OFFICE MEMORANDUM

Subject: Empanelment of AYUSH Hospitals / Centers under CGHS and CS (MA) Rules for Ayurveda. Unani and Yoga & Naturopathy treatments/ procedures and Fixation of Package rates.

Reference is invited to the Notification. No Z. 28015/01/2006-HD Cell/ AYUSH/ CGHS/HQ/Pt-I, dated 03/7/2015 and O.M. No. Z. 28015/01/2006-HD Cell/CGHS dated 3/7/2015.

The undersigned is directed to state that after following the prescribed proceedure and on submission of required documents like Memorandum of Aggreement, Performance Bank Gaurantee and Acceptance letter etc. by the QCI recommended AYUSH Hospitals and Centers for empanelment under CGHS and CS (MA) Rules were considered by the competant aurhority and approved. The list of such AYUSH hospitals and package rates/rates for treatments/ procedures are enclosed as Annexures “A” and “B” respectively.The rates and the O.M. is valid for a period of 6 months from 3/7/2015 to 02/1/2016 or new rates are finilised through fresh tender process whichever is earlier.

2. The undersigned is further directed to clarify as under

(a) “Package Rate” means rates for a package of treatment of standard set of procedures that are administered to the patient while undergoing treatment for a pre-diagnosed disease condition for the specified time period. The package rates which are specified for diagnosed diseases/conditions in Annexure “B” should strictly be adhered. Procedures other than the package rates listed in Annexure “B” for a nonspecific disease condition which is not mentioned under package rates will be considered as per the list. The duration of the treatments should not exceed 34 days for Ayurveda and 28 days for Yoga and Naturopathy in the light of P.M. dated 1-1-2008.

i) This includes all charges pertaining to a particular treatment/procedure including registration charges, admission charges, accommodation charges, cost of medicines, Panch Karma charges, Labor Room charges, charges for Kshar sutra operation/procedure charges Doctor/Consultant visit charges, Monitoring charges, operation theatre charges, procedural charges/Surgeon’s fee , cost of disposable surgical charges and cost of all sundries used during hospitalization related to routine investigations, physiotherapy charges etc. from the time of admission to till discharge. This also is inclusive of all sub-procedures and related procedures to complete the treatment.

ii) No additional charge on account of extended period shall be allowed if that extension is due to any improperly conducted procedure.

(b) The rates not indicated in Annexure “B” in respect of items under the head of admission fee, consultation fee, laboratory Investigations/diagnostic tests/procedures, hospitalization Nursing care, Transportation, engagement of attendants etc. will be the same as prescribed for recognized private Allopathic Hospitals under the CGHS. The rates pertain to 2008 of allopathic system are applicable as the O.M. of the dated 1-1-2008 of AYUSH procedures are extended.

(c) Re-imbursement for treatment/procedures for which prescribed rates have not been indicated in Annexure “B” will be charged as per actual. The Hospitals are not required to give medicines in OPD or at the time of discharge of the patient. Medicines so provided shall not be reimbursable. Procedures / Treatments given to the beneficiary outside the list will be discouraged if justification is not given for doing outside procedures.

(d) Ward entitlement and rates for room charges will be as prescribed earlier for CGHS beneficiaries. Room rent is applicable only for treatment procedures for which there is no prescribed package rate and will include charges for occupation of bed, diet for the patient, charges for water and electricity supply, linen charges, nursing charges and routine up-keeping. Expenses on toiletries, cosmetics, telephone bills etc. are not reimbursable and are included in rates/package rates.

(e) The prescribed rates as indicated in Annexure “B” shall be valid for the period of Memorandum of Agreement required to be signed by the Hospital/ Centre with the CGHS in general but in the present case the period is specified in the second pargraph of the O.M. The additional time taken in the MOA is meant to address any dispute arise between the parties while the activities are in operational or in case if extenion is required to be obtained from the aurhorities in exgensis.

3. The treatment at these empanelled AYUSH Hospitals/Centers may be taken only with the prior authorization/ permission in accordance with the CGHS Rules or the CS (MA) Rules as the case may be in force at the time of taking treatment.

