వలసినదిగా ఉత్తర్వులు వెలువడినవి.

దీని ప్రకారము 2011, 2012 & 2013 సంవత్సరముల లోని ఖాళీలకు మూడు మార్లుగా పరీక్ష నిర్వహించ బడును.

ఈ ప్రక్రియ 2013, జూన్ 30 వ తేది లోగా పూర్తి చేయవలసి వుంటుంది.

SUB:-HOLDING OF LIMITED DEPARTMENTAL COMPETITIVE EXAMINATION FOR FILLING THE POSTS OF POSTMEN/MAIL GUARD AND MULTI TASKING STAFF AS PER REVISED RECRUITMENT RULES.


Sir/Madam,
I am directed to invite a kind reference to the letter of even number dated 8-10-2012 wherein a detailed schedule was prescribed for holding of LDCE for Postmen/Mail Guard and MTS.
2. Subsequently, the Nodal Branch Staff Section vide letter No. 45-2/2011-SPB-I dated 18-10-2012 issued detailed instructions to the Circles for filling the vacancies by holding separate examinations for each year vacancies and given specific schedule and to complete the process by 30th June 2013.

3. In view of this revised position, the schedule given by DE Section has no more operative and the instructions dated 08-10-2012 is withdrawn with immediate effect. The Circles are requested to follow the guidelines issued by SPB-I section letter No.45-2/2011-SPB.1 dated 18-10-2012 scrupulously.
4. This issues with the approval of Competent Authority.

SECTIONAL DEMANDS FORWARDED TO SECRETARY POSTS

1.     Regular promotion to LSG & HSG  SBCO Grade.

        Regular promotion to LSG, HSG II and HSG I SBCO Cadre are not taken up periodically in all circle by convening DPC.  As a result, majority of supervisory posts are lying vacant and being managed under office arrangements.  This pre-empts the availability of eligible LSG Officials to go on promotion to HSG II and HSG I Cadre and causes extra work load to T/S PAs SBCO.  Therefore it is requested to issue necessary instructions to all Circle Heads to convene the DPC in a time bound manner and accord promotions to the staff every six months.

2.     Restoration of Administrative powers to AO ICO

        SBCO functions are devised for auditing and accounting according as per the prescribed procedures.  PAs SBCO belong to circle cadre and their Appointing Authority is Director of Postal Services.  The progress of the work performed by the officials of SBCO is virtually reviewed by AO ICO (SB) who is well versed in SBCO procedure.   The inspection of SBCO Branch is conducted by the AO ICO (SB) every year and by this they acquire thorough knowledge about the staff and their capabilities. Since the SBCO is an audit section, it has to bring out the deficiencies and discrepancies of the SB Branch to the Divisional Administration by raising objections and through reports. This action is not is not relished by the Administration and the SBCO Branch is being considered as nuisance by them. As such, the power of writing of CRs over SBCO staff vested with Divisional Heads is counter-productive and this is being used by the Divisional Administration to coerce the SBCO staff from raising genuine objections.  Hence, it is requested to restore the power of writing of CRs to AO ICO (SB) to enable the SBCO staff for maintenance of proper accounting and auditing.


3.     Transfer liability  (SBCO)

        The present transfer liability in respect of SBCO Cadres gives more hardship to officials.  On completion of post tenure, the Officials are transferred to far off places in many circles.  Hence, the privilege of transfers limited within division, being enjoyed by other categories of staff in PO may be accorded to SBCO also.

4.     SB Incentive to SBCO
       
        It is requested that the SB incentive may be granted to the staff working in SBCO also at par with the Postal Assistants working in SB Branch.  The issue may be taken up with Ministry of Finance for approval.

5.     Permission for appearing for Gr. 'B' Cadre Exam

        Postal Assistants, SBCO are permitted for appearing for Inspector (Posts) Examination. But, LSG Supervisors, SBCO are not allowed to write the examination for promotion to Group 'B' cadre. It is against the principles laid down in Article 14 of Constitution of India as this deprives the opportunity to eligible officials. The grievance may be redressed and   LSG         SBCO officials with eligible service may be allowed to appear for Group 'B' cadre Examination in Postal Department.


6.     Irregular Recovery /Contributory negligence cases

        The staff of SBCO is actually exercising the decentralized Audit and Accounts duties and their work actually start after accounting of the transactions.  It is, therefore, penalizing the SBCO employees by imposing recovery of Loss irrationally for frauds committed in the savings schemes in Sub/Branch Offices is contrary to statutory rules. It is learnt that the employees working in Postal Accounts are exempted from the liability of contributory negligence cases. Hence, on the same analogy, the SBCO staff may also be accorded the same status.

