Mars Orbiter Mission: India becomes first country to enter Mars orbit in maiden attempt

>> Creating history, ISRO's Mars Orbiter Mission (MOM) on Wednesday successfully entered the orbit of the red planet. With this, India has become the first nation in the world to have enteredthe Mars orbit in the first attempt. ISRO's MOM is also the cheapest such mission till now.

>> Indian Space Research Organisation's Mars Orbiter Mission (MOM) spacecraft started orbiting the red planet at 7.47am, but it was only 12 minutes later —because of a time delay in radio signals travelling the 680 million km -- that scientists at Isro Telemetry, Tracking and Command Network in Bangalore, could erupt in joy as Prime Minister Narendra Modi stood a happy witness.

>> The scientists had waited for more than 300 days as MOM journeyed on through space, but the last 54 minutes were virtually unbearable. For, it was during this period that the orbiter first reoriented itself and then fired its engine and thrusters for about 24 minutes to get into the Mars orbit.

>> Prime Minister Narendra Modi congratulated the Isro scientists over the success. "MOM never disappoints," he told applauding scientists at the Isro Telemetry, Tracking and Command Network in Bangalore. "India is the first country to get this right in the first attempt," he said.

>> With MOM successfully entering the red planet's orbit, ISRO on Wednesday also launched the MOM's official Twitter handle, @MarsOrbiter.

>> With the success of Mars Orbiter Mission (MOM), India has joined the United States, European Space Agency and the former Soviet Union in the elite club of Martian explorers.

>> Interestingly, India's MOM is also the world's cheapest inter-planetary mission costing around Rs 450 crores or 74 million USD, which is a tenth of NASA's Mars mission MAVEN that entered the Martian orbit on September 22.

>> It aims to study Mars' surface and mineral composition, and scan its atmosphere for methane with the help of scientific instruments.

Sub: Grant of extension/re-employment to Central Government servants beyond the age of superannuation

Attention of all the Ministries/Departments is invited to the Government of India(Transaction of Business) Rules which prescribe that the ACC is the competent authority to decide the cases of extension in service beyond the age of superannuation.

Attention is also invited to DoPT’s OM. No. 26012/6/2002-Estt, (A) dated 09.12.2002 on the subject mentioned above laying down instructions/criteria for grant of extension in service to the categories of personnel referred in proviso to F.R. 56(d). The ACC has observed that in sorne of the cases, the Departments are not taking timely action to reconstitute the Departmental Peer Review Committee (DPRC) and are unilaterally extending the service of the officers beyond the age of superannuation without first obtaining approval of the ACC.

2. It has also been observed that Ministries/Departments often submit proposals late to the EO Division as a result of which submission of cases for consideration of the ACC also gets delayed.

3. In view of the above, all the Scientific Ministries/Departments are hereby advised to take timely action for constitution of the DPRC for considering the cases for extension

of service of specialists in medical or scientific fields, beyond the normal date of superannuation and ensure that proposals seeking approval of the ACC be invariably submitted at least two months in advance of the date of superannuation.

4. It is also reiterated that in absence of specific approval of ACC towards extension of his services beyond the date of superannuation, an officer should stand retired on his date of superannuation and under no circumstances should the Ministry/Department concerned extend his services beyond superannuation unilaterally without the approval & ACC.

Sub: Live testing of Speed Post Cash on Delivery (SPCOD) facility

This is regarding live testing of Speed Post Cash on Delivery (SPCOD) articles. Circles were asked to expand the SPCOD facility to all the delivery Post Office by 31.08.2014, which has been extended upto 01.10.2014.

2. It is noticed that most of the delivery Post Offices are not having the awareness & comfort level to handle the SPCOD articles. In this regard, it has been decided to run a test for enabling the SPCOD facility to all delivery Post Offices. A test plan has been formulated for implementation w.e.f. 22.09.2014 and which should be completed by 26.09.2014. The details of the test plan is attached herewith alongwith the barcode series to be used for the test. The detailed barcode numbers are also attached in the excel file.

