Investor rush to lock into high rates crashes computers at Post Offices


MUMBAI / NEW DELHI: Computer systems of post offices across the country have been hit by unprecedented year-end rush to open new public provident fund and senior citizen scheme accounts and deposit money in existing accounts, prompting the government to order contingency measures such as acceptance of deposits offline.

On Monday, the computer system connecting the country's 20,500 post offices — which reopened after a four-day holiday — witnessed a major slowdown, prompting the new set of instructions that speeded up processing. There were fresh glitches on Tuesday that inconvenienced depositors but officials said the problem was resolved by late afternoon. A fresh set of instructions on accepting reinvestment would be issued on Wednesday.

While there is always a year-end rush to claim tax benefits on investments, this time the problem is more acute due to the four-day holiday and the government's decision to lower interest rates on small saving schemes by more than a percentage point in some cases. With those putting money in Monthly Income Scheme, Senior Citizen Schemes or National Savings Certificate assured of locking in their investment at a higher rate for the next few years, the queues are longer this year.

Adding to the post office woes was the fast rollout of core banking platform across the country, which had been facing problems as it had not yet stabilized. The post office has been migrating all savings accounts on to the core banking system. The number of computerized post offices has increased to 12,000 in December 2015 from 2,000 at the end of December 2014. And in the last two-and-a-half months, it has grown to 20,000 from 12,000.

"We have allowed all post offices to accept deposits offline. This will free up a lot of capacity for withdrawals and reinvestment, which need to be checked from the system. We are trying to ensure that we are able to deliver service to everyone," said L N Sharma, India Post's deputy director general in charge of financial services. He added that any investor who faces a problem should contact the Superintendent through the post office as systems have been put in place to escalate the problem at the department of posts.

Customers in various states, including Maharashtra, Delhi, Gujarat, Telangana, Himachal Pradesh and Madhya Pradesh, complained of computer downtime in post offices. "It looks like the post office is also having some problem with reconciliation of their numbers. Several people have received communication asking them to check whether interest is being correctly credited into their accounts," said a small savings agent.

Some customers have complained that their names were inputted incorrectly resulting in reviving certificates with spelling mistakes. There were concerns that this could lead to problems while withdrawing funds a decade later. In Maharashtra, the Postmaster General at Pune said that the Finacle core banking system, set up by Infosys, was experiencing problems due to which members of public were facing difficulties in conducting their transactions.

The AIPRPA CHQ had on 16th March sent email to Secretary Posts for intervention to cause to order payment of pension manually to all Pensioners in the background of Finacle in POSB will not work on 1.4.2016. Incidentally last year there was a huge delay as the 1st April was followed by two more days of holidays. We learnt that NFPE and some Circle Unions of NFPE have taken up the issue of payment to employees and pensioners. In the meanwhile the Circle Administration as like Tamilnadu Circle has issued orders for payment of salary to employees manually on 1.4.2016. On coming to know of this order of the Chief PMG the AIPRPA CHQ emailed to Secretary P for her intervention once again. The Pensioners who are a larger section are also to be paid their pension on 1.4.2016 through manual process that can be later adjusted with the SB Accounts electronically. Taking the situation into consideration, the AIPRPA CHQ calls upon all its States and District / Divisional Organizations to organize a protest demonstration in front of HPOs / Divisional Offices at a time of their convenience on 1.4.2016 to show our discontent towards the attitude of the Postal Administration that is not taking the issue of Pensioners seriously on the matter of payment of pension along with the Postal Employees.

Hold Protest Demonstrations – Take the support from all Service Unions / Associations – Invite the leaders of Service Unions also to the Demonstrations – Show our strong sentiments to the Postal Administration – Inform the CHQ about the demonstrations held and the situation in their respective places – Inform all Pensioners telephonically to assemble on 1.4.2016 for the demonstration as there is no time to issue any Notices!

