SOUTH ZONE TRADE UNION CAMP
AT CHENNAI – DAY 2

The second day of the TU Camp of South Zone had three sessions. The first session was a class on “Disciplinary Proceedings ”  taken elaborately by Shri. M.C. Nair Retired Senior Superintendent of Post Offices. The session was presided over by Com. Sankar Circle Secretary R3 TN Circle.

In the second session Com.K.V.Sridharan  Ex-General Secretary P3 and Leader Staff Side JCM Departmental Council took a class on “Staff Rulings and the role of Branch Secretaries”. This session was presided over  by Com. J.Ramamurthy Circle Secretary P3 TN Circle.  
There was an interactive session on both the above topics and both the faculty members answered all questions.
In the afternoon, an Open Session under the Presidentship of Com. S.Ragupathy Assistant Secretary General NFPE was held.  Com. Ragupathy Umashankar Circle Secretary Admn Union TN Circle delivered welcome address.  Secretary General NFPE Com. M. Krishnan elaborately narrated all the developments since two years and in detail convered the aspects of National Postal Policy and declared that through struggles our movement will advance and resist all anti-worker policies. Comrades Giriraj Singh General Secretary R3; Mohan General Secretary Casual labour union; Ishwar Singh Dabas General Secretary P4; R.Shivannarayana General Secretary P3 ; P.Suresh General Secretary R4;  P.Pandurangarao General Secretary GDS; S.Appanraj General Secretary SBCO; S.Santhoshkumar CHQ President  Postal Accounts; and R.Seethalakshmi  Assistant Secretary General NFPE addressed.
The Chief Cook Ramanathan was felicitated by the Reception Committee with a shawl presented to him by the Secretary General in appreciation of the great services rendered by the catering service in a very short time. Com.R.B. Suresh General Secretary Reception Committee finally rendered vote of thanks. The feed back collected from the Delegates about the TU Camp will be compiled and published later.

NFPE SOUTH ZONE TRADE  UNION CAMP AT CHENNAI

The Trade Union Camp for the South Zone viz., Andhra, Tamilnadu, Karnataka and Kerala  commenced on 13th October, 2012 at Chennai . The two days camp commenced with the hoisting of the flag of the Federation and paying floral tribute to the Martyrs Column.

Comrade M.Krishnan Secretary General introduced all leaders to the house and requested the General Secretary of Reception Committee & Circle Secretary Postal Accounts Comrade R.B.Suresh to invite the leaders to dais. The first session of the Camp was presided over by Comrade M.Kannaian the Convener of the Postal Circle Co-coordinating Committee  of Tamilnadu Circle. Comrade R.B.Suresh General Secretary of the Reception Committee delivered the welcome address.Dr.Venkatesh Athreya  renowned economist took the first class on “INDIAN ECONOMY IN THE CONTEXT OF GLOBALIZATION”.  He narrated the harmful policies being implemented since 1980s in the name of LPG in a vivid manner. Comrade J.Ramamurthy Circle Secretary P3 Tamilnadu gave vote of thanks.

The Second Session in which Honourable Member of Parliament Comrade P.Rajeev took a class on “INDIA – PROBLEMS AND REMEDIES”. He covered all the basic problems of Indian Economy since Independence and concluded that only the reversal of all policies of Liberalisation will help Indian economy to stabiles. Comrade J.Sreevenkatesh Circle President of P3 Tamilnadu presided over the session. Comrade Dhanraj GDS NFPE CHQ Deputy General Secretary delivered vote of thanks.

The third session was presided over by Comrade N.Gopalkrishnan CHQ Working President of P3. Comrade K.Ragavendran Working President of Confederation of CG Employees and Workers took a class on “ JCM FUNCTIONING AND THE IMPORTANCE OF 12TH DECEMBER STRIKE”. Comrade Kannan Circle President P4 TN Circle delivered vote of thanks.

