Dear Friends and Comrades,
The Secretary, Department of Posts, along with the other Members of the Postal Services Board and Senior officers held discussion with the Central JCA Leaders on the Charter of demands on 06.06.2011 and 07.06.2011 at Dak Bhawan. On 6th some of the items in the charter was discussed. 7th discussion was mainly confined to the issues relating to the mails. The Postal Board took a stand that the reorganization initiated in the mails sector such as speed post hubs, first class mails hubs, delivery hubs etc are to be continued and they sought the full cooperation of the staff side. The staff side made it clear that we strongly oppose the implementation of speed Post hubs, first class mails hubs, delivery hubs etc which are being implemented as per Mckinsey recommendations. We made it clear that public mail is being badly delayed and the confidence of the public is eroding day by day due the unscientific restructuring of mails sector. The Postal Board went on repeating its arguments justifying the hub experiment. No consensus could be arrived AND HENCE THE TALKS FAILED.
The Central JCA leaders met after the discussion and took the following decisions.
1. No compromise can be made on issues affecting the very existence of the Postal Department. No closure of any office or introduction of Mckinsey recommendations in the mails sector such as hub system can be allowed as it will completely ruin the Postal department and will facilitate for the growth of private courier services.
<!--[if !supportLists]-->2. <!--[endif]-->Other demands of the charter of demands should also be settled to the satisfaction of the staff side.
3. The strike preparations should be intensified in all circles and divisions.

<!--[if !supportLists]-->5. <!--[endif]-->All India Joint Convention of JCA on 19.06.2011 at Chennai should be made a grand success. All Circle secretaries of NFPE, FNPO and GDS Union and also All India office Bearers should attend the All India Convention without fail. The New Pension Scheme for private citizens, who were allowed to join since May 2009, gave better returns than the one for government employees, which started from 2004 onwards.

For most fund managers, it was the corporate bond and government securities that gave more returns than equities.

On an average, the returns for private accounts were around 11% for 2010-11, which is less than one percentage point less than what NPS offered to private citizens in 2009-10.

While Kotak Mahindra Pension Fund gave the highest return in equities, SBI Pension Funds gave the highest returns in corporate bonds.

UTI Pension Fund gave the highest returns in government securities. For central government employees, the NPS has a return ranging between 8.05% to 8.45%, which is less than the 9.5% given by Employees Provident Fund Organisation.

Interestingly, the returns for state government employees were more than for the central government, which were between 9.88-11.34%.

For private citizens, up to 50% of their corpus can be invested in equities and the rest in government securities and corporate bonds.

For government citizens, only up to 15% of the total corpus is allowed to be invested in equities.

At present, the contribution amount of Government Employees is invested in the proportion of 33%, 32% and 35% amongst SBI, UTI and LIC respectively.

Upto May 2009, the allocation was 55%, 40% and 5% for SBI, UTI and LIC respectively. Then, it has been changed to 40%, 31% and 29% in SBI, UTI and LIC respectively on May 2009. In June 2010 it was again changed to the present allocation ratio of 33%, 32% and 35% SBI, UTI and LIC respectively.

The contribution amount is allocated as per the Government guidelines. According to the Fund Manager performance (reviewed by Ministry of Finance), the allocation ratio may change in the future.

Subject: - Extension of PPF Scheme up to Post Offices with sanctioned strength of 2+1 ('A' class post office) w.e.f 1.7.2011.

Sir / Madam,

The undersigned is directed to say that PPF Scheme was introduced by the Government through PPF Act 1968 and was initially made operational through designated bank branches. The Scheme was introduced up to Head Post Level w.e.f 1.1.1979 and further extended up to LSG Post Offices w.e.f 1.7.1988. A review has been undertaken in this office to expand its operations to other Post Offices and it has been decided to expand the operation of this scheme up to 'A' class post offices i.e where one SPM and 2 PAs are sanctioned

2. The scheme will be made operational in such post offices w.e.f 1.7.2011. It is pertinent to mention that the scheme is a centralized one under which second set of data is to be maintained in SBSO at HPOs like savings account and all functions like Opening of account, registration of nomination, Interest Calculation, Sanction of Loan, Sanction of Withdrawal, Closure Sanction etc. are to be done at HPO level.

3. It is requested to circulate this letter to all Head Post Offices and 'A' Class post offices along with sufficient copies of all related forms/ledgers so that no one can find it difficult to make the scheme operational. It may also be ensured that working strength of such post offices may not become single handed at any point of time. Copy of PPF Rules framed by Min. of Finance under PPF Act 1968 and PPF operative rules given in POSB Manual Vol-I are enclosed for circulation to such post offices.

Important information for persons making application for allotment of PAN (Form 49A)
Do's and Don'ts
Do's :-
Do use 'Form 49A' for making application for allotment of PAN.


Do fill the application in block letters in English and preferably with black ink.


Do paste a recent colour photograph (size 3.5 cm X 2.5 cm).


Do provide the signature within the box.


(If thumb impression is put on the application form, do get the thumb impression attested by Magistrate or a Notary Public or a Gazetted Officer, under official seal and stamp.)


