Modi Govt To Observe ‘Good Governance Day’ To Remember Atal Bihari Vajpayee

Atal Bihari Vajpayee, Bharatiya Janata Party patriarch’s birthday falls on December 25 will be observed each year as national ‘Good Governance Day’ as a mark of respect to former prime minister.


The BJP has decided to celebrate Vajpayee’s birthday as “good governanceday” from this year onwards and has asked party Members of Parliament to spend an hour on December 25 in their constituency to work for cleanliness as part of the Swachh Bharat programme.

The Prime Minister also asked the BJP MPs to work for an hour in their respective constituencies for the ‘Clean India’ campaign. The Rajya Sabha Members of Parliament was also asked to choose a constituency which the party has never won for this purpose.

Minister of State for Parliamentary Affairs Rajiv Pratap Rudy said a core committee, with him and Chemicals and Fertiliser Minister Anant Kumar as members, has been formed to chalk out the plans for celebrating Vajpayee’s birthday.

Vajpayee, who will turn 90 on December 25, has been ailing for sometime. While the amiable former Prime Minister is liked across party lines, marking his birthday as “good governance day” has started murmurs that the BJP is trying to appropriate yet another important day.

The Modi government launched Swachh Bharat programme on October 2, the birth anniversary of Mahatma Gandhi while Indira Gandhi’s death anniversary saw the government celebrating Sardar Patel’s birthday.

Rudy said BJP will organise seminars, and also highlight the achievements of the NDA government under Vajpayee on December 25.

As per information received from various Ministries/ Departments till date, the representation of Other Backward Classes (OBCs), as on 01.01.2013, in 69 Central Government Ministries/Departments was 5,23,721 which is 17.74% of 29,52,080 employees.
The reasons for lower representation of Other Backward Classes in services are identified as under-:
(i) Reservation for Other Backward Classes started only from the year 1993.
(ii) Other Backward Classes candidates who were appointed up to 1993, that is before introduction of reservation for the Other Backward Classes, are not included for counting the representation.

(iii) There is generally a time gap between occurrence of vacancies and filling thereof as recruitment is a time consuming process.
(iv) Some reserved posts for Other Backward Classes remain vacant due to non-availability of suitable candidates of reserved category.
(v) Some of the selected Other Backward Classes candidates do not join the service or leave the service after joining because they get better opportunities elsewhere.
Reservation in Central Government jobs for Other Backward Classes, Scheduled Castes and Scheduled Tribes employees is provided at the rate of 27%, 15% and 7.5%, respectively. As per information received till date from 69 Ministries/ Departments, the representation of Other Backward Classes, Scheduled Castes and Scheduled Tribes as on 01.01.2013, was 17.74%, 17.57% and 7.73%, respectively.
Instructions have been issued  in June, 2013 to all concerned to make concerted efforts to fill up the backlog reserved vacancies. A committee was constituted under the Chairmanship of Secretary, Ministry of Social Justice and Empowerment to analyse the reasons for less employability of Scheduled Castes, Scheduled Tribes, Other Backward Classes in Government sector and to suggest remedial measures. Keeping in view the recommendations of the Committee, various time bound measures have been identified and intimated to concerned Ministries/Departments to fill up such backlog vacancies.
This was stated by Minister of State for Personnel, Public Grievances & Pensions Dr. Jitendra Singh in a written reply to Kumari Shobha Karandlaje in the Lok Sabha today.

Section 44 of the Lokpal and Lokayuktas Act, 2013 mandates that every public servant (as defined in the Act, which includes Ministers, Members of Parliament, Government employees, employees of statutory bodies, PSUs, etc.) shall make a declaration of his assets and liabilities as well of his spouse and dependent children in the manner as provided by or under the said Act. In exercise of the powers conferred by sub-section (1) read with clause (k) and clause (l) of sub-section (2) of section 59 of the Lokpal and Lokayuktas Act, 2013 (1 of 2014), read with section 44 and section 45 of the said Act, the Central Government has notified the Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014 in the official Gazette on 14th July, 2014, which, inter alia, contain the forms in which such information/return is required to be filed.