Kindly refer to our earlier email dated 16.03.2016 on the issue of payment of pension to pensioners manually due to non-functioning of finacle in POSB on 1st April. It is reported from several divisions of Tamilnadu Circle that manual pay disbursement to serving employees has been ordered by the Chief PMG whereas the Pensioners are not included for manual payment. This Association is not clear as to whether the orders of the Chief PMG Tamilnadu Circle is independently issued by him or at the behest of the Postal Directorate on this issue on an all India basis. However, this Association of Postal and RMS Pensioners is very much disappointed to find that a discriminatory treatment is being shown to pensioners. The Pensioners all over India are very much in distress at the non-inclusion of manual payment of pension to them on 1st April this year also. This Association urges your immediate intervention to cause to set right the matter.

Tamilnadu Chief PMG issued orders for manual payroll pay disbursement to serving employees on 1.4.2016 as Finacle will not work on that day. Earlier AIPRPA CHQ emailed to Secretary P requesting for such manual pension payment to pensioners. NFPE has written to Directorate for similar payment to both employees and pensioners. However the orders of Tamilnadu Chief PMG is reportedly silent on pensioners. All State General Secretaries and CHQ office bearers are requested to intervene and check the situation in their respective states. CHQ is sending an urgent email to Secretary P now. CHQ wants to know the opinion of CHQ office bearers and State GS as to whether we can organize protest demonstrations in all divisions on 1.4.2016 if pensioners are not covered and discriminated? Slow servers hamper postal services

The financial services offered by postal department through ‘Core Banking Solution (CBS)’ get caught up in poor connectivity problem.
 
The CBS is a system in which account records of customers will be maintained centrally across branches in the nation and accessed through internet whenever there is a transaction or enquiry. This is the system followed in commercial banks.
 
The CBS is being introduced in all branch and head post offices of the nation. In Tiruvannamalai division, Tiruvannamalai Head Post Office was the first office to be connected in CBS on 20 October 2014. Then Arani Head Post Office was connected to CBS. Gradually other post offices were also converted as CBS branches. Out of 74 offices in the district including 72 branch post offices and two head post offices 68 are brought into CBS network. The last office to be converted to CBS was Thellaru Branch Office that was in December 2015.
 
Though almost all but six offices were brought under CBS, the technology that replaced the conventional account maintenance system turned bane instead of a boon. Reason: inconsistent and slow connectivity. Poor processing speed due to low server band width when compared to the volume of data processed, expansion of network and growth of customer base.
All the financial business done in a CBS branches including savings account, fixed account, recurring deposits, bonds like National Savings Certificate, Kisan Vikas Patra, Sukanya Samriddhi Scheme as well as Postal Life Insurance schemes will have to depend on network.
 
An employee said, “for example a customer comes in and wants to deposit some money in his savings account or withdraw money or want to encash his/her NSC bond we need to open their account records using specific software called pinnacle and with the help of the internet. If the record takes time to open or struggles to open customer has to wait. The wait extends from minutes to hours.
 
“When we say network is down, they ask us when will be it be back. But we are not certain about it ourselves and we are not able to tell them,” a staff said on the condition of anonymity.
 
“Even when network is ok, it takes much time to process when we enter figures. Some time it takes till late in the night before employees finish with the system. At a time pressure was high from higher ups to start more accounts we feel helpless dealing with poor system,” said another employee.

7th Pay Commission: Central Govt Employees Term It Discriminatory

New Delhi: Expressing deep grievance at the proposed pay scales of 7th Pay Commission, central government employees said on Sunday, virtually it would further deprive them financially let alone increase salaries compared to benefits offered to civil services officers.

“It will just further widen the discrimination between others central government employees and civil services officers,” said a central government employees’ association leader.
 
It is absolutely an erroneous statement disseminated in the public domain that the pay will hike 30 percent of all central government employees, he said.
 
“The pay scale of 7th Pay Commission will benefit the salaries of only IAS, IPS, IRS and other services’ officers while Group B and C, who constitute 85 percent of all central government employees, will have no such benefit,” he added.

