TRANSFER POLICY

Will the Minister of COMMUNICATIONS AND INFORMATION TECHNOLOGY be pleased to state:-
(a) whether there is a 
transfer policy in place in the postal department;
(b) if so, 
the details thereof;
(c) whether there is a disparity among the civil wing employees and postal employees in the 
case of transfer policies; and
(d) if so, 
the action taken by the Government in this regard?



ANSWER

THE MINISTER OF STATE IN THE MINISTRY OF COMMUNICATIONS AND INFORMATION TECHNOLOGY (DR. (SMT.) KILLI KRUPARANI)

(a) Yes, Madam. 

(b) The Department of Posts has issued Transfer Policy for the officers of the Indian Postal Service, Group ‘A’ vide OM No. 4-9/2011-SPG dated 04.04.2011 and subsequent modifications vide OM dated 29.03.2012. Department has also issued Transfer Policy for officers/officials other than the officers of Indian Postal Service, Group ‘A’ vide letter No. 141-141/2013-SPB-II dated 31.01.2014. The Postal Civil Wing has issued Transfer Policy for the Civil Wing employees vide their OM No. 4-4/2007-CWP/1016 dated 12.10.2012. Apart from other provisions, the main provisions in these Transfer Policies are post and station tenures, which are of four years and six years respectively unless and otherwise specified differently.
(c) Broadly, the Transfer Policies are same. However, there are minor differences on certain parameters due to nature of job, varied jurisdiction, size of cadre etc.


(d) No action is required in view of reply to (c) above.