7.     Fixing time factor

        In view of additions in current duties after introduction new SB Schemes, decentralisation of RD/MIS/SCSS, and computerization of SBCO Branch a revised time factor should be evolved judiciously so that additional posts can be created to avoid accumulation of arrears of work.

8.     Mid-service training

        To acquire updated knowledge in Ruling in Saving Schemes amended then and there, introduction of modified version in SB Software, suitable refresher training in the middle of service to all cadres of SBCO may be arranged.

9.     Financial upgradation to Pre-UDCs

        Based on the judgment issued by CAT, Calcutta, and dismissal of SLP moved by the Department in Supreme Court, necessary orders are to be issued to grant financial up gradation under Time Bound Promotion to pre-UDCs from the date on which the pre LDCs were granted promotion after introduction of TBOP and BCR schemes in SBCO wing.


10.    Withdraw the operative work

        A number of operative works were added to SBCO such as maintenance of Account-wise balance in V2 SBCO  for the categories of RD, MIS, SCSS, Verification  MPKBY/SAS Agents commission Bills, Deputation to sub office for verification of account balances, settlement of minus balance / objections. These items of work are not covered under the control procedures. It is requested that such works should be withdrawn from SBCO.

The Tribune in its latest release explains this stepping up of pay as follows
Removing certain anomalies in its career progression scheme, the Central government has ordered stepping up of pay of employees in cases where a senior is getting lower emoluments than his junior.
The disparities had arisen between employees who came under the scheme before 2006 and those who got benefits between 2006 and 2008 consequent to the implementation of the Sixth Central Pay Commission (SPC).
Orders issued by the Department of Personnel and Training earlier this month state, “It has been decided to allow stepping up of pay in such cases where the senior, but for the pay revision on account of the SPC, would have continued to draw higher pay”.
A large number of Central government employees will be financially benefited by this order. The employees affected had taken up the matter with the government and the anomalies committee, following which the issue was examined by the Department of Expenditure.
The government’s Assured Career Progression Scheme (ACPS), which granted two financial upgrades on completion of 12 and 24 years of regular service to employees who did not get promotion in the existing grade, was applicable up till August 2008.
It was replaced in September 2008 by the Modified Career Progression Scheme. As the revised pay scales under SPC were applicable with effect from January 2006, those employees who received benefits under ACPS between 2006 to 2008 got financial upgrade in the revised scales. Consequently, senior employees who got benefit under ACPS prior to 1996 began drawing lesser pay than their juniors.
The new order stipulates that for pay to be stepped up under the scheme, the junior and senior employee should belong to the same cadre and the posts in which they have been promoted or upgraded should be identical. Further, the senior employee should have been drawing equal or more pay than the junior before receiving ACPS benefits.

Prime Minister Sri Manmohan Singh on Sunday effected a major revamp of his council of ministers, inducting 22 faces, including seven of cabinet rank, in what is said to be the last major ministerial shuffle before the 2014 general elections.

In the reshuffle of portfolios, Sri Pallam Raju of AP was made human resource development (HRD) minister in place of Sri Kapil Sibal, who was left only with communication and IT.

PUNJAB CIRCLE - AIPEU-GDS(NFPE) UNION FORMED
AIPEU-GDS(NFPE) PUNJAB CIRCLE UNION FORMED AT KAPURTHALA ON 27-10-2012

AIPEU-GDS(NFPE) Circle convention has been held at Sugam Palace, Kapurthala town on 27-10-2012 under the Presidentship of Com. Lakshaman singh, President, Gr.c, Punjab circle.

The meeting was witnessed by the participation of nearly 700 GDSs representing from 11 divisions out of 13 divisions in the Circle. The participants expressed their desire and firm commitment to work under NFPE and its leadership and raised slogans for unity of GDS with NFPE.

With the able anchoring of Com.Rishpal singh, R-III Circle Secretary, Punjab Circle, the meeting is so much enlightened and very live.

The convention is addressed by Com.K.V.Sridharan, General Secretary, AIPEU Gr.C., Com.I.S.Dabas, General Secretary, AIPEU PM&Gr.D/MTS., Com.R.Sivannarayana, Offg.General Secretary, AIPEU Gr.C., Com.Balwinder singh, Treasurer, AIPEU Gr.C., Com.P.Pandurangarao, General Secretary, AIPEU-GDS (NFPE).