4. (i) In respect of the CGHS beneficiaries permission for treatment is granted by CMO In charge/ Additional Director / Joint Director, CGHS in case of pensioners, former Governors , Former Vice-president Ex-MPs, Freedom Fighters etc. and by Rajya Sabha / Lok Sabha Secretariat as the case may be in case of Members of Parliament by the Registrar General of Supreme Court and by the Registrar Delhi High Court in respect of serving employees and pensioners of case of serving Govt, employees serving employees and pensioners of autonomous bodies covered under CGHS such permission shall be issued on the basis of recommendation from CMO/SMO I/C of the concerned AYUSH dispensary.

ii) In respect of the Government employees covered under the CS (MA) Rules, authorization/permission is to be issued by the concerned administrative Ministry/Department based on the recommendations of the AMA of the concerned system of the medicine.

iii) For Yoga & Naturopathy Office Memorandum NO. 15/11-21/2009/CGHS (SZVCGHS (P) dated 27th October, 2009 which is in free will continue.

5. The AYUSH Hospitals/Centers will not refuse admission/treatment to Central Government Employees or their dependant family members who are not CGHS beneficiaries if they produce certified/ attested copies of identity cards issued by the Government of India and have been referred to the Hospital/Diagnostic centre by the organization in which they are working and shall not charge more than the prescribed package rates/ rates in such cases.

6. An AYUSH Hospital/centre empanelled as above, whose rates for treatment procedures/tests are lower than the prescribed rates shall charge as per actual.

7. (a) Hospitals shall provide credit facility to the following categories of CGHS beneficiaries (including dependant family members, whose names are entered on CGHS Card) on production of valid permission letter:


·                     Members of Parliament;
·                     Pensioners of Central Government drawing pension from central estimates;
·                     Former Vice-presidents, Former Governors and former Prime Ministers;
·                     Ex-Members of Parliament;
·                     Freedom Fighters;
·                     Serving CGHS employees;
·                     Serving employees of Ministry of Health & Family Welfare (including attached / subordinate offices under the Ministry of Health & Family Welfare); and
·                     Such other categories of CGHS cardholders as notified by the Government.

(b) Bills should be submitted to the Office of the Rajya Sabha Secretariat / Lok Sabha Secretariat in case of sitting Members of Parliament and to Additional Director. CGHS (Hqrs), Delhi / concerned CGHS city, in case of beneficiaries enlisted above, once in a month.

8. Reimbursement in case of pensioners, former Governors, former Vice-Presidents, ex-MPs, Freedom Fighters, etc.. Is made by Additional Director of concerned CGHS city through BCA and by Rajya Sabha Secretariat / Lok Sabha Secretariat in case of sitting Members of Parliament and by concerned Ministry / Department/ Organization in case of serving Govt, employees, serving employees and pensioners of autonomous bodies covered under CGHS.

9. Any legal liability arising out of such services, responsibility solely rests on the hospital and shall be dealt with by the concerned empanelled hospital/diagnostic centre. Services will be provided by the Hospitals/Diagnostic centers as per the terms of agreement

10. The Hospitals/Diagnostic centers will give a discount 5% on every cash payment charged directly from the beneficiaries.

CGHS beneficiaries are entitled to facilities of private, semi-private or general ward depending on their basic pay / pension. The entitlement is as follows:-

The room rent will be Rs.500/-, Rs.1000/- & Rs.1500 for General Ward, Semiprivate Ward and Private Ward. It is clarified that indoor package rates for Yoga & Naturopathy are inclusive of room rent as per entitlement of the beneficiary.

11. A hospital empanelled under CGHS, whose normal rates for treatment procedure / test are lower than the CGHS prescribed rates shall charge as per the rates charged by them for that procedure / treatment from a non-CGHS beneficiary and will furnish a certificate to the effect that the rates charged from CGHS beneficiaries are not more than the rates charged by them from non-CGHS beneficiaries.

12. Private ward is defined as a hospital room where single patient is accommodated and which has an attached toilet (lavatory and bath). The room should have furnishings like wardrobe, dressing table, bed-side table, sofa set, carpet, etc. as well as a bed for attendant. The room has to be air-conditioned.

13.Semi Private ward is defined as a hospital room where two to three patients are accommodated and which has attached toilet facilities and necessary furnishings.

14.General ward is defined as halls that accommodate four to ten patients.

15. Normally treatment in higher category of accommodation than the entitled category is not permissible. However, in case of an emergency when the entitled category accommodation is not available, admission in the immediate higher category may be allowed till the entitled category accommodation becomes available. However, if a particular hospital does not have the ward as per entitlement of beneficiary, then the hospital can only bill as per entitlement of the beneficiary even though the treatment was given in higher type of ward.