Subsequently, concerns and apprehensions were raised by several Ministries/Departments and other stakeholders, inter alia, about the complexity involved in furnishing the desired details in the forms prescribed under the Rules. Accordingly, the Government of India vide its order dated 28-08-2014, constituted a Committee to simplify the forms and the process in which public servants shall make declaration of assets and liabilities. The said Committee has submitted its First Report on 01-10-2014, recommending simplified formats for declaration of moveable property and for declaration of debts and other liabilities by public servants.

The Public Servants (Furnishing of Information and Annual Return of Assets and Liabilities and the Limits for Exemption of Assets in Filing Returns) Rules, 2014 have also been amended by a notification dated 8th September, 2014, by which the time limit, for furnishing of such information/return by public servants, has been extended till 31st December, 2014.

This was stated by Minister of State for Personnel, Public Grievances & Pensions Dr. Jitendra Singh in a written reply to Shri Sudheer Gupta & others in the Lok Sabha today.

UPU News : Consumer spend on postal services rises again

01.12.2014 - 2013 WAS A BUMPER YEAR FOR THE PUBLIC POSTAL SECTOR WITH THE LATEST STATISTICS FROM THE UPU SHOWING THAT REVENUES INCREASED TO 234.8 BILLION SDR, UP THREE PER CENT IN NOMINAL TERMS ON THE PREVIOUS YEAR.

The downward trend in global letter-post traffic continued as the latter went down by 2.9 per cent to 339.8 billion items from 2012. Volumes consisted of 336.3 billion domestic and 3.5 billion international items. 

LETTER-POST RENAISSANCE?

However, there was a silver lining – while volumes may have gone down, the tonnage has gone up, according to José Ansón, a UPU economist.
 
“An estimated 240 million small packets travelled through the letter-post stream in 2013,” Ansón explained, pointing to the rise of e-commerce. “While overall volumes in terms of number of items have decreased, the average weight of items is heavier.” 
 
In 2010, a kilogramme of international letter-post contained an average of 12.21 items. Today, the same consists of 10.88 items. 
 
This increase in tonnage could explain why the letter-post stream continues to account for 43.4 per cent of global public postal revenues. 
 
In certain regions, the contribution of letter post to revenues was even higher. This could be seen in industrialized countries, where this stream contributed 59.6 per cent to revenues.

PARCELS UP

Almost 19 per cent of postal revenues came from parcels and logistics in 2013 with total parcel traffic estimated at 6.7 billion items. The bulk came from the domestic side or 6.6 billion items, representing an increase of 3.7 per cent. International parcels also went up to 67 million items, growing by 5.8 per cent since 2012. 
 
Parcel volumes increased in all regions of the world, except in Asia-Pacific, where a slight decrease was observed. “This could be due to that market’s focus on shipping goods through the Express Mail Service or EMS,” Ansón said.

INCREASED ACCESS

Postal financial services accounted for 14.5 per cent of revenues. 
 
‘Other services’ accounted for 23.5 per cent of global revenues, up from 21 per cent in 2012. They encompass non-postal services, such as retail of mobile-phone cards and similar. 
 
The postal network continues to possess the world's largest physical network and has even grown.
 
The size of the public postal network stayed stable in 2013 with some 663,200 post offices and 5.4 million staff serving the world. Almost 70 per cent of establishments are staffed by postal officials, while the rest is run by persons not officially part of the postal operator. 
 
In terms of inhabitants served per post office, the world average was 10,747 in 2013, an increase of 16 per cent on the previous year. Access has decreased in industrialized countries with 5,821 inhabitants per establishment and in Asia, reaching 12,575 from 9,234 in 2012.
 
In Africa, the opposite is true. The number of inhabitants per post office has decreased to 62,792 in 2012 from 71,386. Some 44 per cent on this continent do not have home delivery and collect their mail from the local post office. 
 