The General Secretary, GDS requested all the comrades of Punjab circle to form Divisional Unions with the cooperation of Gr.C & P-IV Comrades at the earliest and organize effectively in all the branches of AIPEU-GDS(NFPE) in Punjab Circle and make the one day strike on 12-12-12 a grand success.

All the leaders appealed to make the one day strike on 12-12-12 a grand success with total participation of NFPE members including GDS comrades.

The meeting is graced with the presence of Com.Jagdish Dhiman, Circle Secretary, AIPEU Gr.C.,Com. Gurnam Singh, Treasurer, Gr.C, Punjab Circle, Com.Hazara Ram, Ex-Circle Secretary, AIPEU Gr.C., also.

A set of 15 Office bearers were elected unanimously for AIPEU-GDS(NFPE), Punjab Circle.

The Reception committee under the leadership of com.Surjitsingh Gill, Divisional Secretary, Gr.C, Kapurthala with his team Com.Mann singh, Com.Rajinder kumar, Com.Narender singh Josan, Com.Dinesh kumar, Com.Sukesh Kalia, Com.Premkumar, Com.Hansraj (President-P.iv, Com.Sukhvinder singh, Secretary, P-IV, Com.Mulkraj, Com.Rajkiran made excellent arrangements for the successful conduct of the convention.

An attempt made by a small group of intruders shouting slogans as ‘NFPE murdabad’ and to disturb the meeting became futile due to non-response of the participants, gathered in hundreds and the disrupters had no other role except to leave the conference hall. There after the slogans rented the air with ‘NFPE zindabad, AIPEU-GDS zindabad’. The meeting was disturbed just for 5 minutes. This shows the disruptiveness of the anti-NFPE group.

AIPEU-GDS (NFPE) CHQ conveys its heartfelt thanks and congratulations to all the comrades and office bearers of the Punjab GDS Circle Union and all the organizers of the convention.






Expansion of the clientele eligible for PLI and RPLI

As per direction contained in Directorate D.O No.28-05/MKt/2007-LI(vol.1) dtd.10.10.2012 circulated vide C.O letter No. No.LI/1-2/Rlg/Corr/Ch.IV Dated at Bhubaneswar-751001 the 16.10.2012, it is to intimate that the Government has approved expansion of clientele eligible for PLI and RPLI.
Henceforth, the PLI / RPLI can be extended to the following groups
a) Employees engaged / appointed on contract basis by Central / State Government, where the contract is extendable.

b) Employees of joint ventures in which Central / State Government / Public sector under takings / Nationalized Banks have minimum holding of 10 percent.

c) Members/Employees of Credit Co-operative Societies and other Co-operative Societies registered with Govt. under the Co-operative Societies Act and partly or fully funded from the central / State Govt. / RBI / SBI / Nationalized Banks / NABARD and other such institutions by Govt.

d) Employees of Deemed Universities and Educational Institutes accredited by recognized bodies such as National Assessment and Accreditation Council. All India Council of Technical Education, Medical council of India, etc. and / or affiliated to Universities / Boards, etc.

e) Employees of all scheduled Commercial Banks .

This is a positive development and an appropriate strategy for publicity and securing business from these categories is required to be put in place.

All concerned need to spread the awareness to the prospective organizations/ customers. Preparation of a list of such organizations to be contacted and covered is to be carried out and establishing contact with the Administrative Heads of these organizations.

Action taken on the above points and business procured from this field should be reported to this office at the end of every week positively since the matter will be monitored/reviewed by Member PLI directly.