16. In case of non-emergencies, the beneficiary shall have the option of availing specific treatment / investigation from any of the empanelled hospitals of his / her choice (provided the hospital is empanelled for that treatment procedure / test), after the same has been advised by CGHS/ other Government Specialist / CMO in-charge and permission is obtained from the competent authority for within the city. For tretments availing by the beneficiary from empanelled list of AYUSH Hospitals from out side city where he is residing no T.A. & D.A. a, will be reiumbursed provided the treatments is available in the city of residence.

17. This office memorandum is extension of earlier orders dated 01/01/2008 relating to empanelment of AYUSH Hospitals and Diagnostic centers under CGHS

Govt to soon make PAN must for cash spending beyond a limit : Finance Minister Arun Jaitley

To check generation of domestic black money, the government will soon make it mandatory to furnish PAN card details for cash transactions beyond a certain threshold, Finance Minister Arun Jaitley said on Sunday.

“The government is at an advanced stage in considering the requirement of furnishing PAN card details if cash transactions beyond a certain limit are undertaken,” Mr. Jaitley said in a Facebook post.

He said the monitoring regime of the income tax department has been strengthened and its capacity to access information and apply technology driven analytical tools to expose evasion, has been enhanced.

“Its ability to detect large cash withdrawals, or large cash transactions which enter the system, is being strengthened. GST regime once introduced will also be a landmark step in this direction. Thus for commodities like gold where the initial purchase by the exporter is after the payment of custom duty, the subsequent transactions which are mostly in cash, can easily be found out,” Mr. Jaitley said.

In 2015-16 Budget, the Finance Minister had proposed making quoting of Permanent Account Number (PAN) mandatory for all sale and purchase of over Rs. 1 lakh.

“Quoting of PAN is being made mandatory for any purchase or sale exceeding the value of Rs. 1 lakh. The third party reporting entities would be required to furnish information about foreign currency sales and cross border transactions,” Mr. Jaitley had said.

Thereafter, the government had received representations from various persons, including MPs, MLAs, trade and industry associations among others, against the proposed mandatory quoting of PAN for sale or purchase in excess of Rs. 1 lakh.

Stressing that bulk of black money is still within India, Mr. Jaitley said there was a need to change the national attitude so that plastic currency becomes the norm and cash an exception and the government is working with various authorities to incentivise this change.

How to make your savings earn more for you


With repo rates lowered by 50 basis points earlier this week, the RBI has set the tone for lower rates. It has lowered rates by 125 basis points since the beginning of this year.Punjab National Bank has announced a cut of 25 bps in FD rates from October 5 across various maturities.

Financial planners expect deposit days and small savings rate to fall further in the coming months, as interest rates head south. Given such a scenario, small savers would do well to diversify their portfolio across a number of products such as deposits, postal savings and mutual funds, so as to optimise returns from their investments and lower their tax burden.

Government to take a fresh look at small savings interest


KOLKATA | NEW DELHI: The government has decided to review the small savings rates, which remain sticky at 8.4-8.5%, limiting banks' ability to lower deposit rates and slowing down the transmission of Reserve Bank of India's softer monetary policy decisions.

"It has been decided that with regard to the transmission of the rates, the government will undertake a review of the small savings rate also," economic affairs secretary Shaktikanta Das said."Small savings is a decision the government has taken in response to the policy rate announced by the RBI," he said.

The decision to cut small savings rates is a tricky one since no ruling party wishes to become unpopular to the vote bank they depend upon. However, lowering of the small savings rates is directly linked to the rates at which companies borrow from banks. "There is no time limit. We will do it in due course," finance minister Arun Jaitley said. RBI governor Raghuram Rajan surprised all by a 50 basis points repo rate reduction but doubts prevail on how banks across the spectrum transmit the easy policy rate into lowering of lending rates unless they manage to soften deposit rates. RBI has reduced repo rates by 125 bps since January, yet the transmission of the rate cuts into the real economy has been relatively weak.

Rajan indicated that there would be a shift in focus from policy rates to greater transmission of these rates. Banks reduced deposit rates aggressively over the last three quarters with some lowering term deposit rates by 50-75 bps but matching cuts in lending rates come with a lag. But they have time and again whined that high interest rates on small savings such as public provident fund or post office monthly income schemes are stopping them from lowering deposit rates beyond a point and this inability prevents them from making loans cheaper.

