List of Holidays 2015 for Central Government Offices

Subject : Holidays to be observed in Central Government Offices during the year 2015.

It has been decided that the holidays as specified in the Annexure -I to this O.M. will be observed in all the Administrative Offices of the Central Government located at Delhi/New Delhi during the year 2015. In addition, each employee will also be allowed to avail himself/herself of any two holidays to be chosen by him/her out of the list of Restricted Holidays in Annexure - II


2. Central Government Administrative Offices located outside Delhi / New Delhi shall observe the following holidays compulsorily in addition to three holidays as per para 3.1 below:

2. INDEPENDENCE DAY
3. MAHATMA GANDHI'S BIRTHDAY
4. BUDDHA PURNIMA
5. CHRISTMAS DAY
6. DUSSEHRA (VIJAY DASHMI)
7. DIWALI (DEEPAVALI)
8. GOOD FRIDAY
9. GURU NANAK'S BIRTHDAY
10. IDU'L FITR
11. IDU'L ZUHA
12. MAHAVIR JAYANTI
13. MUHARRAM
14. PROPHET MOHAMMAD'S BIRTHDAY (ID-E-MILAD)

3.1. In addition to the above 14 Compulsory holidays mentioned in para 2, three holidays shall be decided from the list indicated below by the Central Government Employees Welfare Coordination Committee in the State Capitals, if necessary, in consultation with Coordination Committees at other places in the State. The final list applicable uniformly to all Central Government offices within the concerned State shall be notified accordingly and no change can be carried out thereafter. It is also clarified that no change is permissible in regard to festivals and dates as indicated.

3.2 No substitute holiday should be allowed if any of the festival holidays initially declared subsequently happens to fall on a weekly off or any other non¬working day or in the event of more than one festivals falling on the same day.

4. The list of Restricted Holidays appended to this O.M. is meant for Central Government Offices located in Delhi / New Delhi. The Coordination Committees at the State Capitals may draw up separate list of Restricted Holidays keeping in view the occasions of local importance but the 9 occasions left over, after choosing the 3 variable holidays in para 3.1 above, are to be included in the list of restricted holidays.

5.1 For offices in Delhi / New Delhi, any change in the date of holidays in respect of Idu'l Fitr, Idu'l Zuha, Muharram and Id-e-Milad, if necessary, depending upon sighting of the Moon, would be declared by the Ministry of Personnel, Public Grievances and Pensions after ascertaining the position from the Govt. of NCT of Delhi (DCP, Special Branch, Delhi Police).

5.2 For offices outside Delhi / New Delhi, the Central Government Employees Welfare Coordination Committees at the State Capitals are authorised to change the date of holiday, if necessary, based on the decision of the concerned State Governments / Union Territories, in respect of Fitr, Zuha, Muharram and Id-e-Milad.

5.3 It may happen that the change of date of the above occasions has to be declared at a very short notice. In such a situation, announcement could be made through P.I.B. /T.V. / A.I.R. / Newspapers and the Heads of Departments/ Offices of the Central Government may take action according to such an announcement without waiting for a formal order about the change of date.

6. During 2014, Diwaii (Deepavali) falls on Thursday, October 23, 2014 (Kartika 01). In certain States, the practice is to celebrate the occasion a day in advance, i.e., on "Narakachaturdasi Day". In view of this, there is no objection if holiday on account of Deepavali is observed on "Naraka Chaturdasi Day (in place of Deepavali Day) for the Central Government Offices in a State if in that State, that day alone is declared as a compulsory holiday for Diwali for the offices of the State Government.

7. Central Government Organisations which include industrial, commercial and trading establishments would observe up to 16 holidays in a year including three national holidays viz. Republic Day, Independence Day and Mahatma Gandhi's birthday, as compulsory holidays. The remaining holidays / occasions may be determined by such establishments / organisations themselves for the year 2014, subject to para 3.2 above.

8. Union Territory Administrations shall decide the list of holidays in terms of instructions issued in this regard by the Ministry of Home Affairs.

9. In respect of Indian Missions abroad, the number of holidays may be notified in accordance with the instructions contained in this Department's O.M. No.12/5/2002-JCA dated 17th December, 2002. In other words, they will have the option to select 9(Nine) holidays of their own only after including in the list, three National Holidays and Milad-Un-Nabi or Id-E-Milad, Rama Navami, Id-ul-Fitr, Janamashtami and Muharram included in the list of compulsory holidays and falling on day of weekly off.
10. In respect of Banks, the holidays shall be regulated in terms of the extant instructions issued by the Department of Financial Services, Ministry of Finance.

Will Modi Government Implement PRIS?

One could observe that the newly sworn-in Modi Government has wasted no time to get into action. That being the case, the question now on everybody’s mind is – will the new Government implement the Performance Related Incentive Scheme (PRIS)?

It is worth mentioning here that Modi himself holds the portfolio of the ministry that is responsible for all decisions pertaining to the Central Government employees. 

News media have carried statements allegedly made by Central Government officials themselves regarding this issue. The 6th Pay Commission has recommended that the scheme that grants performance and talent based incentives to Central Government employees could be implemented. The recommendations of the previous Pay Commission were adopted by the previous Government at policy-level. Officials of the DoP&T will soon be meeting with Narendra Modi and explaining the situation to him. During this meeting, if Modi gives his assent, then a detailed guideline will be prepared soon after. A guideline has already been prepared in this regard during the previous Government’s tenure. Suitable changes and additions will be made to this in order to incorporate the recommendations and suggestions given by Modi. 

