19-09-1968 ఒక రోజు సమ్మె 42 వార్షికోస్తావం
19-09-2010 నాడు గూడూర్ డివిజన్ కలువోయ్ పోస్ట్ ఆఫీసు ప్రాంగణం లో NFPE ఆదేశానుసారం 19-09-1968 సమ్మె వార్షికోస్తావం జరపడమైనది. ఈ వార్షికోస్తావం సందర్భం గా com. K.Sudhakar సమ్మె జరిగిన తీరు తెన్నులు , ప్రభుత్వం ఉద్యోగుల పై ప్రదర్శించిన గమన కాండ మొదలగు అంశాలను వివరించడం జరిగినది. అంతే కాకుండా 19-09-1984 ఒక రోజు సమ్మె ద్వారా పోస్టల్ శాఖ లోED ఉద్యోగులు ఉన్నారని ప్రభుత్వం గుర్తించి అదే రోజు మధ్యానం12 గంటల radio వార్తల లో ED ఉద్యోగుల pay commission appointment చేయడం జరిగినది అన్న విశయాలను వివరించారు.

Pay Homage to Martyrs
Observe 42nd Anniversary of 1968 September 19th All India One day strike of Central Government Employees.
On 19th September 1968 the entire Central Government Employees went on one day strike in pursuance of the following 10 points charter of demands.
1. Need based minimum wage as recommended by the 15th Tripartite Labour Council held in 1957.
2. Full neutralization of the shortfall in real wages due to the high cost of living.
3. Merger of DA with basic pay.
4. Withdrawal of Government's proposal to retire employees at 50 years of age or on completion of 25 years of service.
5. No victimization, reinstate of victimized workers.
6. No retrenchment without equivalent alternative job security.
7. Abolition of contract and casual/contingency labour.
8. No introduction of "automation" and withdrawal of all means of "automation".
9. No change in any major service conditions of the employees of any department of the Government of India without prior consultation with the trade unions concerned.
10. Fixation of minimum remuneration for part-time and Extra-Departmental Employees proportionate to the minimum wage of departmental employees.
The Government of India had unleashed heavy victimization on the employees who went on strike. The strike was banned and Essential Service Maintenance Ordinance (ESMO) has been imposed. Recognition of all the Federations and Unions withdrawn.
Police and CRPF have been let loose to crush the strike. Firing took place at Pathankot, Bikaner, Guwahati. Police resorted to brutal lathi-charge at Indraprastha Bhavan, New Delhi. Seventeen comrades had been murdered in police firing and lathi-charge at various places. About 12000 Central Govt. Employees had been arrested. Terminations, suspensions, removals and dismissals to about 60000 employees.
Let us pay respectful homage to the martyrs of 1968 September 19th strike and pledge that we shall carry forward their spirit of sacrifice, commitment and determination for the cause of fellow comrades.
NFPE calls upon all the Postal and RMS Employees all over India to observe the 42nd Anniversary of the 1968 September 19th strike in a befitting manner.

Release of additional instalment of dearness allowance to Central Government employees and dearness relief to Pensioners due from 1.7.2010 to compensate for price rise The Union Cabinet today decided to release an additional instalment of Dearness Allowance (DA) to Central Government employees and Dearness Relief (DR) to pensioners w.e.f. 1.7.2010 representing an increase of 10% over the existing rate of 35% of the Basic Pay/Pension, to compensate for price rise. The increase is in accordance with the accepted formula, which is based on the recommendations of the 6th Central Pay Commission. The combined impact on the exchequer on account of both Dearness Allowance and Dearness Relief will be of the order of Rs. 9303.2 crore per annum and Rs. 6202.1 crore in the financial year 2010-2011 (for a period of 8 months from July,2010 to February, 2011).