Its medium-term deposit rate is 7.75% at present while small savers enjoy 8.4% rate for deposits below five years from post offices and for the popular monthly income scheme. Public provident fund offers 8.7% rate a year.

NEW DELHI: After Yoga, the Modi government now wants babus to take up adventure sports like rock-climbing, trekking, paragliding, rafting and snorkelling so as to "create and foster spirit of risk-taking" and tackle the "impact of sedentary life".

The government will also set up a gymnasium in each of its central department as it believes "healthy employees are happy employees".
 
 
This is part of two new schemes drawn up by the PM-headed Department of Personnel and Training (DoPT) for promotion of adventure sports and physical fitness amongst central government employees. All ministries were informed of the same on Wednesday.

The scheme would tackle the alarming situation of stress and impact of sedentary life on government servants as highlighted in several studies. It would provide a creative outlet to central government employees...," the scheme on promoting adventure sports reads.
 
The government will also spend up to Rs 10 lakh on each gymnasium which employees can use after work hours . "Constant work stress and frustration can lower productivity, so giving employees a convenient means through fitness programmes can result in decreased absenteeism and reduced usage of sick leave," the scheme reads.

Government to register postal bank by year end

NEW DELHI: The government is likely to register the postal bank by the end of the year while a pilot for payment services will be launched around January 2017. 

According to sources, as per the timeline for setting up postal bank, approval from NITI Aayog will be secured by mid-October followed by public investment board's nod by October-end and Cabinet approval in November. 

"The registration for postal bank is planned be done in December and a pilot will be launched in January 2017," said an official in the communications and IT ministry. 

He said the bank will be an independent company with initial corpus of Rs 300 crore and the new entity will enter into revenue sharing model with the department of posts (DoP). 

The Reserve Bank had granted in-principle approval to 11 applicants, including DoP, in August to set up payments banks. 

As per RBI guidelines, payments banks would offer a limited range of products such as demand deposits and remittances. They will not be allowed to undertake lending activities and will initially be restricted to holding a maximum balance of Rs 1 lakh per individual customer. 

They will be allowed to issue ATM or debit cards as also other prepaid payment instruments, but not credit cards.

कर्मचारियों की संख्या को तर्कसंगत बनाने और सरकार के वेतन बिल में कटौती करने के लिए, वित्त मंत्रालय के अंतरगत आने वाला व्यय विभाग (डिपार्टमेंट आॅफ एक्सपेंडीचर) केन्द्र सरकार के विभिन्न मंत्रालयों और अन्य संस्थाओं में कर्मचारियों से जुड़े लगभग 22 विषायों पर विस्तृत अध्ययन करेगा। 
 
भारत सरकार के वित्त मंत्रालय ने इस अध्ययन का जिम्मा व्यय विभाग की निगरानी में कर्मचारी निरीक्षण इकाई (एसआईयू) को सौपा है। 
 
केन्द्र सरकार के सामाजिक न्याय एवं अधिकारिता मंत्रालय तथा पर्यावरण मंत्रालय में इस आशय से जुड़े चार मुद्दों पर पहले से ही अध्ययन चल रहा है। 
 
इस अध्ययन के मद्देनजर इन मंत्रालयों में कार्यरत संयुक्त सचिव स्तर के नीचे आने वाले सभी अधिकारियों और कर्मचारियों से उनकी हर छोटी से छोटी गतिविधि को रजिस्टर में दर्ज करने के लिए कहा गया है। 

इस संबंध में व्यय विभाग के एक अधिकारी ने कहा, ' हमें 20 से 22 विषयों पर अध्ययन करने का जिम्मा सौपा गया है। यह एक सतत प्रक्रिया है, हमने पिछले वर्ष भी 5 विषयों पर अध्ययन किया था, इस बार ज्यादा विषयों को अध्ययन के केन्द्र में रखा गया है।  

सरकार विभिन्न मंत्रालयों तथा संस्थाओं में मानवशक्ति को न्यायसंगत और उनकी कार्यक्षमता का समुचित दोहन करने के लिए के प्रति गंभीर है।'
 