Nigerian man arrested in India for using postal services to smuggle drugs

A certain Nigerian man, Frank William, has been arrested by India’s Narcotics Control Bureau, NCB, in a joint operation with the Anti-Narcotics Cell, ANC in South Mumbai for his involvement in smuggling and peddling of cocaine in the city, The Times of India City reports.
William reportedly belongs to an international drug racket, using postal services to smuggle drugs and contraband.
The cocaine found in is possession when he was arrested at the weekend, weighed 600gm and was worth between Rs 4 crore and Rs 4.8 crore( $640,000-$719,500) and concealed in the axle of a vehicle that was sent via post from Latin America.
Confirming the arrests, Dhananjay Kulkarni, DCP, Detection, Mumbai police said the NCB received a tip-off that a parcel containing drugs was to arrive in India.
Kulkarni said the NCB tied up with the postal services and ANC and trailed the consignment for nearly a week as it passed through two to three countries.
When the parcel reached a post office at Khoparkhairane in Navi Mumbai, the officers laid a trap and arrested the Nigerian, when he came to collect it.
“We could have stopped the parcel at the Foreign Post Office as all post parcels are routed through it but we played along so we could reach the recipient.
The demand for cocaine is increasing in the city,” Kulkarni said, adding that international drug peddlers send parcels through postal services or courier companies and provide the wrong KYC and address of the recipient.
The Zonal Director of NCB, Sanjay Jha, speaking on the incident, said “They (drug peddlers) track the parcel online. When it reaches its destination city, it lies at the post office as the address is wrong.
“The recipient then picks it up from the post office.
“We have apprised the postal department to install CCTV cameras and collect carbon copies of the ID proofs and Know Your Customer, KYC of the sender and receiver.
“The customs department said that it is not possible to scan all parcels sent to India through courier services.
“The sheer volume makes it difficult. So, we carry out random checks,” Jha added.
The report claims that the NCB had recently written to the postal authorities and even private courier services asking them to insist on verifying the KYC of the parcel sender and receiver.

REVISED DOCUMENT SENDING PROCEDURE TO CPC W.E.F.01.04.2016

            All CBS Sub offices has to send the KYC application form ( Single sheet) to concerned HO only day-to- day basis One official should identify @ HO to scrutinize the all KYC application forms received from Sub offices and if there are any omissions in KYC application forms the same should be return to Sub offices in SO bags for wanting of omissions. If KYC forms are in order, then all the KYC forms of sub offices along with the KYC forms of Head Office should be sent to CPC (CBS) in one cover/bag by registered post on daily basis w.e.f 01.04.2016

            The following points should observe while scrutiny the documents at HO level

·         All AOF forms, KYC documents (ID proof/ Address proof/Age proof) and any other documents submitted by customer should preserve at SOL level only in date-wise A4 size binders.

·         Don’t fold the KYC Application Forms while sending to CPC. Kindly ensure the sufficient size covers for register booking purpose

·         Don’t staple the Photograph on KYC Application Form. Please paste the photograph on KYC application form at space provided.

·         For Joint a/cs don’t use Joint photograph of the customers. Please paste the individual Photographs of the customers against the fields mentioned for Applicant (1) /Applicant (2).

·         Please mention correct CIF id and Account id / Registration number of certificates against the fields provided in the KYC Application Form.

·         If any images (sign & photo) are not clear in Finacle application please send the revised KYC Application Form for re-scanning

·        If any omissions are there in KYC application forms pl return the forms to concerned sub offices for supply of omissions.