Subject: MODIFIED ASSURED CAREER PROGRESSION SCHEME (MACPS) FOR THE CENTRAL GOVERNMENT CIVILIAN EMPLOYEES - CLARIFICATIONS REGARDING.
The undersigned is directed to invite reference to the Department of Personnel and Training Office Memorandum of even number dated the 19th May, 2009 regarding the Modified Assured Career Progression Scheme (MACPS). Consequent upon introduction of the Scheme, clarifications have been sought by various Ministries / Departments about certain issues in connection with implementation of the MACPS. The doubts raised by varlous quarters have been duly examined and point-wise clarifications have accordingly been indicated in the Annexure.
2 The MACPS should strictly be Implemented in keeping wlth the Department of Personnel and Training Office Memorandum of even number dated 19/05/2009 read with the aforesaid clarifications (Annexure).
3. All Ministries / Departrnents may give wide circulation to the contents of this O.M. for general guidance and appropriate action in the matter.

1. 1 Whether the Pay Band would change in the hierarchy of Pay Bands & Grade Pay on grant of the benefits under MACPS?
Yes. The upgradations under MACPS is to be granted in the immediate next higher grade pay in the hierarchy of recommended revised pay (band and grade pay as prescribed in the CCS, (RP) Rules, 2008.
2. Whether the benefits of MACPS would be allowed to the Government servants who have been later on inducted in the Organized Group “A” Service No. The benefits under MACPS is not applicable to Group ‘A’ officer of Organised Group ‘A’ Services, as the officer under Organized Group ‘A’ Services have already been allowed panty of two years on non-functional basis with the officers of Indian Administrative Service (IAS)
3. How will the benefits of ACP be granted if due between 01.01.2006 and 31.08.2008? The new MACPS has come into existence w.e.f. 01.09.2008. However, the pay structure has been changed w.e.f. 01.01.2006. Therefore the previous ACPS would be applicable in the new pay structure adopted w e f . 01.01.2006. Para 6.1 of Annexure-1 of MACPS is only for exercising option for coming over to the revised pay structure and not for grant of benefits under MACPS. The following illustrations would explain the position:
(A) In the case of isolated post:
Date of appointment in entry Grade in the pre-revised pay scale of Rs.4000-6000: 01.10.1982
1st ACP granted on 09.08.1999 :
Rs.4500-7000 (pre-revised)
2nd ACP due on 01 10 2006 :
Rs.5000-8000 (pre-revised)
[revised PB-2 Grade Pay of Rs.4200]
3rd financial upgradation under the MACPS would be due on 01.10 2012 (on completion of 30 years of continuous regular service) in the immediate next higher grade pay in the hierarchy of recommended revised pay band and grade pay i.e. Grade Pay of Rs.4600 in PB-2.
(B) In the case of normal promotional hierarchy:
Date of appointment in entry Grade in the pre-revised pay scale of Rs.5500-9000: 01.10.1982
1st ACP granted on 09.08.1999 :
Rs.6500-10500 (pre-revised)
2nd ACP due on 01.10.2006 (as per the existing hierarchy) :
Rs.10000-15200 (pre-revised).
Therefore, 2nd ACP would be in PB-3 with Grade Pay of Rs.6600 (in terms of hierarchy available):
3rd financial upgradation under MACPS would be due on 01.10.2012 in the immediate next higher grade pay in the hierarchy of recommended revised pay band and grade pay of Rs.7600.
4. Whether the benefits of MACPS would be granted from the date of entry grade or from the date of thew regular servlce/approved service counted under varlous service rules The benefits under MACPS would be available from the date of actual joining of the post in the entry grade.