This time, 150 countries responded to the UPU’s survey of the postal landscape.

(a) whether Government has proposed plans to improve efficiency of postal services, if so, the details thereof;
 
(b) whether Government is planning any Public Private Partnership model in postal services, if so, the details thereof;
 
(c) if not, the reasons therefor;
 
(d) whether there is any proposal to raise employment in postal services for rural areas, if so, the details thereof; and

(a) Yes, Sir.
Performance of Post Offices is monitored on selected Key Performance Indicators (KPIs) on Mails, Savings Bank and Money Orders through a web based mechanism.
 
The Government has undertaken the following steps to improve efficiency of Postal Services by:
 
(i) Introduction of a Mail Network Optimization Project (MNOP), for consolidation and optimization of operational network.
(ii) Process redesigning at Speed Post Hubs and Intra Circle Hubs.
(iii) Strengthening of end –to-end online tracking system, resulting in increase in online tracking.
 (iv) Regular performance review of all Postal Circles.
 
(b) & (c) No Sir.
 
(d) & (e) There is no new proposal to raise fresh employment in postal services for Branch Post Offices situated in rural areas. In fact, whenever any vacancy arises in any Departmental cadre, irrespective of its location in rural area or urban area, the same is filled up as per the provisions of the Recruitment rules of that particular cadre. Till filling up of vacancy, the work of the post is managed by redistribution/combination of duties and temporary attachment of personnel from other Post offices etc.
 
 
There are sufficient numbers of sanctioned posts of Gramin Dak Sevak (GDS) employees in rural areas. In addition, the Department has recently directed for expeditious filling up of all vacant posts of Gramin Dak Sevak Branch Postmasters.

Condition of working women

Will the Minister of WOMEN AND 
CHILD DEVELOPMENT be pleased to satate :-
(a) whether it is a fact that instead of improvement in the condition of working women, drastic fall in their number has been registered;

(b) earlier working women were holding 101st position whereas the position of working women in India has been recorded much below in the list of 142 countries, the details thereof;

(c) the steps being taken by the Ministry to enhance the number of working women and whether these steps have not been helpful; and

(d) if so, whether Government will review these steps and enforce it in an effective manner?
            

ANSWER
           
(a) & (b): Estimates of employment and unemployment are obtained through labour force surveys conducted by National Sample Survey (NSS) Office, Ministry of Statistics & Programme Implementation. According to the NSS surveys 2011-2012, The workforce Participation Rates of male is 54.4 % and Women 21.9 % which indicates that the workforce Participation Rates for women is lower than for male.

(c) & (d): Equal Remuneration Act, 1973 provides for payment of equal remuneration to men and women workers for the same work or work of similar nature without any discrimination. In order to ensure social security to the workers including women in the unorganised sector, the Government has enacted the Unorganised Workers’ Social Security Act, 2008. A National Social Security Board is constituted at the central level to recommend social security schemes viz. life and disability cover, health and maternity benefits, old age protection and any other benefit as may be determined by the Government for unorganised workers including women.

The Maternity Benefit Act, 1961 regulates employment of women in certain establishments for a certain period (12 weeks) before and after childbirth and provides for maternity and other benefits. Such benefits are aimed to protect the dignity of motherhood by providing for the full and healthy maintenance of women and her child when she is not working.

Indira Gandhi Matritva Sahyog Yojana (IGMSY) scheme is being implemented as Conditional Maternity Benefit (CMB) for pregnant and lactating women to improve their health and nutrition status to better enabling environment by providing cash incentives to pregnant and nursing mothers to partly compensate wage loss both prior to and after delivery.
The Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013 has been enacted, which cover all women, irrespective of their age or employment status and protect them against sexual harassment at all workplaces both in public and private sector, whether organized or unorganized. In order to improve the employability a Skill Development ministry has been especially created.