Do provide correct AO code in the application. Do specify AO code as below if applicant is a defence employee (Army - PNE W 55 3, Navy - MUM W 11 8, Air Force - DEL W 72 2) Do attach Proof of Identity (POI) and Proof of Address (POA) as per Rule 114 (4) of Income Tax Rules, 1962.


Do provide the POI and POA which have name exactly as written in the application.


Do provide details of Representative Assessee in column 14 of application form, if applicant is Minor, Idiot, Lunatic or Deceased.


Do provide POI and POA for Representative Assesse also, if Representative Assessee is appointed.


Do write the complete postal address in the application with landmark.


Do mention correct pin code in the address field. Do mention telephone number / e- mail id in the application.
Don'ts :-
Do not overwrite or make corrections in the application.


Do not pin or staple the photograph. Do not sign across the box (i.e. signature should be within the box) Do not provide POI and POA which are not in the name of the applicant.


Do not write any additional details (date, designation, rank, etc.) along with the signature in the box.


Do not mention Husband's name in the Father's Name column. Do not use initials in first and last name field. Do not apply for a new PAN if you already have one.

Subject: Proposals for relaxation

This Department has been receiving a number of proposals seeking relaxation in Recruitment Rules. It has been noticed that in a number of cases the proposals are not referred through a self-contained note leading to confusion/ ambiguity.

2. It is requested that the proposal for relaxation should consist of a self contained note indicating the name of officers, batch, period of relaxation1 shortfall, and justification for the same duly approved by competent authority. Reference to DOPT should be made at the level of Joint Secretary. The signed and issued copy of Seniority List of the grades and dully filled in Annexure IV in prescribe proforma may also be furnished with the proposal.

3. It is also requested that in addition to sending the hard copy of proposals. the proposals of relaxation may also be sent by email at usrr@.nic.in for the level of Senior Administrative Grade and above.

10 LAKH POSTAL SAVINGS BANK ACCOUNT-HOLDERS ARE EXPECTED TO BENEFIT-CHENNAI GPO IS ONE OF POST OFFICES WHERE THE POSTAL DEPARTMENT WILL SET UP AN ATM

CHENNAI: The Department of Posts will soon set up automated teller machines (ATM) in Chennai GPO and eight head post offices in the city and surrounding areas for its savings bank customers.

Officials of the postal department said that steps are being taken to earmark sites measuring 80 sq. ft. at the post offices. The eight HPOs are: Anna Road, T.Nagar, Mylapore, St.Thomas Mount, Park Town, Ambattur, Avadi Camp and Tambaram.

Post Master General (Chennai City Region) M. S. Ramanujam said that measures are under way to computerise the transactions of the savings account as part of the department's move to provide core banking solutions. The civil work for establishing the ATMs would begin in about two months. Customers would be able to make use of the facilities by the end of the current fiscal.

Nearly 10 lakh account holders in the nine post offices are expected to benefit from the 24-hour ATM facilities. Once the facility is in place, customers need not spend time waiting at the counters to withdraw cash. With the postal banking services popular among senior citizens, the ATMs would be immensely beneficial to them.

This would also help in cutting down the transaction cost for the department. The Department of Posts is in the process of floating tender seeking bids from ATM equipment suppliers as the facility is being introduced in various postal circles in many States.

Officials of the postal department said that the ATMs to be installed in the HPOs could also be eventually used by the customers who hold accounts with banks. The facilities would be governed by the guidelines prescribed by the Reserve Bank of India.
Such ATM facilities would be set up in the nearly 100 head post offices across the State. The department also plans to extend the service in other post offices across Tamil Nadu in a phased manner depending on the customer response, the officials added.

Subject- Nomination of qualified candidates of Stenographer Grade C Limited Departmental Competitive Examination (LDCE), 2009

The under signed is directed to say that based on the results of the above mentioned examination, the staff selection commission SSC has recommended 63 candidates (General 57 and SC 6) for appointment to the Stenographer Grade C for the select list year 2009. The examination dossiers in respect of 50 qualified candidates have been received from SSC till now. Out of these 50 candidates 6 candidates have already been appointed as Grade C stenographer on regular basis. The nomination of 2 candidates has been deferred till further orders. The remaining 42 candidates are here by nominated to cadre units of CSSS as shown in the Annexure.
2. Before the nominated candidates are appointed, the cadre units are requested to ensure
i.Verification of the particulars finished by the candidates in the dossiers with the original entries in their respective service books.
ii.Availability of vigilance clearance
3. The unfilled vacancies reserved for ST category may be carried forward to the subsequent select list year in accordance with the extant instructions/rules, as SSC has not recommended any candidate against vacancies reserved for ST category.
4. It is requested that the nominated candidates may be relieved immediately for appointment as in the Steno Grade C nominated cadre units.These nominated candidates may be included in the select list of Steno Grade C of CSSS for the year 2009 in the manner indicated in the CSSS rules,1969. Copies of their appointment orders may be endorsed to this department and the SSC.The dossiers of nominated candidates are forwarded here with for keeping the same as part of their service books.
5. Receipt of this O.M. together with the enclosure may be acknowledged.