इससे पूर्व 2003 में एनडीए सरकार के कार्यकाल में एसआईयू ने केन्द्रीय कर्मचारियों से जुड़े  26 विषयों पर अध्ययन कर रिपोर्ट पेश किया था। उसके बाद यूपीए सरकार के दस वर्षों के शासन के दौरान एसआईयू ने प्रतिवर्ष औसतन 11​ विषयों पर सरकार को अध्ययन रिपोर्ट सौपा।  

एसआईयू के माध्यम से अपने 10 वर्षों के शासन में यूपीए सरकार जहां 265 करोड़ रूपये की बचत कर पाई थी, वहीं वर्तमान एनडीए सरकार वर्ष 2014 में एसआईयू द्वारा कर्मचारियों से जुड़े विषयों पर किए गए मात्र 5 अध्ययनों से 363 करोड़ रूपये की बचत करने में कामयाब रही।
 
एक अंग्रेजी अखबार में प्रकाशित रिपोर्ट के मुताबिक इस वर्ष सरकार ने अपने कर्मचारियों की गतिविधियों का गहन निरीक्षण कर सरकारी खर्च में बड़ी कटौती का लक्ष्य रखा है। इसके अंतरगत केन्द्र सरकार के विभिन्न मंत्रालयों तथा संस्थाओं में कर्मचारियों को अपनी दिनचर्या जैसे मोबाइल पर बात करना, टॉयलेट जाना, लंच करना और ऑफिस आने से लेकर जाने तक की पूरी गतिबिधियों को रोजाना एक प्रोफॉर्मा में दर्ज करना होता है, जिसका एसआईयू टीम द्वारा दैनिक आधार पर निरीक्षण किया जाता है।
 
बताते चलें कि वर्ष 1964 में स्थापित, एसआईयू सरकारी कार्यालयों में काम की जरूरत के हिसाब से कर्मचारियों की संख्या, गैर जरूरी सरकारी खर्चों पर नियंत्रण, जरूरत के हिसाब से नई नियुक्तियों और अन्य मुद्दों पर सरकार को राय देती है। सरकार इस तरह गैर न्यायोचित सरकारी खर्च पर नियंत्रण करती है।

BSNL had reduced the discount offered to state and Central Government employees on its broadband facilities from 20% to 10%. It has further been reduced to 5% from October 1 onwards.

The Government-run BSNL is currently the market leader in broadband internet services. At the time of launching the service, in order to attract customers, BSNL had offered massive discounts and special schemes. One such scheme was the 20% discount on the monthly bills for employees of the state and CG agencies, and Public Sector Undertakings, officers, and retired employees of these departments.

Subscription for BSNL broadband services soared. Such discounts soon made BSNL the market leader in cable-based internet services, despite the presence of some big private players. Meanwhile, two years ago, BSNL reduced the discounts from 20 percent to ten percent. Although the cash crunch in BSNL was blamed for the move, some accused that the decision was made under pressure from private companies to decrease BSNL’s popularity. 

PM wants all of India under Aadhaar by December



At a recent high-level meeting of PRAGATI, PM asked UIDAI and chief secretaries of states to accelerate and complete enrollment of all residents by December 2015.

NEW DELHI: Prime Minister Narendra Modi has pushed for universal enrollment under the ambitious Aadhaar project by the year-end. At a recent high-level meeting of PRAGATI (Pro-Active Governance And Timely Implementation), Modi asked Unique Identification Authority of India (UIDAI) and chief secretaries of states such as UP and Bihar which are lagging behind to accelerate and complete enrollment of all residents by December 2015.

Modi's emphasis on the 'JAM (Jandhan, Aadhaar, Mobile) trinity' in his Silicon Valley outreach, is a clear indication that he wants Aadhaar to be one of the pivots of his anti-poverty strategies ensuring entitlements meant for poor and rural masses actually reach them.

On its part, the UIDAI, which has enrolled around 91.68 crore citizens since it issued the first Aadhaar number five years back, is confident it can rise to the PM's expectations. As Aadhaar emerges as a tool to check pilferages in entitlements of welfare scheme, the government too seems to be increasingly convinced that the issue of privacy will withstand the scrutiny of the law.

Privacy rights activists argue that biometric information collected from all those who sign up for an Aadhaar number can be abused if not backed by adequate legal safeguards. The government, which feels that without Aadhaar, targeting of social welfare schemes will be hard, thinks otherwise.

