7th Pay Commission - Cabinet may take
New Delhi: With the same dilemma that the Seventh Pay Commission employees took as much pleasure, they also surrounded the central staff. Since its entry into force by expressing its displeasure over several issues employees. Given the anger of employees on issues ranging from the minimum wage to several aliases, the government tried to solve the problem by making the committee. A committee of three committees were created went to the allowance. The committee, chaired by Finance Secretary Ashok Lavasa, has so far held about 15 meetings and on the 6th day, the final round of talks between the representatives of the staff and representatives of the government ended in this committee.
Shiv Gopal Mishra, the convenor of the NCJCM joint working group of the employees' organizations, told NDTV that the final meeting of the Alliance Committee was held on Thursday, after which there will be no further discussion on this issue. Mishra told NDTV that the committee will now submit to the Cabinet a report in a couple of days. As it may also submit a report to that meeting occurring cabinet next week is going. After the decision in this meeting, there can be good news for central employees.
It is noteworthy that the report of the committees should have come in four months but due to delay, the central employees are angry. In this regard, the leader of the staff Shiv Gopal Mishra also met the cabinet secretary and apprised the government about the feelings of the employees.
Shiv Gopal Mishra had earlier told that the date was also met on 3 rd day by the Railway Minister. In this meeting, information was given to other senior officials, including railway minister, about the heavy rage of railway employees' allowances, minimum wage and fitness formula, NPS and pensions.
Let us state that there is confusion about the number of allowances given to the Central employees by the 7th Pay Commission. The Narendra Modi government had approved the recommendations of the Seventh Pay Commission in 2016 and implemented the report of the 7th Pay Commission from 1 January 2016. However, due to disagreements over many issues with allowances, these recommendations were not fully implemented.
For information, please inform that before the seventh pay commission, the central staff were entitled to 196 kind of allowances. But the seventh pay commission ended many auctions or added them, after which only 55 vacancies were left. All employees have the right to end several auctions. Because many alliances have not yet been implemented and employees have not got their direct benefit, then employees feel that the report of the Pay Commission has not yet been implemented.
So far, after the displeasure of the employees about the recommendation of the 7th Pay Commission, the government had announced the formation of three committees to resolve the issues raised. In the report of the Seventh Pay Commission, a committee related to the dispute concerning the alaunas, the second committee was formed with respect to the pension and the third committee about the alleged discrepancies in the pay scale.
The most important committee is formed with discrepancies. The name of this Anomaly Committee has been given. The same committee has a minimum pay scale issue. The issue of minimum pay scales of 4th class employees is also the issue of this third committee. This committee is talking to employees organizations who demand minimum wage scales. This committee has been constituted under the chairmanship of Finance Secretary. The committee comprises secretaries of six ministries.
It is notable that the employees' organization towards the employees has demanded that HRA be decided on the basis of the old formula. The organization has asked the secretaries' committee to resign the transport allowance according to inflation. The organization has demanded that the allowances given for children's education should be kept at least 3,000 rupees. The organization has also demanded the amount of medical allowance to be Rs 2000. The organization has also said to the government that recruitment of all the alliances which have been terminated by the seventh pay commission will be reconsidered.
It is believed that the government has divided the transport allowance (travel allowance) into two parts. A CCA and the other is the TA given as the undo. It will be payable like the fifth pay commission, it is believed. It is also being said that they will be separated from the DA and it will be fixed on the fixed slab rate.
The most important question still remains that the government has acknowledged how long the HRA will be given. This question is still harassing employees. Whether this rate has been implemented from 1.1.16 or it will be applicable from 1.4.17. As far as the employees are concerned, they have been demanding that it be implemented from January last year and the government had received a warning sometime ago that all the disputed aliens would be implemented from April 1, 2017.
For information, please inform the employees that the HRA is to be fixed on the basis of the old formula or its rate increases. Central employees say that according to the formula currently fixed, HRA employees are starting to get lesser than before.

It is notable that the Joint Organization of the staff, NJCA, had asked the rate of 60%, 40% and 20% respectively in the memorandum related to their demand before the Commission formed. The organization alleges that the commission had completely rejected the demand of the employees. They say that the Pay Commission has reduced this rate even by the Sixth Pay Commission. They say that because it has been associated with the DA, it will only increase if the rate of DA increases to a fixed percentage.