MAKE AIPEU-GDS THE NUMBER ONE AND ONLY ONE RECOGNISED UNION OF GDS 
               Govt. of India, Department of Posts, has issued two important orders relating to Gramin Dak Sevaks.  First order is regarding appointment of separate GDS committee headed by retired Postal Board Member (P) Shri.Kamalesh Chandra, Second order is long awaited Membership verification orders of GDS.
                   Regarding GDS Committee headed by the retired officer Shri. Kamalesh Chandra, NFPE and AIPEU-GDS had already submitted its memorandum on 18-03-2016.  Our main demands submitted before the GDS committee are (1) Grant of civil servant status and all benefits of departmental employees on pro-rata basis (2) Pay scale, increment and all other allowances admissible to departmental employees on pro-rata basis (3) Fixation of minimum five hours and maximum eight hours wages (4) Pension and other pensionary benefits like Family Pension, Commutation Pension, Leave surrender etc. (5) Time bound promotion or Assured Career Progression (ACP) on completion of 10,20 and 30 years of service (6) Medical reimbursement facilities and (7) Grant of all kinds of leave including CL, EL, Commuted Leave, Maternity Leave, Child Care Leave and Special Casual leave etc.  There are many other demands also which we have included in the memorandum. 
                   Chairman, GDS Committee has written a letter to General Secretary, AIPEU-GDS for submission of memorandum to the Committee.  The Committee has assured NFPE and AIPEU-GDS that they will be given an opportunity to give oral evidence before the Committee.  We will try our best to get our demands accepted by the GDS Committee.
                   NFPE and AIPEU-GDS has already filed a case in the Supreme Court for implementation of the 1977 judgement and grant of Civil servant status to GDS.  Supreme Court has transferred the case to Delhi High Court and High Court has transferred the case to Principal Bench, Central Administrative Tribunal (CAT) Delhi.  The case is posted for final hearing on 4th April, 2016.
                   Regarding membership verification, all of us are aware that AIPEU-GDS was formed in the month of April, 2012.  For the last four years we are working without any recognition from the Government and Department.  Majority of the GDS in all 22 circles have joined AIPEU-GDS.  We have conducted two All India Conferences at Chennai and Shimla.  Full-fledged democratic functioning is ensured from Branch/Divisional level to Circle and All India.  We have conducted two All India strikes jointly with NFPE and AIPEU-GDS in December 2012 and February 2014 in which the main demands are GDS issues.
                   Recognised GDS union is functioning for the last seventeen years, with all the help and patronage of the Department and Govt. including Department provided Union office in Delhi.  Talwar Committee report was implemented partially and in a distorted manner in the year 1998 and GDS was granted TRCA, Increment, Paid leave, Ex-Gratia Gratuity, Severance Amount etc.  The recognised GDS Union was formed in the year 1999 ie. after partial implementation of Talwar Committee recommendations.  After the formation of the recognised union not even a single demand of GDS was settled.  Natarajamurthy Committee made most retrograde recommendations including change of cash handling point from Rs.1000/- to Rs.20,000/-.  This time also recognised GDS union signed an agreement with the department for appointment of separate GDS committee.  All the main demands of GDS such as Civil Servant status, Minimum and maximum wage, promotion, pension, medical facilities still remained unsettled.  What is the balance sheet of the recognised GDS Union for the last seventeen years?  It is a big zero.  Whatever benefits achieved for GDS was only because of the struggle conducted by NFPE in the past.  Recognised GDS Union went on accusing NFPE and tried its best for dividing GDS and Departmental employees.  AIPEU-GDS always believed in united struggle of GDS and Departmental employees.  Thus it can be seen that AIPEU-GDS is the only GDS union which is fighting, both organisationally and legally, for the cause of GDS.  Recognised GDS Union is spreading lies and always cheating the GDS and failed miserably to settle any of the demands of the GDS.
                   GDS want change and this is the time for change.  In the coming membership verification, it is the duty of every GDS and all NFPE members to defeat the recognised GDS Union and make AIPEU-GDS the only one recognised GDS Union.  We should get the membership authorisation letter signed by all GDS in favour of AIPEU-GDS and submit it to the concerned authorities duly countersigned by the Divisional Secretary or authorised representative of AIPEU-GDS.  There are some divisions where the Branch of AIPEU-GDS is not yet formed.  In such Divisions we should form an Adhoc Committee immediately and intimate the name and designation of the authorised representative or convenor/secretary to General Secretary AIPEU-GDS.
                   Let us declare that we will make AIPEU-GDS, the only one recognised GDS Union of GDS in the membership verification.