5. In a case where a person is appointed to an ex-cadre post in higher scale on deputation followed by absorption. whether the period spent on deputatlon perlod would be counted as continuous servlce in the grade or not for the purpose of MACPS (i) Where a person is appointed on direct recruitment/deputation basis from another post in the same grade, then past regular service as well as past promotions/ACP, in the earlier post, will be counted for computing regular service for the purpose of MACPS in the new hierarchy.
(ii) However, where a person iS appointed to an ex-cadre post in higher scale initially on deputation followed by absorption, while the service rendered in the earlier post, which was in a lower scale cannot be counted, there is no objection to the period spent initially on deputation in the ex-cadre post prior to absorption being counted towards regular service for the purposes of grant of financial upgradation under MACPS, as it is in the same Pay band/grade pay of the post.
6. Whether the pay scale/grade pay of substantive post would be taken into account for appointment/selection to a higher post on deputation basis or the pay scale/grade pay carrying by a Government servant on account financial upgradation(s) under ACP/MACP Scheme The pay scale/grade pay of substantive post would only be taken into account for deciding the eligibility for appointment/selection to a higher post on deputation basis.
7. In a case where 1st/2nd~ financial upgradations are postponed on account of the employees not found fit or due to departmental proceedings, etc. whether this would have consequential effect on the 2nd/3rd financial upgradation or not. Yes. If a financial upgradation has been deferred/postponed on account of the employee not found fit or due to departmental proceedings, etc.. the 2nd/3rd financial upgradations under MACPS would have consequential effect. (Para 18 of Annexure-1 of MACPS referred).
8. In a case where the Government servant have already earned three promotions and still stagnated in one grade for more than 10 years, whether he would be entitle for any further upgradation under MACPS No. Since the Government servant has already earned three promotions, he would not be entitled for any further financial upgradation under MACPS.
9. Whether the pre-revised pay scale of Rs.2750-4400 in respect of Group ‘D’ non matriculate employees, would also be taken as merged to grade pay of Rs.1800 for the purpose of MACPS in view of merger of pre-revised pay scales of Rs.2550-3200, Rs.2610-3540, Rs.2610-4000 and Rs.2650-4000, which have been upgraded and replaced by the revised pay structure of grade pay of Rs.1800 in the pay band PB-1. Yes
10. If a Govt Servant on deputation earns upgradation under MACPS in the parent cadre, whether he would be entitled for deputation (duty) allowance on the pay and emoluments granted under the MACPS or not? No. While eligibility of an employee for appointment against ex-cadre posts in terms of the provisions of the RRs of the ex-cadre post will continue to be determined with reference to the post/pay scale of the post held in the parent cadre on regular basis (and not with reference to the higher scale granted under ACPS/MACPS). such an officer, in the event of his selection, may be allowed to opt to draw the pay in the higher scale under ACP/MACP Scheme without deputation allowance during the period of deputation, if it is more beneficial than the normal entitlements under the existing general order regulating pay on appointment on deputation basis.
11. Since the pay scales of Group “D” employees have been merged and placed in the Grade Pay of Rs.1800, whether they are entitled for grant of increment @ 3% during pay fixation at every stage. Yes. On the analogy of point 22 of Annexure-1 of MACPS, the pay of such Group “D” employees who have been placed in the Grade Pay of Rs.1800 w.e.f. 01.01.2006 shall be fixed successively in the next three immediate higher grade pays in the hierarchy of revised paybands and grade pays allowing the benefit of 3% pay fixation at every stage.