3. Live testing necessitates booking of dummy transactions to the delivery Post offices. The amount incurred for booking of the SPCOD article and the amount collected after delivery of the dummy articles have to be charged under UCR/UCP respectively in the Post Offices as per attached test plan.

4. It is requested to execute the test plan w.e.f. 22.09.2014 in accordance to test plan & should be completed by 26.09.2014. It is also requested to identify a Nodal Officer in the Circle, who will monitor the testing and send a report to BD & M Directorate and CEPT, Mysore by 30.09.2014. In case of any issues, CEPT Mysore may be contacted at the helpdesk.

Bureaucrat can't be victimized for crtiticising Govt: SC

New Delhi: A bureaucrat cannot be victimized for criticising Government before a judicial forum, as it does not amount to service misconduct, the Supreme Court has said while slapping a fine of Rs. 5 lakh on Centre and UP government forharassing an IAS officer who approached it on the black money issue.

“The right to judicial remedies for the redressal of either personal or public grievances is a constitutional right of the subjects (bothcitizens and non-citizens) of this country. Employees of the State cannot become members of a different and inferior class to whom such right is not available,” the bench headed by justice J Chelameswar said.

The bench, also comprising Justice A K Sikri said it is “astounding” that Centre and the state government consider that a complaint to the apex court of executive malfeasance causing debilitating economic and security concerns for the country amounts to inappropriate conduct for a civil servant.

“We are at a loss to comprehend how the filing of the writ petition containing allegations that the Government of India is lax in discharging its constitutional obligations of establishing the rule of law can be said to amount to either failure to maintain absolute integrity and devotion to duty or of indulging in conduct unbecoming of a member of the service,” the bench said.

The bench said that the Constitution declares India as a sovereign democratic Republic and “The requirement of such democratic republic is that every action of the State is to be informed with reason. State is not a hierarchy of regressively genuflecting coterie of bureaucracy.”

HC rectifies its own order on RTI

Chennai: he Madras High Court today rectified a portion its own order of September 18 in which it had said the person who seeks information under RTI should state the reason for doing so.

“An applicant making a request for information shall not be required to give any reason for requesting the information or any otherpersonal details except those that may be necessary for contacting him,” the bench, comprising Justices N Paul Vasanthakumar and K Ravichandrababu, said.

The bench noticed it had made an error in its September 18 order and rectified it today saying Section 6(2) of the RTI Act, 2005, does not say that the person seeking information has to submit details.

Shailesh Gandhi, former Chief Information Commissioner and prominent RTI activist, said the Madras High Court’s order on September 18, infringes on a person’s constitutional rights.

“RTI stems from Article 19(1)(a) of the Constitution, which deals with freedom of expression. By this logic, the court would want a citizen to give reasons for speaking or writing. The Madras High Court order on September 18, goes against the spirit of the RTI Act and the constitutional guarantee of freedom of expression,” Gandhi said.

On September 18, the court had quashed an order of the Central Information Commission, Delhi,directing it to give information to one B Bharathi of Puducherry on some administrative matters of the judiciary, saying it cannot be given as per various orders of the Supreme Court and High Court.

“Furnishing of those information cannot be brought under the purview of the RTI Act as such information pertain to the internal intricate functioning/administration of High Court and such information has no relationship with any public activity or interest,” the bench had said.

“Doing so would hinder the regular, smooth and proper functioning of the institution, unnecessarily warranting scrupulous litigations”, it had said and set aside the matter.

The bench had given the order on a petition filed by the Public Information Officer who is also the Registrar.

Bharathi had made applications under the RTI Act, seeking various informations, including action taken on his complaint against Chief Metropolitan Magistrate, Egmore, details of recruitment rules for the post of Registrar General of High Court and details of action taken on earlier application regarding the appointment of Registrar General.

The PIC had said Bharathi was called upon to peruse files on action taken on his complaint against CMM. He was also informed that the complaint was closed.

Bharathi had filed a petition on these matters for which the Court Registrar (Vigilance) also informed him on August 21 about the action taken on his complaint against the CMM.

He had sought the contents of the file and minutes of the judges meeting which was refused to be given.