Working of Emigration Processing Software

(a) whether it is a fact that a new Rs. 100 crore Emigration Processing Software installed by the Ministry is holding up Passports 
because it is much slower than the previous system, if so, the details in this regard:

THE MINISTER OF STATE IN THE MINISTRY OF EXTERNAL AFFAIRS [GEN. (DR) V.K. SINGH (RETD)]

(a) & (b) The eMigrate Project launched by the Ministry of Overseas Indian Affairs (MOIA) on 26th May, 2014 has been designed to facilitate and improve emigration management of workers from India. It is a comprehensive system covering entire spectrum of emigration including foreign employers, Indian Missions and Posts abroad, Protector of Emigrants Offices, MOIA, Recruiting Agents, Emigrants, Insurance Agencies, Ministry of External Affairs and Bureau of Immigration. It is aimed at ensuring safe and legal emigration of Emigration Check Required (ECR) passport holders to ECR countries. The objective of the system is to ensure that all stake holders like foreign employers, recruiting agents, emigrants, Indian Missions & Posts and MOIA officials are accessing a unified platform. It has inbuilt provision for accessing Passport Seva database for validation of passports. However, it has no effect on issuance of passports.

(c) The following steps have been taken by the Ministry of External Affairs to further simplify the mechanism of issuing passports:-

i. Police Verification: Police Verification of applicants’ particulars plays an important role in timely dispatch of passports. The Ministry as well as the Passport Offices continue to engage closely with the Police Departments across States/Union Territories and with concerned Home Departments to reduce time taken in police verification.

ii. Passport Portal: A more user-friendly portal http://passportindia.gov.in was released in September 2013. The Passport Portal is kept updated with Advisories/Notices and Press Releases relating to Passport services developments.

iii. To address the concerns relating to availability of appointments, the Ministry introduced Online Payment System in July 2013. There has been a noticeable improvement in availability of appointments since then. There are certain categories of applicants and services for which ‘walk-in’ facility is available.

iv. mPassport Seva mobile app, which was launched on Android platform in March 2013, has been made available on Windows and Apple iOS platforms. This app provides passport related information including PSK locator, applicable fees, mode of submission and tracking of passport application status on smart phones
v. The Passport Seva system sends four free of cost SMS to applicants - (i) at the time of dispatch of passport, (ii) in ‘returned undelivered’ passport cases, (iii) rejection of request for counter delivery cases and (iv) clear Police Verification(PV) report in pre-PV PCC cases or review of PV and clearance by the PIA. In addition, a premium optional SMS Service, on nominal payment basis, has been made available to enable citizens to receive alerts and updates regarding detailed progress of their passport applications and pending actions. The service can be availed from any mobile phone.

vi. Common Services Centres (CSCs): With a view to address the challenge of digital divide, especially in the rural hinterland, the Ministry in association with CSC e-Governance Services India Ltd. (which is promoted by the Department of Electronics and IT), has facilitated online filing of passport applications, through the vast network of over one lakh CSCs across rural hinterland. The arrangement was firmed up in March 2014.

vii. Passport Melas: In order to speed up passport issuance and meet high or seasonal demand for Passports, Passport Melas are organised from time to time on weekends at PSKs by Passport Offices.

viii. Passport Adalats, on need basis, are also conducted by Passport Offices to redress passport service grievances by dealing with citizens directly.

ix. Greater outreach: The Ministry is working on setting up 18 more Passport Seva Kendras(PSKs) in addition to the existing functional 77 PSKs across the country.

x. Passport Seva Camps: In order to provide closer and speedier passport services to people located far away from PSKs, the Ministry is organizing Passport Seva Camps at various locations in the country.

xi. Simplification of procedure: It has been decided to accept registered rent agreement as proof of address. It has also been decided w.e.f. 1st August, 2014 to do away with ink signatures on passports and replace these with stamped signatures to save time and manpower. The Ministry has also introduced the system of self-attestation of documents replacing the requirement of attestation by gazetted officers.