There were question answer interactive sessions after every topic. Over all around 200 Delegates attended the TU Camp and they got themselves fully involved in the session by their calm observance and interesting interaction at the end of the sessions.           Confederation of Central Government Employees and workers strongly condemns the recent decision taken by the Union Cabinet to allow FDI in Insurance and Pension sectors.  Both the Pension and insurance are long time savings instruments    and the funds are greatly drawn from the common people. The Insurance Sector in which the Government had a monopoly till the advent of the neo liberal economic policies has remained as one of the most efficient, customer caring and profit making public enterprises. It contributes about 25%of the total investment of Govt. of India funded projects.

                The permission to have 49%FDI in the two sectors will obliterate the Indian entrepreneurs as they would not be able to meet the challenge of the cut throat competition and unfair marketing practices to be unleashed by the giant transnational corporations.   Besides, the UPA II Govt. has chosen to ignore  the huge loss of about 4 Trillion dollars suffered by the Pension fund operators in the USA due to the global financial crisis from which the West European and American Economy is yet to come out.  This decision of the Union cabinet is clearly to bail out those transnational corporations from the financial crisis.   The Government’s decision will enable the Pension fund operators to lure the ignorant common pension beneficiaries to speculative market and the consequential liquidation of their savings and negation of pension benefit at the evening of their life.   

              The present decision of Manmohan Singh Government read with the intensified desire to enact the PFRDA Bill in the winter session of the Parliament must be seen as the most treacherous and anti people decision taken at the behest  of and compulsion from the International Finance capital and especially to oblige the US Government whose President is seeking re-election.

  The Confederation has called upon the CG employees to organize campaigns and organize a day’s strike on 12th December, 2012  to compel the Government to rescind this anti people decision and withdraw the PFRDA Bill.

How mango people can use RTI for their money matters
It was seven year ago, that Indians got their right to information, with the implementation of Right to Information Act in 2005. While it has become well-known as a tool to uncover large scale irregularities and scmas, this act can still be used by mango people, when it comes to their money matters, which are stuck in the administrative machinery, well almost.
Here’s a quick guide, on what this act is, your rights, the kind of information you can get regarding your money matters and how to file an RTI application.
Simply put, the RTI Act is a national legislation.  Says Vijay Ghokle, RTI activist from Mumbai, “Under RTI, you have a right to get information from the government”
What all can you use the act for: You get the right to access information through documents and records pertaining to various departments of the government. Also, you can ask the public authorities the reason behind various administrative decisions they take. And, you can inspect government documents and request for photocopies of such documents. But certain records are not available to the public. You can’t get any information which could prejudicially affect the sovereignty and integrity of India, the security and like.
Where can RTI be in  your money matters?
If the Employee Provident Funds Office has delayed releasing your EPF, you can ask for the reason for such a delay. Likewise, if you are entitled to receive an Income Tax refund from the IT department and you haven’t heard from them for a long long time even after severe follow ups, you can ask as to why there might be such a delay.
You can also get information on the status of your Public Provident Fund account with India post or State Bank of India. Information as to why your insurance claim was not settled by a PUS insurance company, and also information from local development authorities and the like.
In short, information from any central and state government public authority become accessible to you. Also authorities that come directly (like RBI, IT Department, Sebi) and indirectly or funded by the government come under this act. Even various municipal corporations and Public Sector Units, like LIC, Bank of Baroda, and Bank of India, for instance.
Who can apply for an RTI:  If you are a citizen of India (not applicable to J&K), you can make an RTI application. Age is not a deciding factor and even a minor has this right to make an RTI application.
No need to give a reason: Gokhale, says, “You don’t need to give a reason as to why you need the information you are seeking.”
Step by Step guide: 
Query: Know what information you are seeking. After following it up via the designated grievance channel, and when you still haven’t got a solution, you can apply for an RTI. For instance, even after applying for withdrawal of provident fund you haven’t heard from them for months.
Approach the authority:  Identifying the right authority is important. For an income tax related RTI application, it’s the IT department. For issues with a PSU bank, it’s the bank or RBI. The information about the public information officer (with whom you need to file the RTI) will be mentioned on the public authorities’ website.
File the application: Next write an application addressed to the PIO, with your personal details and the details of information you are seeking, along with a fee of Rs10 through a demand draft or a bank cheque or an Indian postal order payable to the accounts officer of the public authority. You could also make a cash payment to the concerned office against a receipt. There is a good possibility that you might have to bear the photocopy charges if you’ve requested for such copies.
PIO: Once this is done, you will have to wait for the PIO to look into the matter. They should get back to you within 30 days from the date they receive the application. If they fail to do so, they may even be fined. If you are not satisfied by the PIO’s response you can approach the First Appellate Authority or the senior officer in the PIO’s department. If you are not satisfied by his reply too, you can approach the Central Information Commission.
An RTI activist we spoke to said, “RTI works in many cases, but in many cases it might not.”  RTI is not the first step and should be used only after you’ve gone through the proper channels of grievance redressal. We hope this act brings the much needed accountability in the system. Postal sector strong in face of change