There are more than 50 Lakh Central Government employees spread all over the country. The Department of Personnel and Training will soon launch a series of measures that would increase the efficiency of these employees which would directly and indirectly benefit millions of others. If performance based incentive is implemented, then the salaries of the Central Government employees will differ each year based on their performance. The scheme could either be implemented based on an individual’s productivity or on the department’s performance.

16th Lok Sabha Speaker - Sumitra Mahajan



>> Sumitra Mahajan, an eight-time BJP member of Parliament, has been elected Speaker of the Lok Sabha. Prime Minister Narendra Modi congratulated Ms Mahajan for her unanimous election.

>> Mr Modi, in his first speech in Parliament, said, "There are 315 new members in the House. This means we can leave some old traditions behind and start some good new traditions, this new blood has the opportunity to present a strong democracy before the world."

>> The Prime Minister is one of those first time MPs. He was sworn in yesterday along with the other members of the 16th Lok Sabha. On Monday, the President will address a joint sitting of both Houses of Parliament.

>> Ms Mahajan is the first BJP leader to be elected the Speaker of the Lok Sabha.

>> Congress leader in the Lok Sabha Mallikarjun Kharge and leaders of other parties too made short speeches congratulating the new Speaker.

>> Ms Mahajan will be the second woman to occupy the post of Lok SabhaSpeaker. The first was her predecessor Meira Kumar.

>> Sumitra Mahajan, 71, is the longest serving woman lawmaker in the Lok Sabha. She was elected last month for an eighth consecutive term from Indore in Madhya Pradesh, defeating her Congress rival by a huge margin of 4.66 lakh votes.


>> BJP leaders say Ms Mahajan has the right temperament and stature for the post of Speaker.

1) RBI kept key policy rates unchanged, slashed SLR by 50 bps:  Reserve Bank of India governor Raghuram Rajan kept the key policy repo rate unchanged at 8 per cent on Tuesday, as widely expected, with consumer price inflation coming down this year after a series of tightening steps by the central bank. The central bank also took steps to increase the availability of credit, reducing the mandatory amount of bonds lenders must park at the RBI — called the statutory liquidity ratio — by 50 basis points to 22.5 per cent of deposits, starting in mid-June.
>> Current RBI Rates are as follows:
1) Bank Rate : 9 % : from 28th January 2014
2) Repo Rate:  8 %: from 28th January 2014
3) Reverse Repo Rate: 7 %: from 28th January 2014
4) Cash Reserve Ratio (CRR): 4.00%: from 9th February 2013
5) Statutory Liquidity Ratio (SLR): 22.50%: from 3rd June 2014
6) Marginal Standing Facility (MSF): 9%: 28th January 2014

2) Union Rural Development Minister Gopinath Munde died in road accident: Union Rural Development Minister Gopinath Munde was on his way to the Delhi airport on Tuesday morning to catch a flight to his constituency in Beed of Maharashtra to address a victory rally when he was killed in a road accident. Around 6.20 a.m. at a traffic intersection, an Indica, driven by Gurvinder Singh, hit Mr. Munde’s official car on the rear left side, where he was sitting. The post-mortem report revealed that the 64-year-old Minister died of cardiac arrest. Mr. Munde’s liver was ruptured and he suffered two fractures in the spine. Union Health Minister Harsh Vardhan said a litre and a half of blood got accumulated in Mr. Munde’s abdomen. Mr. Munde’s driver took him to the AIIMS, where he was declared dead around 7.20 a.m.


3) Hashim Amla Named New South African Test Captain: South African star batsman Hashim Alma was named the country's Test cricket captain on Tuesday, replacing retiring Graeme Smith who led the side for a decade. A "glad and humbled" Amla said he would give "all his heart" to the role, vowing to put together a "winning combination" able to return South Africa to the top of the Test rankings. Amla, 31, who made his test debut against India in Kolkata 10 years ago, praised the work done by his predecessor, whose legacy looms large. Smith had captained South Africa in a world-record 109 Tests before announcing his retirement during the third and final Test against Australia last March. Amla's first assignment will be to lead South Africa in two Tests in Sri Lanka during July.

4) Microsoft Devices launches Nokia 225 feature phone at Rs 3,329: Microsoft Devices has launched Nokia 225, a new, entry level feature phone, at Rs 3,329. The phone comes with a 2.8-inch QVGA display and will be available in a number of colours including red, green, yellow, white and black.
Nokia 225 also features a splash and dust-proof keymat. The dual-sim phone doesn't offer 3G or Wi-Fi connectivity options but supports mobile data on 2G.

5) Oman foreign minister meets PM, Sushma: Oman Foreign Minister Yousuf Bin Alawi Bin Abdullah, the first foreign dignitary to visit India since the Narendra Modi government came to power, Tuesday met the prime minister, as also External Affairs Minister Sushma Swaraj, and discussed ways to boost trade and investment between the two countries. Abdullah, special envoy of the sultan of Oman, called on Prime Minister Modi at his South Block office and conveyed the greetings of the Sultan and reaffirmed the importance of ties with India.

6) Jammu and Kashmir raised retirement age of employee to 60: Jammu and Kashmir government on 3 June 2014 announced the enhancement of the retirement age of government employees from 58 to 60 years. The cabinet also raised the upper age limit for youths to obtain government jobs from 37 to 40 years. It also announced several other employee-friendly measures and pledged itself to redress their grievances.


7) UP government ordered establishment of women helpline in each district of State: Akhilesh Yadav, the Chief Minister of Uttar Pradesh on 3 May 2014 ordered setting up of women helpline in 75 districts of the state. As per the directive, the helpline of each district will be monitored and maintained by the SSP and SP of the district.