If a Govt Servant on deputation earns upgradation under MACPS in the parent cadre, whether he would be entitled for deputation (duty) allowance on the pay and emoluments granted under the MACPS or not? No. While eligibility of an employee for appointment against ex-cadre posts in terms of the provisions of the RRs of the ex-cadre post will continue to be determined with reference to the post/pay scale of the post held in the parent cadre on regular basis (and not with reference to the higher scale granted under ACPS/MACPS). such an officer, in the event of his selection, may be allowed to opt to draw the pay in the higher scale under ACP/MACP Scheme without deputation allowance during the period of deputation, if it is more beneficial than the normal entitlements under the existing general order regulating pay on appointment on deputation basis.
11. Since the pay scales of Group “D” employees have been merged and placed in the Grade Pay of Rs.1800, whether they are entitled for grant of increment @ 3% during pay fixation at every stage. Yes. On the analogy of point 22 of Annexure-1 of MACPS, the pay of such Group “D” employees who have been placed in the Grade Pay of Rs.1800 w.e.f. 01.01.2006 shall be fixed successively in the next three immediate higher grade pays in the hierarchy of revised paybands and grade pays allowing the benefit of 3% pay fixation at every stage.

News in short from central hqrs
*Revised recruitment rules for HSG I is being approved by DOPT. This will go to UPSC for formal approval. Our demand that entire 100% post of HSG I should be offered as promotion to HSG II officials has been considered.
*Revised recruitment rules for MTS ( Group D) has been approved and will be released within a fortnight. All the MTS posts will be filled up with GDS without any qualification shortly.
*Even though the direct recruitment of Postal Assistants has earlier been assessed as 12500, it has been crossed to 15000 now according to latest approval.
*The revised recruitment rules for PAs is also in progress. The provision of confirmation examination is being deleted in the revised rules. It may be approved before the end of the year.
*An internal committee has been formed to finalise the revised syllabus for LGO examination. The questions will be in objective type. The process is expected to be finalized before the end of this year.
*The membership verification results will be released shortly. All the affiliated unions are getting recognition with flying colours.
*A proposal for doubling the split duty allowance was already forwarded to MOF. Orders are expected shortly.
*Medical insurance to GDS may be released shortly.
*The Finance Ministry has approved the proposal of stepping of pay of senior PAs only with the direct recruits. The department will release the orders in next week providing stepping up of minimum pay of the direct recruits for those getting lesser pay as on 1.1.2006. The department has again pursued with MOF to extend the same to promotees also.
*Recruitment Rules for Assistant Manager in MMS finalized will be released shortly.

New Delhi, Sep 5 (PTI) The Central Administrative Tribunal has held that government employees on the verge of superannuation should not be disturbed merely because they have stayed for a considerably long period at a particular place.
The apex tribunal said that such a benefit should be extended to superannuating employees to retire peacefully at a particular place after years of dedicated service.
"Merely because the applicants have a long stay and the transfer order could not be implemented so far would not by itself constitute sufficient reason.
"There is an objective based on considerations of welfare behind such provision in the transfer policy as it would enable a person about to retire after a long and devoted service to make arrangements for settling down thereafter with his family, acquire a house if not already done," Member N D Dayal said.

DISCHARGE BENEFIT SCHEME (SDBS) FOR THE GRAMIN DAK SEVAKS
The department has today released orders on discharge benefits scheme which is in lieu of pensionary benefits and the existing severance amount scheme. This scheme is optional for the existing GDS employees and compulsory for those entering into service from 1.1.2011.The GDS who are left with only three years or less service shall not be eligible.
For opted to new scheme, the severance amount @ Rs.1500 per annum for every completed years of service will be added to the accumulated contributions at the time of discharge for annuitization.
Govt shall contribute Rs200/- and no recovery from GDS. The contributions shall be credited to the Trustee bank designated by the PFRDA.
Not eligible during Put off periods, Provisional appointments and substitutes.
On promotion, the accumulations shall be transferred under New Pension Scheme.
On attaining the age of 58,the GDS can withdraw 20% of the accumulations.
At the time of discharge 60% will be paid. 40% shall be invested for purchase a Life Annuity from Insurance Company.
On removal & dismissal no amount will be paid.
Option should be given before 30.9.2010. The full text of the orders scanned for every ones notice.

The ensuing sept 7th one day strike is going to be a lesson to both central and state Governaments sicnce all section of employees in state/central Govts, workers in all organised and unorganised sectors, formers, students and also all central trade unions in a massivce way going to participate in the 7th Sept one day strike. Govt has rethink its anti employees/ anti workers decissions, and also move its privatisation policies.
In Gudur Division all preparations have already been made for success of the strike and to that effect local meetings at Rapur, Podalakur, Chillkur centeres and a massive General body meeting at Gudur have been conducted.
We request all employees irrespective of cadre/banner to send strike declaration forms immediately. we are planning a massive rally on 7th Sept along with all striking employees/workers. Kindly make it success.