Working long hours may trigger diabetes - NEWS

London: People in low-status, poorly paid jobs who work 55 hours or more a week are 30 per cent more likely to develop Type 2 diabetes than those putting in 35 to 40 hours, a new study has warned.

Mika Kivimaki, Professor of Epidemiology at University College London, UK, and colleagues conducted a systematic review and meta-analysis of published studies and unpublished individual-level data examining the effects of long working hours on type 2 diabetes.

Analysis of data from 4 published studies and 19 studies with unpublished data involving 22,2,120 men and women from the US, Europe, Japan, and Australia who were followed for an average of 7.6 years, found a similar risk of developing type 2 diabetes in people working more than 55 hours a week compared to those putting in a normal 35 to 40 hour week.

However, the researchers noted significant differences when the results were looked at more closely.

Further analyses revealed that individuals doing low socioeconomic status jobs who worked 55 hours or more per week had a roughly 30 per cent increased risk of developing diabetes compared to their counterparts who worked between 35 and 40 hours a week, even after taking into account health behaviours such as smoking and physical activity, and other risk factors including age, sex, and obesity.

This association remained strong even after excluding shift work, which has been shown to increase the risk of obesity and developing type 2 diabetes.

Researchers said further study is needed to identify the underlying mechanisms for the association between long working hours and diabetes in people doing low socioeconomic status jobs.

They suggest a number of possible explanations, including working disruptive schedules that leave little time to take part in health restoring behaviours such as sleeping, unwinding, and exercise.

“The pooling of all available studies on this topic allowed us to investigate the association between working hours and diabetes risk with greater precision than has been previously possible,” said Kivimaki.

“Although working long hours is unlikely to increase diabetes risk in everyone, health professionals should be aware that it is associated with a significantly increased risk in people doing low socioeconomic status jobs,” Kivimaki said.

The study was published in The Lancet Diabetes & Endocrinology.

Subject:- Procedure for booking of air-tickets on LTC- Clarification reg.

The undersigned is directed to refer to the conditions laid down by this Department’s O.M. No. 31011/4/2014-Estt.(A.lV) dated 19th June, 2014, as per which the Government employees are required to book the air tickets directly from the airlines (Booking counters, website of airlines) or by utilizing the service of Authorized Travel Agents viz. ‘M/S Balmer Lawrie & Company’, ‘M/s Ashok Travels & Tours’ and ‘IRCTC’ (to the extent IRCTC is authorized as per DoPT O.M. No. 310111612002-Estt.(A) dated 02.12.2009) while undertaking LTC journey(s).

2. The matter has further been reviewed and it is clarified that the web-portal of authorized travel agents, namely M/s Balmer Lawrie & Company Ltd., M/s Ashok Travels & Tours and IRCTC will also be treated as an acceptable mode for purchase of air tickets on LTC. However, booking of air tickets through web-portals of these authorized agents would also be governed by the provisions of Department of Expenditure’s O.M. No. 19024/1/2012-E-IV dated 5th September, 2014 which are as under:

(i) No feel service charges (by whatever nomenclature), which are not included in the ‘tariff’ charged by Air-India/airlines, are required to be paid to the aforementioned authorised travel agents.

(ii) As far as possible, air tickets on Government account may be obtained directly from the Air India/Airlines (booking counters/offices/websites) and if obtaining tickets directly from Air India/Airlines is not possible, should the services of authorised travel agents be availed of.

3. All Ministries/Departments are advised to bring these guidelines to the notice of all their employees.

Sub: Delay in release of orders for DA increase from 1st July, 2014 - regarding.

The Government has approved and accordingly orders for DA increase to the level of 107% had been released by the Finance Ministry that had been circulated by several Ministries for serving employees. However, it is surprising to note that the same DA increase to Central Government Pensioners is yet to be released by the Ministry of Pension and Pensioners Welfare. The usual quickness with which the Pensioners Ministry used to circulate the orders for DA increase is absent this time. The delay is causing the senior citizens to worry. We therefore request you to intervene and cause release of the said orders immediately.