POSTAL CRUSADER EDITORIAL: NOVEMBER-2012


THOUSAND LIES CAN NEVER BECOME A TRUTH

NOBODY CAN BREAK THE UNITY OF POSTAL WORKERS

* LESSONS OF THE FRAGMENTED STRIKE *

                   The GDS strike of Mahadeviah group ended on 22.10.2012.  In fact it was fizzled out.  Eventhough from 16.10.2012 onwards the leaders claimed 100% participation in all circles, the truth was entirely different.  Out of 22 circles, in 10 circles it was less than 5% and 6 circles only less than 10% of the Gramin Dak Sevaks went on strike.  In the remaining six circles it varied from 12% to 27% of the GDS. All India average of the strike is 18.1% of the total GDS.  This is the real picture of the strike.  All other claims are false and naked lies.  The percentage came down day-by-day and on 22nd the All India average was only 5% of the total of about three lakhs GDS.  Thus the strike fizzled out without any settlement.  (Those who have doubt about the figures can get it under RTI from all Circles and verify the truth). Senior officers of the Department including Secretary, Department of Posts, Member (Personnel) and Minister Communications and Minister of State for Communications also rejected the request of the leaders for a last minute face-saving settlement.
                   NFPE has not made any adverse comment or statement against the strike or against the false claim of the leaders regarding All India Strike percentage, eventhough the Mahadevaiah group spread canards against NFPE and its leaders before the strike and also during the strike.  If NFPE had put it in its website the actual percentage of the strike in each circle, the strike would have fizzled out in the second day itself.  But NFPE never wants to break any strike, whether percentage is less or large.  Breaking the strike is not the tradition of NFPE.  So we tolerated every malicious attack against NFPE and its leaders till the strike is over.  Even now, while exposing the lies and hidden agenda of the Mahadevaiah group, we respect the sentiments of the GDS who participated in the strike without knowing the evil designs of the leadership.  We hope that those GDS who are misguided by the leaders, shall join the united struggle of the Central Govt. Employees on 12th December 2012 and also join the united movement of the Postal Employees led by National Federation of Postal Employees.
                   Everybody knows that the attack against the Postal Employees, whether it is GDS regularization or New Postal Policy 2012, is due to the neo-liberal economic policies pursued by the Central Government.  To fight against these policies, the largest unity of the employees and workers is the need of the hour.  Other than united struggle there is no shortcut.  When NFPE is trying to build up such a united struggle, unfortunately everytime the Mahadevaiah group is trying to break the unity at any cost.  During 2008 when NFPE and all its affiliated unions decided to go on indefinite strike from 06.01.2009, against the retrograde recommendations of the Natarajamurthy Committee, Mahadevaiah gave a call for indefinite strike from 17.12.2008, i.e.,  20 days ahead of the joint strike of NFPE.  Now again, due to our efforts when all the employees unitedly decided to go on strike on 12th December 2012, in which GDS demand is also one of the main demands, Mahadevaiah gave another sudden indefinite strike call from 16.10.2012.  He is playing in the hands of the ruling class and deliberately trying to break the unity among the departmental employees and Gramin Dak Sevaks.  The leader is behaving as an agent of the Government and poor GDS are the victims.  GDS are not going to be benefited by such sectarian strike.  Realising this majority of the GDS refused to join the ill-motivated strike this time.
                   On 10.05.2012, Sri. Mahadevaiah made following comments in his signed circular, copy of which is available with us:-  “The AIPEDEU is the single largest Postal Union, larger than all other Postal organisations, including NFPE......  They are afraid of AIPEDEU” (!!!).  When somebody claims that I am bigger than everyone else and all are afraid of me, we can imagine the mindset of such a person.  NFPE leaders will never make such egoistic statements.  Again in another circular which was circulated among the GDS throughout the country without putting name, the following derogatory and insulting comments are made against the legendary leader of the Postal Trade Union movement Late Com: K.Adinarayana - “Nobody including the great person repeatedly mentioned as the messiah of Postal workers including EDAs could even stir.  What was he doing?”  Thus it is very clear that the intention of Mahadevaiah is to project himself above all the leaders of the Postal Trade Union movement right from Tarapada to Adinarayana.  In fact he was elected in the year 1999 and became the General Secretary of the only recognised Union with the help of Com. Adinarayana and NFPE.  But after 1999, there was no gain for GDS, eventhose benefits achieved by NFPE through several years of struggle upto 1999, was taken away by the Government during  the tenure of Mahadevaiah.  He continued his attack against NFPE.  His number one enemy is NFPE.  This time the leader thought he can score through making it a fragmented game.  He want to avoid larger unity of entire Postal employees (Departmental and GDS) and also he want to avoid NFPE as he thought that if he join the joint struggle with NFPE he cannot become the hero.  He wanted to play one-upmanship over NFPE.
                   Naturally those who loved NFPE said “goodbye” to such a leader who is undemocratic, anti-NFPE, egoistic and decided to form separate GDS Union called AIPEU-GDS (NFPE) declaring themselves that they will work under the banner of NFPE and will be a part and parcel of NFPE.  NFPE decided to give associate membership to the new GDS Union led by Com. Panduranga Rao.  After formation of the new NFPE GDS Union Gramin Dak Sevaks of majority of the Circles joined the new union enbloc.  Remaining circles also GDS stated deserting Mahadevaiah group in a big way and joined NFPE GDS Union.  The very existence of the so-called recognised union was challenged due to the mass-scale exodus of the GDS.  Even in Karnataka which is the home-circle of the leader, 60% of the GDS joined the new union.  (Anybody can collect the strike percentage of Karnataka Circle under RTI and verify the fact).  It is at this moment the leader decided to declare a sudden strike from 16.10.2012 for his own existence and to prevent remaining GDS from deserting him.  But majority of the GDS realised his hidden agenda and refused to join the ill-motivated strike.  That is why the strike fizzled out and ended without any settlement.
                   NFPE calls upon the entire Postal Employees including Gramin Dak Sevaks to draw lessons from this fragmented strike and guard against those elements who are trying to break the unity of Postal employees again and again by spreading hatred among Departmental employees and Gramin Dak Sevaks.  Let us defeat such forces of destruction and unite together under the banner of our great organisation, National Federation of Postal Employees.  Let us strengthen the new GDS Union, AIPEU-GDS (NFPE) and ensure cent per cent unity among all Postal employees.  Let us work unitedly to make the historic strike of 12 December 2012 a grand success.
                   Remember, we are fighting against the anti-people, anti-working class policies of the Central Government.  Only a class oriented militant trade union like NFPE can alone build the unity of the entire Postal Workers and lead such a struggle in the Postal department.  Fragmented strike will create disunity and disappointment and will weaken the striking potential of the Postal employees and ultimately the Govt. will take advantage of it Our enemy is the ruling class and all the toiling masses are our comrades-in-arms in the struggle against the imperialist neo-liberal globalisation policies of the ruling class.  Let us not allow anybody to break this unity.