Sub: Request for settlement of pending staff grievances – Reg.
Sir,
The General Body meeting of the AIPEU Gr.C, Postmen & Gr. D, GDS unions held at Gudur on 29.08.2010 and the following long pending problems are brought to the notice of Supdt.of Post Offices for redressel. The meeting further noticed that in Sullurpet Sub Division, ;lot of problems are pending. It is requested to cause necessary immediate action to settle the grievances at the earliest possible.
1. The post of GDS MD, R.V.G.Palem (Mallam) is vacant due to the demise of the incumbent. The delivery work has been attached to the GDS MC of the said BO. Thus he is eligible for 2nd TRCA. Inspector Posts, Sullurpet did not respond to the union monthly meeting item No.6/2-10.
2. Likewise the case of GDS MC, Venadu BO (Union item No.6 (b)/2-10).
3. Grant of 2nd TRCA to GDS MD/MC, Manganellore BO a/w Sullurpeta SO. This is the union item of 5/6-08 and item NO.2 of 4-10.
4. Shifting of Kaluvoya PO building case. Inspector Posts, Sullurpeta is on additional charge of Podalakur sub division also up to 30.06.2010. But the Inspector Posts did not send single visit report even after repeated instructions from Divisional Office, Gudur.
5. MIS bills of Kaluvoya SO from 11/09 to 3/10 are with the then Inspector Posts, Sullurpet (incharge of Podalakur sub division up to 6/10) for want of verification.
6. Paid leaves of the under mentioned officials are yet to be issued by the Inspector Posts, Sullurpet (additional charge of Podalakur sub division up to 6/10) up to first half year ending i.e., 30.06.10 (Annexure enclosed).
7. PO building problems: Some part of Gundavolu and Kadivedu PO buildings have already been collapsed and the remaining portion also about to collapse. It is requested to shift the PO premises to alternate buildings. In the meantime, the officials working may be granted HRA.
8. i) Request to deploy7 one GDS post to Vellanti BO in order to give relief to both the BPMs of Kandamur and Vellanti, since both the BPMs are suffering a lot in attending to both BO bag conveyance and delivery work (Union item No.2/6-10).
ii) Request to deploy one GDS post to Chintavaram BO in order to remove delivery work from the BPM.
iii) Request to delete the delivery work to the BPM, Duggunta BO a/w Kalichedu SO within the present establishment as suggested by the union (This union memorandum dated 03.09.09).
9. Delay in settlement of compassionate appointment cases in Sullurpet sub division. Cases of:
a) Late R.Venu, Ex.BPM, Ramapuram BO a/w Tada (expired on 15.01.2009)
b) Late Sk. Khader Basha, Ex.GDS MC, Vinnamala BO a/w
Nayudupet SO (expired on 23.01.2009)
c) Late Y.Naguraiah, Ex.GDS MC, Karikdu BO a/w Mallam SO
(expired on 29.06.2009)
d) Late S.R.Mohanrao, Ex.BPM, Perimidi BO a/w Menakur
(expired on 06.10.2009)
e) Late M.Suraiah, Ex.GDS MC, Sirasanambedu BO a/w
Pellakur SO (expired on 20.05.2010)
10. Request for suitable instructions to all units in the division for remittance of full cash to one NREGS pay order at a time in order to avoid unpleasantness from the wage seekers.
11. Request to allow S/Sri I.Sudhirbabu, V.Ramanaiah, G.V.Ratnam to ensuing LGO examination on 10.10.10 since the officials concerned are not been responsible for late declaration of results of postmen examination held on 18.03.2007.
12. Request to direct all SDHs in Gudur division for issue of regular app0ointment orders to GDS officials pending since years together. Ex: Sri A.Kumar Raja, GDS Packer, Gudur Bazar appointed on 04.03.1998. But so far no order has been issued.
13. Requirements to Sydapuram PO building.
1) Water motor is not working. Water is getting from outside.
2) Window glasses have been broken.
3) Due to non-availability of sunshade to the back door of PO building, the
Wooden door is in insecurity condition.
4) White washing to the entire PO building required.
14. Request cause to provide minimum furniture like one chair, almirah, one table to Pernadu BO a/w Sriharikota SO and Lalapeta BO a/w V.K.Town SO, since at present nothing is available at the BOs.
15. Request cause suitable instructions to limit substitute arrangements within SO limits. For Ex: One GDS official ;brought from Vojili SO (Gudur South sub division) and ordered to work as GDS MC/MD, PCV Palem BO a/w Chillakur SO (Gudur North sub division, on account of which GDS staff at Chillakur SO/BOs are resisting.