            Please refer to the letter cited under reference, where in situation at the ground level has been explained to you and time and again the problems faced by the staff are being brought to your kind notice for necessary action at your end. But to my dismay, there is no improvement in the situation at the ground level. I would like to bring the following points for your consideration and necessary action at your end.

1.      The Directorate had issued instructions to increase the band width of the post offices two months back. But since two months it has not been increased and Circle administration had not properly acted to implement the Directorate orders except writing the letters to the concerned.
2.      While migrating to CBS platform, though all the digitised data uploaded to the central server, some of the accounts have not migrated and some of the accounts are partially migrated in the offices. Due to non migration/partial migration of the accounts, further transactions in those accounts could not be allowed. It is time taking process to identify the accounts and the data has to be sent to CPC through proper channel for updating those accounts in CBS platform. Till such time the customer has to wait and he has to bear the default fee if any and he has to lose the interest if any in those accounts.  The customer is suffering without his fault and the counter staffs in the post offices are facing the customer’s wrath and ire without the official’s fault. Therefore I request you to cause to issue instructions to accept those accounts manually in the post offices till updation of the data in the CBS platform.
3.      Further it is requested to waive the default fee on RD deposits, wherever the deposits are not accepted due to non connectivity to the server problem till the problem is resolved by the competent authority. If the waiver of the default fee is not possible, please cause to issue instructions to accept the deposits in manual mode so that the depositor is no need to pay any default fee.
4.      Consequent up on implementation of Mc.Camish, some of the policies are not migrated in the post offices. It will take time to updation of the data in the CPCs i.e. two to three days. The customer is paying default fee if the same is not done within the same month. In such cases, the default fee may be waived as there is no fault of the customer.
5.      Further the permission for acceptance of PLI premium through POS is fixed as 31.03.2016 and it is requested to extend the facility to one more month or till the completion of attending all the issues.

Therefore, I request you to look in to the issues put forth by me above, and do the needful action to resolve the same for smooth functioning of post offices.

            We are expressing our deep concern on the problem faced by the staff, consequent up on implementation of CBS and Mc.Camish in the post office. Time and again we were brought the issues to your kind notice for needy action through letters and emails. But to our dismay, there is no co-operation from the official side to resolve the issues within the reasonable time. Though the Directorate has been issued orders two months back for increasing of band width of post offices, the same is not increased so far. The staff at the counters are suffering like anything besides facing mental agony due to non connectivity to the server. Every day the problem is same but no solution and employees are forced to stay in the office beyond their normal working hours to close the day’s account.

            Therefore, we request you to immediate intervention in to the matter and resolve the issues raised by the unions on the subject immediately. If the problem is not resolved immediately, we have left no other option but to proceed on trade union action to settle the issues.

CBS BUSINESS CONTINUITY PLAN-NOTHING BUT GIMMICKS


CBS Business Continuity Plan (BCP) DOCUMENTS

Q. What is BCP?

BCP is an alternative to accept some transactions from the customers when Finacle Application will not be accessible in all CBS Post Offices. 

 Q. When BCP is to be invoked?

BCP will be invoked through an order issued by F.S. Division of Postal Directorate to CEPT Team to enable special BCP Menus.

Q LIST OF transactions which can be accepted during BCP

Following type of transactions can be accepted during BCP:-
(1) Deposits in Savings Account.
(2) Deposits in RD Account opened and operated directly (not through MPKBY Agents)
(3) Deposits in PPF Accounts.

Q. Procedure for accepting transactions during BCP:-


¨ When mail is received from CEPT Team/Circle SPOC regarding use of BCP, deposit transactions by cash are to be accepted in Savings Accounts, RD Accounts (other than opened by MPKBY Agents) and PPF Accounts standing in the same post office (no Intersol transaction).