OFFICE MEMORANDUM

Sub: Continuation of empanelment of private hospitals, diagnostic laboratories and imaging centres under CGHS and revalidation of CGHS package rates - regarding.

The undersigned is directed to refer to the various office memoranda issued by this office from time to time vide which private hospitals, diagnostic laboratories and imaging centres were empanelled under CGHS in Delhi & NCR and other CGHS covered cities from 7th October 2010 onwards which would be completing empanelment period of ‘2’ years before 31st March 2013 and to state that it has been decided to extend the validity of empanelment of such empanelled hospitals, diagnostic laboratones and imaging centers on the same terms and conditions under which they were empanelled, till 31st March 2013 or till next empanelment, whichever is earlier.

2. Similarly, the CGHS rates notified in 2010-11 in Delhi & NCR and other cities are also revalidated till further revision of the rates.

3. The private hospitals, diagnostic laboratories and imaging centres, which are not interested to continue their empanelment under CGHS shall have to submit letters seeking withdrawal of empanelment on or before 31st October 2012, failing which it shall be construed that they intend to continue their empanelment under CGHS as per the terms and conditions of MOA signed with CGHS by them. The private hospitals, diagnostic laboratories and imaging centres are also required to submit revalidated Performance Bank Guarantee (in case they expire prior to 31st March, 2013.)

4. The hospitals shall however complete the treatment as per the same terms and conditions in respect of CGHS beneficiaries, who were already admitted prior to issue of this O.M.

6. These Orders shall be effective from the date of its issue.

GDS TRCA PROTECTION-DIRECTORATE ORDER 






GDS ALLOWANCE PROTECTION

The recommendation of the DDG LEVEL COMMITTEE is to grant protection for one year and to give chance to the GDS to improve the workload. Directorate orders will be issued accepting this recommendation as assured by Sri Sachin Pilot, Minister Communications for State to the JCA leaders at his residence. = M. Krishnan, S/G NFPE.

POSTAL BOARD HAS SENT THE BONUS FILE TO THE HON’BLE MINISTER COMMUNICATIONS FOR APPROVAL REGARDING ENHANCEMENT OF BONUS CEILING TO GDS FROM 2500 TO 3500 AS THE FINANCE HAS AGAIN REJECTED THE PROPOSAL, COMMUNICATIONS MINISTER WILL BE TAKING UP THE CASE WITH FINANCE MINISTER ITSELF AS PER THE ASSURANCE GIVEN TO THE JCA EARLIER = M. KRISHNAN, S/G NFPE.