09.10.2012 - The postal sector plays a decisive role in providing social and economic cohesion, confirmed ministers and other dignitaries at the UPU’s ministerial conference.

A government can use the postal network to deliver services that a decade ago may have been impossible, said Sachin Pilot, the Indian minister for communications and information technology, at the UPU’s ministerial conference, held yesterday.
India has the world’s largest postal network with 155,000 post offices across the country, 95 per cent of which are in rural areas. More than 25 million Indians also live outside the country, sending back remittances that amounted to 64 billion USD last year, said Pilot. The Post plays a pivotal role in helping people transfer money from abroad to India. Technology is helping this become seamless, transparent and secure, he added.
While the challenges facing the developing world differ from those of industrialized nations, all countries are vulnerable to economic and technological changes. 
“Conditions and capacities are not the same everywhere,” Harsha Singh, deputy director general of the World Trade Organization said. It can be difficult to implement the most appropriate policies but building cooperative and interactive frameworks should be a key concept of postal services, he advised.
As for the sector’s sustainable growth, this required sustainable infrastructure. “The postal business matters,” said Philip Jennings, UNI Global’s general secretary, representing almost five million postal workers. The infrastructure should connect all citizens, all consumers, all businesses, Jennings added.
In the United States, the continuing shift of communication to the internet has had a serious impact on the finances of the postal industry, said Patrick Donahoe, the US Postal Service’s postmaster general. In the last 10 years, first class mail decreased by half - from 50 billion units to 25 billion – resulting in a loss of 11 billion USD. As mail volume falls, fewer postal employees and facilities are needed, “but the sole purposes of the postal service is to meet the needs of the customers” - an objective that has not changed, Donahoe said.
In China, the opposite trend can be seen. The Post is experiencing growth due to reforms and the introduction of competition, said Ma Junsheng, director general of the State Post Bureau. The market size has increased from 10 billion to 40 billion USD. “We need to establish a postal system adapted to national conditions,” Ma said. “One size does not fit all.”
Edouard Dayan, UPU director general, closed the ministerial meeting noting that the world has changed but the UPU is still playing its role at the vanguard. “The best technology must be available to member countries so that all nations may become protagonists in this revolution,” Dayan said.

HOLDING OF LIMITED DEPARTMENTAL COMPETITIVE EXAMINATION FOR FILLING THE POSTS OF POSTMEN/MAIL GUARDS AND MULTI    TASKING STAFF AS PER REVISED RECRUITMENT RULES.

            I am directed to invite a kind reference to the SPB-I Section Circular No 37 -33/2009-SPB-I dated 11.07.2013 and No 44-14/2009-SPB-I dated 12.07.2012 wherein the amendment to RRs of 2010 in respect of Postmen/Mail Guard and Multi Tasking Staff respectively were circulated to all the concerned..

2          Further attention of the Circles is also invited to SBPB-I Section Circular No 45-14(ii)/2012-SBP-I dated 31.07.2012 wherein the pattern and syllabus for the above said two Examinations were communicated.  The Directorate vide letter No 45-14/2012-SPB-l dated 31.07.2012 issued detailed guidelines for conduct of the Examination to fill up the posts of Postmen/Mail guard and Multi Tasking Staff.

3. The SPB-I Section has ordered that the dates for holding the Examination will be communicated separately by DE Section.

4.         Accordingly, the Competent Authority has now ordered to conduct the Limited Departmental Competitive Examination for Postmen/Mail Guard and Multi Tasking Staff as per the following schedule.