¨ On the Deposit Form (Pay-in-Slip), customer should be asked to write his/her mobile number or landline Number and last balance.


¨ While accepting cash, no entry should be made in Passbook but counterfoil of Deposit Form should be given to customer duly date stamped and signed by PA.


¨ Account number and amount deposited should be entered in Excel Format attached with this mail and also given in below.


¨ In the Excel sheet, scheme can be selected either as SB or Rd or PPF. After completion of data entry of transactions, print out of the excel file should be taken.


¨ When Finacle Access is restored or counter hours are over, click on “Generate File” in the excel format.


¨ It will create a .txt file showing scheme type i.e SB or RD or PPF, date in DDMMYY format and total amount of transactions in D/. 


¨ After this step, while browsing in the relevant menu, this file should be uploaded in the relevant menu as shown in the below screen shots. It is to ensured that only that day's file is uploaded by confirming date and total amount from the file name.


¨ Supervisor has to verify these transactions by using menu HTV.


¨ After verification, these transactions would appear in relevant LOT and consolidation.


¨ Report of success and rejected records can be seen from reports in HPR. If any transaction is rejected during upload, Deposit Slip of that transaction should be kept separately and customer should be contacted over phone (phone number written on the deposit slip).


¨ Cash of these transactions should be kept out of account alongwith vouchers.


¨ As and when customer comes, corrections should be got done in the Deposit Slip and transaction along with cash should be accounted for in Finacle.

Respected Sir/Madam, 

We have issued various mails regarding smooth operations of CBS Offices up to 31st  March 2016 by invoking Business Continuity Plans (BCP) for accepting Deposits, New Accounts / Certificates / Agent RD Schedules in offline mode but with setting up a control room at Dak Bhawan and kind of calls received with control room, it is observed that still CBS Post Offices are not clear in executing various BCP orders. Therefore, I am once again mentioning the steps to be taken for smooth functioning of CBS operations in the light of slowness of Finacle:-

1.  If Finacle is slow in any CBS Post Office, only withdrawals and closures transactions should be carried out on line and all other Deposits, New Accounts, New Certificates, Agent RD LOTs should be accepted offline. 

2. Passbook updating should be avoided in next three days. 

3. Unnecessary Reports  should not be generated. 

4. Sacking of officials (if system is hanged) should be avoided as after 15 minutes, automatic sacking happens. 

5. In Offline mode, Deposits in RD, SB and PPF are to be accepted in already circulated Excel sheets (refer BCP document). For SSA, orders will be issued separately. 

6. For new investments, creation of new CIF should be avoided. If Finacle is working, use old CIF ID and open new account which takes very less time. If Finacle is slow or not working, in case of opening of accounts, AOF with KYC documents (if required) should be accepted with Pay-in-Slip and counterfoil of Pay-in-Slip should be given to customer after putting date stamp and signatures. In case of Certificates, receipt from NC 4a should be issued. Details of such new accounts should be noted in a Register and cash can be accounted for in SB Cash. If cheque is already cleared or clearance is received in next three days, amount can be accounted in SB Cash. These accounts can be opened in Finacle when speed is improved (but before 31st March) and date of acceptance of cash or date of clearance of cheque should be mentioned as Value Date in Finacle. If cheques are cleared without entering into Finacle, funding can be done by Debiting 0007 Office Account and Crediting 0382 or 0017 Office Accounts and then debiting 0382 or 0017 office accounts and crediting new account. No new investment should be refused by any CBS Post Office up to 31st March. 

7. In respect of Agent RD LOTs, SOP has been circulated for accepting Agent LOTs in MS Excel and Agent LOTs prepared through Portal by putting value date as date of presentation of Agent LOTs. No Agent LOT/List in MS Excel should be refused by 31st March 2016. Agent List in MS Excel can be accepted through PEN Drive, E Mail or CD and saved on the desktop first. After words, it can be processed as per SOP circulated.