An expert said there is no credible apprehension of breach of privacy if this were to be permitted as the UIDAI doesn't share any personal information of an Aadhaar card holder, including biometric details to any other person or government agency. "The IT Act 2000 has every safeguard to protect the privacy of all sensitive information and Aadhaar is already compliant with the Act," he said.

For instance, he said, the UIDAI refused to share with CBI the biometric details of everyone who was enrolled in Goa and the Supreme Court gave the verdict in its favour. The authority had moved the apex court after the Goa high court ordered it to share biometric data with the CBI which was investigating a 14-month-old rape case in Goa that is yet to be solved.

The UIDAI argued before the SC that its database is for civilian purposes and cannot be shared without consent under the agency's current data-sharing and privacy policy. "The Supreme Court can direct UIDAI not to share the data with anybody not even government," he added.

Mysuru postal division in Karnataka gets integrated system for services

CUSTOMERS CAN AVAIL THEMSELVES OF ANY SERVICE FROM ANY COUNTER

Mysuru is all set to become the first postal division in the country to adopt a common system for various postal services, integrating all software solutions introduced under a core banking network.

From Thursday, customers need not wait at a particular counter for a particular service, as every counter will be able to provide all the services available at the post office.

A team of professionals from Tata Consultancy Services (TCS) on Wednesday took up the task of integrating the solutions into a common system. Postal services across the division, covering 65 post offices and 202 branches, remained suspended to facilitate the work.

The team, with the support from the Department of Posts, spent over six months to accomplish the task.

Shivaiah, Senior Superintendent of Post Offices, Mysuru division told The Hindu that Mysuru was selected for the pilot project considering previous ‘models’ successfully introduced here, for improving customer service.

“The integration work is underway and the common system will be ready for operations from Thursday. With this, Mysuru division will become the first postal division in the country to introduce this improved service,” he said.

Barring Nanjangud and T. Narsipur (which are part of Chamarajnagar postal division), the remaining taluks in the district – Mysuru city, Mysuru taluk, K R Nagar, H D Kote, Periyapatna, and Hunsur – come under Mysuru division.

Mr. Shivaiah said software had been developed for various services such as postal life insurance, postal savings account, recurring deposits and so on. Recently, core banking system had been introduced for the convenience of customers.

The officer said customers sometimes had to wait for their turn to avail services at a particular counter even though the next counter was free. However, with the integration of various software solutions and bringing them under a unified system, customers can avail any postal service from any counter, he explained.

Importantly, customers will get delivery status of their posts or parcels on their mobile phones or can track status online. All data will be stored at the central server in Mumbai.

After the integration of software solutions, the company professionals would provide post-implementation service, assisting the employees to trouble shoot any problem, Mr. Shivaiah added.

Mysuru division can become a model for other postal divisions across the country for replicating the common customer service system in the coming months.

Mysuru division will become the first postal division in the country to introduce this improved service.

Rate cut: Government to take a fresh look at small savings interest


The government has decided to review the small savings rates, which remain sticky at 8.4-8.5%, limiting banks' ability to lower deposit rates and slowing down the transmission of Reserve Bank of India's softer monetary policy decisions.

"It has been decided that with regard to the transmission of the rates, the government will undertake a review of the small savings rate also," economic affairs secretary Shaktikanta Das said."Small savings is a decision the government has taken in response to the policy rate announced by the RBI," he said.

The decision to cut small savings rates is a tricky one since no ruling party wishes to become unpopular to the vote bank they depend upon. However, lowering of the small savings rates is directly linked to the rates at which companies borrow from banks. "There is no time limit. We will do it in due course," finance minister Arun Jaitley said. RBI governor Raghuram Rajan surprised all by a 50 basis points repo rate reduction but doubts prevail on how banks across the spectrum transmit the easy policy rate into lowering of lending rates unless they manage to soften deposit rates. RBI has reduced repo rates by 125 bps since January, yet the transmission of the rate cuts into the real economy has been relatively weak.

Rajan indicated that there would be a shift in focus from policy rates to greater transmission of these rates. Banks reduced deposit rates aggressively over the last three quarters with some lowering term deposit rates by 50-75 bps but matching cuts in lending rates come with a lag. But they have time and again whined that high interest rates on small savings such as public provident fund or post office monthly income schemes are stopping them from lowering deposit rates beyond a point and this inability prevents them from making loans cheaper.
